SEA COWS BAY, Tortola, VI- As promised, road works in Sea Cows Bay began today, Monday, March 23, 2026, in the Palestina area.

It was on January 16, 2025, that the Government of the Virgin Islands signed a contract for one million five hundred forty-five thousand four hundred sixteen dollars and twenty-nine cents ($1,545,416.29) with E & K Trucking & Construction for the paving of approximately eight thousand (8000) linear feet of road in Sea Cows Bay.

Works on the project include the reconstruction of sidewalks and the construction of new slipper drains and curb walls. The scope also includes the complete demolition of the existing concrete and asphalt road surface, excavation works and the supply and compaction of new subbase and base material.

The project is expected to be completed within three (3) months.

- Sea Cows Bay to experience water disruption

The long-awaited road works in Sea Cows Bay will begin on Monday, March 23, 2026, along with upgrades to the water infrastructure system.

The road works include the reconstruction of sidewalks and the construction of new slipper drains and curb walls. The scope also includes the complete demolition of the existing concrete and asphalt road surface, excavation works and the supply and compaction of new subbase and base material.

Motorists are encouraged to traverse the area with caution and follow the directives of traffic personnel on site.

Water disruption

Residents of Sea Cows Bay are also notified that, due to upgrades to the water infrastructure system, there will be a water disruption.

Water supply will be disrupted during the day between the hours of 8:00 AM and 6:00 PM for the duration of the road reconstruction project.

The Water and Sewage Department has apologised for any inconvenience caused while the works are completed.

    So let me get this straight. The road that was being fixed with the large Ski ramps and Water traps are being removed or integrated into this new plan? Because from were many sit (or rather drive), the help in limiting the racers of the BVI from speeding through the area of road in Sea Cows Bay. When is rains it turns into a Water park where no one wants to be and drive through, there has been more than enough time to have planned, allocated the resources and execute the project that it could have been started and completed in the 2 years the road has been destroyed for and money has been spent on god knows what else not relating to this project and others.

    Also as far as water distribution goes we have gotten the memo of water disruptions long time now actually for years. Water comes on for a few hours and goes off for days sometimes, meanwhile I have been to the laundromat at Humtoms Ghut above the Church and they have almost 24/7 access to water that I can u sweat and for the usiness but when their system is overflowing from 2-5A.M. that makes residents feel like they have an u fair advantage. So now to LIMIT the water further is almost very insulting especially when the mount of money being laundered around isn’t helping the country. Nanny Cay is one of the few places many people have been talking about with being a place where locals aren’t welcomed yet we should take a page from their book and have stations and plants in not only the 3rd district but every district needs a station of utility. Whether it be Water,Electricity or other things needed for basic living of a society.

    I hear people both Older who have seen the prime of Government work and the youth speaking of nothing but not having anything fair come their way and then those in the middle are just surviving on hoping for change.

    Yes, change cannot come without speaking and action but yet Action only comes (partially) because votes are needed and when the people speak it’s only for publicity purposes do the ears of Government representatives open.

    If the colony cannot maintain its position currently it doesn’t matter how much or how long anyone shouts and protests for independence, because whether we want it or not, admit it or not, accept it or not, We cannot function without the British Empire and instead of fighting the hand that feeds, you (The 13 Representatives of the Virgin Islands) beg for food and when it is eat throw the plate at the person when you stomach’s are filled without appreciation or a thank you.

    Yes, secure your futures but at some point things will take a turn for the worst. Either be the 13 that are hated because they get things done, or Do nothing and be loved by the “friends” you help now (until they finish leeching), I personally would rather the Govenor use colonial powers to get things DONE than to see another BRAND NEW government vehicle park outside a Bar or another District Representative take pictures and be apart of the community ONLY when they WANT something in return.

    Seeing the good is hard when so much of the bad shows, want to be a tourist destination make this a place they’ll want to come again and again. Or even live if they are really in love with our country, take a page your own book. Take money from the funds and instead of fixing your houses and funding trips, fix the COUNTRY and FUND the people, then the people would then be willing to VOTE happily and Visitors wouldn’t be riding the safari’s confused seeing 2008 pictures compared to 2026 upheaval of roads and infrastructure.

    I hope they are going to replace those old rotten pipes before repaving the roads. The other question is why not use the old concrete as the base for the road. It will be stronger than the dirt base they are going to make. With the poor dirt base they are constructing is will take only six months for the road to start disintegrating.

      Ha ha. You really dont see how the big contracts for friends and kick backs work. If they did that they wont have a way to hide a big chunk of money to move one lot of dirt to a families sea bed covering mangrove destroying land for free projects. They have a chance then to carve up another big chunk of money, get their friends foundations, drives and road way dug out for nothing and lots to share around for the dirts they now get paid to bring back. The point is never getting a job done at a good price.
      The point of a project in the VI is to get as much of the tax payers money in to friends and family of politicians. IT doesnt even matter why we have nothing at the end of it. For them the job is done. Money has been transferred from the poor to the elites and their political friends.
      How else can you spend $4 Billion dollars in 10 years and have less than you started. No roads, no water supply, no repairs, fewer schools, no heritage sites etc etc.
      Those big pockets are getting ready to fill up with the SECRET airport we dont need and wont get done properly. The objective of the airport is just one big money transfer. From us to them.

    At $193 per linear foot, which per this specific contract DOES NOT include drains and sidewalks! WOW!

    Must be nice for some of the same construction companies eating all the work. Watch the QA on these million dollar projects!

    To enhance water drainage and lessen local flooding, slipper drains will be built papa's pizzeria. The design will provide the best possible flow and avoid water buildup on road surfaces and walkways.

    The BVI is such a crazy place. These guys are digging up the road in such a busy area that connects East/Town/West and starting work during the peak hours. What's wrong with starting the works at 8/9pm and work into 4am so that there's minimal disruptions? That newly started work is a complete nightmare for anyone having to traverse that area! Let's bet they will wait until everyone is backed up and cannot arrive to work until 10am, miss ferries, flights etc. to come out with a big announcement saying we have decided to switch to night works. To call these guys idiots would be a super compliment.
