UPDATE: Joy Francis named new CEO of NBVI
This came after the approval of the Financial Services Commission some weeks ago and a vote by the Bank's Board of Directors to confirm her to the post.
Her full package is unknown at this time. Ms Francis is a former Banco Popular Vice President.
The National Bank of the Virgin Islands has gone through some staffing issues with the removal of former Education and Culture Minister under the National Democratic Party Administration and Eighth District Representative Lloyd K. Black. Mr Black was the Head of Credit, however it’s unclear when or if he will return to the bank.
Both Financial Secretary, Mr Neil M. Smith and Chairman of the National Bank Board, Mr Clarence M. Faulkner Jr. declined to comment when contacted. Ms Francis was said to be out at the time Virgin Islands News Online attempted to make contact with her at her new work place.

UPDATE: National Bank of the VI: Who is In! & who is Out?!

This news site can confirm that there are some pending shake ups at the National Bank of the Virgin Islands (NBVI).
Word reaching us from sources close to the situation is that the future of Head of Credit and former National Democratic Party (NDP) Minister for Education and Culture and Eighth District Representative Lloyd K. Black is up in the air and under discussion.
However, when Virgin Islands News Online made a call to the bank with a request to speak to Mr Black, we were told that “he is no longer at the bank”.
It is reported that an emergency meeting was called yesterday March 7, 2013 by Government and the pending bank situation was part of the discussions. However, Ministers are tight lipped about the conclusions of the discussions.
Chairman of the National Bank Board, Clarence M. Faulkner Jr., when reached by this news site, said he had no comments.
Financial Secretary, Neil M. Smith also said he had no comments and Permanent Secretary in the Premier’s Office, Rosalie Adams was unavailable as of press time. Mr Black was also not reached.
Still no new bank manager
While there is still no new Managing Director named after former Manager Doris Smith-Scatliffe was forced out last year, there are many names floating around including that of Banco Popular Vice President, Joy Francis.
When contacted by this news site on the possibility of her taken up the new post, Ms Francis said she had no comments.

So the NDP offering Rep. of the 8th District woman Ms Francis the job at the salary of $200,000. No wonder we cant get any decent interest from this bank. This whole situation sounds fishy to me. In these hard economic times, that is way too much money to be paying these people.

As much as i dislike this solution, it seems much better than continuing as we are.
Too much questionable and apparently corrupt and funny business tings going on here now...for too long.

to the idiot comparing this to the treasury position, treasury is controlled by Government it's central government so of course it's a conflict for a Cabinet member and his wife to have those posts. Marlon is a back bencher and the Government does not run the bank. The bank has CEO, MD etc. PLUS A BOARD that deals with its operations. They are regulated by FSC. go dig a hole yuh punk!

If this woman was the colour of “carnation milk” with 2-green eye she should would have gotten a bigger salary along house, car , cell phone and entertainment allowances and most of this community would have nothing much to say, BUT she is bl@ck; and in the eyes of some member of this society ni....ger people do not know what to do with money;;;;only “Mr & Mrs Whi\1te” should earn big wages here in BVI while poor bl@ckie must work for crumbs
The man and his wife? hmm. The man is now making $300,000 in salary and consultancy and she is making $200,000 PLUS. Every two years they are making a $1,000,000. Olando and Robert need a good cut @SZZ
What do you people really want! You complain when outside consultants come in and get paid. You cry “Oh a Virgin Islander should have gotten that Job…” When a Virgin Islander gets the job; oh “why they paying them so much money…” What is really the problem with you people! Virgin Islanders are there worst enemy, if it was left to some of you people, this country would implode and sink. It sickens me to see the way you people speak about each other.
But God is good! So the selfishness, jealousy and malicious and destructive intent of a few…, will not prevail. And the Virgin Islands will continue to grow from strength to strength. May God forever bless the Virgin Islands.
