UPDATE: Magistrate’s Court to open for criminal matters @ Old CTL Building on April 9

PASEA ESTATE, Tortola, VI- From a hardware store to a school, the Old Clarence Thomas Building in Pasea Estate will now become a Magistrate’s Court.

The court will be officially opened to the public on Tuesday, April 9, 2024, for the hearing of criminal matters.

This is according to a notice from Government Information Service (GIS) on March 26, 2024.

The Magistrate's Court, Criminal Division, was previously located at John's Hole.

Old Clarence Thomas Building to be declared a Magistrate’s Court- Cabinet

The old Clarence Thomas Building in Pasea Estate, which once housed Elmore Stoutt High School (ESHS) students following the hurricanes of 2017, is to be used as a Magistrate’s Court.

This was disclosed in a Post-Cabinet Meeting Statement published March 15, 2024.

According to the statement, Cabinet “Decided that the old Clarence Thomas Building, Pasea Estate, be declared a Magistrate’s Court; and that the Deputy Governor's Office instruct the Attorney General's Chambers to prepare the relevant Order.”

The Decision was made at the Cabinet Meeting of March 6, 2024, which was chaired by His Excellency, the Governor Daniel Pruce.

All Members were present at the meeting held at the Premier's Conference Room in Cutlass Tower.

Old CTL building was returned to ‘original configuration’

It was in October 2022, that a US$97,359.00 contract was signed with Construction and Engineering Systems (BVI) Limited to return the Old CTL Building to its original configuration.

The contract was awarded by the Virgin Islands Recovery and Development Agency (RDA) in conjunction with the Government of the Virgin Islands.

The building was previously used as a hardware store before it was occupied by ESHS students following the hurricanes in 2017.

    1. That was NOT the 'original' configuration.
    2. Government needs to stop cutting corners and renting , giving the SAME people MILLIONS every year, and build PROPER FACILITIES that support the business for which they are constructed.
    A. Prison.
    B. Half-way house
    C. Drug rehab center
    D. Home for the mentally challenged.

    Send persons away to understudy at some of these facilities and let them come back and put working structures in place.
    It has been decades. This is part of any country's strategic plan.
    The invisible costs government racks up annually is absurd. Put those figures in your budget addresses and let the people hear the real figures.

    The old magistrate’s court (behind of Althea Scatiliffe) wasn’t government owned? Whats the point of moving them into another building to pay rent? That $97k could have been used towrds fixing the building. Honestly we as a people need to get radical, because this government really be playing in our face.     Unequivocally, another example of “ lessness.” Lessness is foreign to good governance. This is a SNAFU and an obvious case of benign neglect, is it not? Is it more economical and in the best interest of the public good to rent real estate for the long-term than for government to invest in building its own facilities? Is the benign neglect deliberate? On a scale of 1-10 with 10 being the worst, how do you rate government planning, organizing, performance, management, lessness, etc? Who to blame for the lessness, ie, government or the disengaged people/electorate? Who has the true power, government or an engaged people? Is dependency, political patronage, etc, key animating forces in government ability to consistently overpromise and underdeliver? Is the governing poor performance self-correcting or the people need to get engaged, rewarding good performance and kicking poor performers to the curb? Can anyone identify a function that is performing well and can be benchmark and use as a model for other functions? Is paper, alphabet soup letters before or after one’s name a substitute for demonstrated knowledge , skill, ability( KSA), proven experience, etc? Can experience be acquired by osmosis, be bought, etc? Has the BVI political process devolved into a costly state of lessness, lack of succession planning, etc? Was the OG politicians afraid to educate and bring along the next generation of leaders, fearing they may be replaced them , resulting in a dearth of prepared, ready, etc politicians? Are politicians more interested in the status, self-interest benefits, power, etc than delivering for the people? Is the Westminster system flawed and needs adjusting to deliver better governing, eg, putting qualified and experienced people to lead functions, ie, Public Works, etc.

      It sickens me to see we keep spending loads of monies to take up these buildings for rent and spend more money to repatriate them than their original cost to rearrange them for the purpose we need them for.
      CTL made millions from us and we spent millions to have had it rearranged for our use. Now we paid millions to put it as it was initially, to now be going to spend millions more to have redesigned to suit Magistrate Court ,and Deputy Governor's Office.
      When will this / these things stop.
      It pains me to have to admit that 'tis LUNATICS here running this country..I now have two serious reasons to agree with, and to Love Cindy for the way she see our leaders(some/most)

    The government could have build a magistrate court that could have facilitate several magistrates court rooms (a) Juveniles court, (b) Traffic (c) all other matters. We are wasting to much of money. All of these people in government and no Tham experience. Learn something from Hon. Fraser and Ronnie who are more of an experts. Ask questions or come to the public for ideas before you all do nonsense. I'm sick of you all now.

    Why not build a building for that money. The area in town designated for the Magistrate Court is on flat land, no excavation, no cistern required, so therefore the building cuts most of the cost. We continue to feed the rich!

    If my memory is correct, wasn’t this building lease to put the public library from Main Street there? I could recall the the Minister for Education, Hon. Walwyn in the hose trying to justify the rental agreement and why the library needed to move from its location in town. After the hurricane, it was used to temporarily hose the high school until repairs were completed. The space would then be use for the library. Now you moving the magistrate court there. What happen to the library? Is there any way both can share the builing? If no, is there another location for the library. I guess reading ain’t fundamental to you all many of you profess.

    This is the new means of funneling money. Leave all Government owned buildings run down and abandoned then rent everything in sight. This is the same building that they claim that they didn’t want to renew the lease for and had to get the school out of there ASAP, thus the mad rush to building the high school buildings. But they were right, they didn’t want to renew THAT lease. They wanted to sign a new one. I’m so sick of these people messon. Government has literally refused to build anything of its own now. PWD main building is vacant and in shambles, Water and Sewage Buildings in shambles, Port Purcell Customs Building, in shambles and abandoned, Admin Building vacant and in shambles, Old Admin/Post Office Building on Main Street vacant and in shambles. In East End they rented an apartment and turned it into a makeshift library. These are some really sick people that you all voted for. These people continue to rape the taxpayers to enrich themselves, while the average citizen barely survives. They are sick and greedy people who I have absolutely no respect for.

    Look how long the magistrates court building was not in use. Government should have used that time to build it back properly in that same location. The monies now being spent to rent could have gone into the repairs for the old magistrates court building. The building would have still belonged to the government. With this move now, they’ll be paying rent for the next umpteen years. Waste of taxpayers money.
