ROAD TOWN, Tortola, VI - After pressure from her supporters Six District Representative, Honourable Alvera Maduro-Caines, was moments ago appointed as Junior Minister for Trade.

The decision follows on an article published by Virgin Islands News Online today, November 20, 2018, which focused on women serving in the ‘Dr Smith’ Administration and many residents speaking out about women treatment and being over looked again.

A senior National Democratic Party (NDP) member with the Honourable Myron V. Walwyn wing, disputed this saying, “it was not so."

She was always to be appointed, however, Honourable, Malone A. Penn (R8), had to be revoked first, according to the member who is also a Minster.

Under pressure to appoint

When Premier, Dr the Honourable D. Orlando Smith (AL) announced two new Ministers early this morning, Tuesday November 20, 2018, he did not mentioned Hon Maduro-Caines, but has since made the announcement.

It is now unclear, who will be the Deputy Speaker of the House of Assembly (HoA), since a Minister cannot hold the post.

Do women have a role in a NDP Gov’t? Hon Maduro-Caines over looked

- is expected to be named HoA Deputy Speaker; Dr Pickering the man to watch!

Honourable Alvera Maduro-Caines (R6), was first elected in 2011, defeating ‘a giant,’ the Late Legislator, Mr Omar W. Hodge.

She was re-elected in 2015, with an even bigger vote margin and now on her second term in office under the ruling National Democratic Party (NDP) regime.

She has however, never been considered, for not even a Junior Ministry, let alone a substantive Ministerial portfolio and it is unclear the reasons why.

She was in office before Dr the Honourable, Hubert R. O’Neal (R9), who was only elected in 2015, after years of trying.

Following the firing of former Junior Minister, Honourable Archibald C. Christian (AL) last week, she was again over looked for a Junior Minister.

Since 2011, to current, no woman has served in the Cabinet headed by Premier Dr, the Honourable, D. Orlando Smith (AL), notwithstanding, from 2011 to October 2018 he had two choices.

Word now is that Hon Maduro-Caines, will be appointed Deputy Speaker of the House of Assembly (HoA), at its next setting scheduled for November 27, 2018.

Dr Pickering the man with the power!

Meanwhile, all eyes are now on the Deputy Premier and Minister for Natural Resources and Labour, Dr the Honourable, Kedrick D. Pickering (R7), who is reportedly overseas on a family vacation.

Many residents are not clear as to whether Dr Pickering—first elected in 1999—will stay with NDP 1, a party he co-founded, now headed by the Co-Leader Honourable Myron V. Walwyn (AL), or go with NDP II, the breakaway wing, headed by former Health and Social Development Minister, Honourable Ronnie W. Skelton (AL)—the Progressive Virgin Islands Movement (PVIM).

The relationship between Hons Walwyn and Pickering “has not always been the best,” according to a former NDP Member who have since ‘flown the coop’ and joined NDP II—the PVIM.

In fact Dr Pickering could be the most powerful man in the Territory, as he holds the balance of power, giving Premier Smith his seven seat majority.

If Dr Pickering crosses the floor, or is fired, the HoA will have to be automatically dissolved, unless another member crosses over to the government side to try and save the regime.

Dr Smith the worse Legacy

Many political pundits, commentators and historians have already been whispering, that Dr Smith has one of the worse 'legacy' as a Chief Minister/Premier and his times in power, [2003-2007] and [2011-current] will be remembered as the most 'corrupt' in the history of local politics.

“Displacement of indigenous Virgin Islanders, leaving the country broke, a new era of divisive politics, crack down on press freedom, black listing by the international community and a takeover by the British via an alternate government call the Recovery Board Agency, and a lack of respect for Dr Smith’s  authority from his Ministers,” are all hallmarks of the NDP’s administrative time in office.

Residents have since been calling for immediate General Elections, including former Virgin Islands Party (VIP) President, Carvin Malone, and radio commentator Mr Claude O. Skelton-Cline.

Why are you people so sad and envious. Wish the representative well, you do not have the courage to contest a seat in the elections, you do not have any sensible input, all you are about is getting on here and blogging nonsense.

Hon. Caines, do your best in whatever position you are placed in. Your promotion/elevation comes from God above and you do not need the approval of these envious persons.

It was only a matter of time. We to quick to jump up and start mess. We don’t know what the procedure was. Not because things don’t happen when we expect or think they should doesn’t mean they wouldn’t. Patience people.

You all would believe anything!! Marlon and Alvera could have been appointed at the same time. If he is appointed Minister of Health, clearly he cannot be Junior Minister anymore at the same time so once he was announced to that position, the next second and in the next breath and in that order she was to be appointed. It’s done everyday in the corporate world with resignation and appointment of directors. But pressure had to come first because they don’t want to appoint her in the first place. But she knows the truth and that will set her free!

The present state of affairs in the political arena of the B.V.I has left everyone in a state of disbelief, though to some it was in the melting pot for quite some time. What the Hon. Premier has done with the reshuffling of the cabinet should have done a long time ago. With the amount of embarrassment that have been caused to the country, some of the dead weight ministers should have been fired a long time ago.

For instance the Communication and Works minister should have been fired a long time because of the embarrassment with the Cruise Pier development. As it is allege that several millions of dollars have been unaccounted for. The wall around the Elmer Stout high school that was another over run project and no one was held accountable. We are in a very precarious state and it is affecting the of morale of the civil servants. With all being said there is only one alternative and that is to dissolve the House of Assembly immediately and seek a new mandate from the people.

The Hon. Premier should have step down as the Premier of the territory after the N.D.P's election that saw the Minister if Education being elected a the party's leader and rightfully become the Premier. Where is the B.V.I heading. There cannot be two leaders of the same party at the same time. Come on people. This nonsense must stop. Once God is not in control of a nation, it is bound to have confusion.

Um. Does she even have tiertiary education? She might be able to motivate the people in the 6th, But that does not make her qualified to earn more money than the people who will be reporting to her that have the actual knowledge and ability to advise and make decisions on these matters.

Maybe the reason she hasn’t been made a minister is because she is not qualified, and not because she is woman. That’s just my opinion though.

What the hell herbeducstion has to do with anything? You sound so stupid. People listen when she talks and she works like hell for her district. Since you have sooo much education, why you ain't run. You think book sense alone can get you elected? You had better have some common sense. There were plenty who served
with just a secondary education and they served well. Your statement make you sound like a dumb a**. She was smart enough to get elected and that's what count mumu

The only set of people look stupid is the voters who voted for Ronnie,Mitch and Archie the people elected you and you repay them with a slap in the face then wanting to now come back to seek votes.... Archie remember you're not an indeginous Bvislander them going do you just like Myron.... the fact that Myron parents are not from the Bvi they think they shouldn't be led by him and that's all it is but people is so blind to politics they won't understand... 11 ministers was in government they all sit down and discuss matters yes some may not agree all the time but I sure bet none have disagree more than 50% of the time which means all is corrupt if u so blaming the party of corruption didn't the hon.Skelton went up for party leadership and hon.Mitch for deputy? And none was successful all of a sudden the party is this and that, if that was the case then both Myron and Marlon should have run unopposed then come to the public and state the reason why no one else had interest in contesting for the leadership seat or deputy....

The late Hon. Christopher could barely manage to look after her District much less hold a Ministerial position.
