UK Gov’t insisted VI agree to no early elections– Premier Wheatley

ROAD TOWN, Tortola, VI– Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7) said he remains disappointed by Governor John J. Rankin’s ‘untrue statement’ about there being an option to go to the polls following the release of the Commission of Inquiry (CoI) Report last year.

The Premier in a statement on Monday, February 20, 2023, said the UK Government had to be persuaded not to impose direct rule in the period following the sudden release of the Commission of Inquiry (COI) Report on April 30, 2022.

The Premier added that it was the UK Minister for Overseas Territories, Amanda A. Milling, who traveled to the Virgin Islands for crisis talks and made it abundantly clear before she left the Territory that she needed an initial commitment by the Government to implement the CoI Report recommendations, except A1, because there was very little to time to make a case to UK Ministers not to immediately suspend the constitution.

Focus on preventing suspension of the VI constitution 

“It is extremely important for the public to know that from the first day of Minister Milling’s visit, right up until the departure of her advisors at the end of that week, that discussions had been ongoing between the government and officials from the Virgin Islands and UK to persuade the UK not to immediately suspend the constitution. The Government of National Unity was sworn in on 5th May and these discussions continued thereafter,” he said.

Dr Wheatley said the VI was asked to submit a proposal on implementation of the CoI Report Recommendations under 'continued democratic governance' by May 6, 2022, which posed a big challenge due to time constraints.

"In fact, in developing the Framework for Implementation of the COI Report Recommendations and Other Reforms, the UK insisted on including a provision on no early elections. In the final framework document agreed between the Virgin Islands and UK, you can find this provision on page 3 under the section on Cabinet. This is also another reason I am disappointed by the Governor’s statement that there was an option to go to the polls during the crisis," Dr Wheatley stated.

The Premier's statement came in response to a statement made by the Governor on February 14, 2023, that it would have been possible for a dissolution of the House of Assembly and a new election called; however, members of the House of Assembly chose to form a Government of National Unity and committed to the implementation of the COI recommendations. 

The Governor made the claims following questions from a reporter.

Premier Wheatley said members of the VI community were too quick to give the Governor the benefit of the doubt after his comments and to call judgment on the Government of National Unity for their own personal reasons. 

Unity Gov't was welcomed by UK - Premier Wheatley 

"Ladies and gentlemen, I want to be clear. The Government of National Unity comprised of the elected representatives of the Virgin Islands Party (VIP), National Democratic Party (NDP), and Progressive Virgin Islands Movement (PVIM) came together to save democracy in this Territory, which our fore-parents worked so hard to achieve."

He hinted that rather than elections, the formation of the Government was welcomed by the UK and seen as the best option to deliver the implementation of the COI Report recommendations through collective responsibility by all the major political parties.

    Just look at how John lie on the Premier. How can he say it could have had an election when Milling say that they were actually going to suspend the constitution, but only change their mind because of the framework agreement with the Unity Government that say no elections. Liar!

      The Frame work agreement came about because of the unith / coalation govt proposal that wad presrnt and sold to Britain as a solution to fix the issues and do better.. So they agreed to gibe it a two yrs try, it started off good , but it retuen to the same old BVI, it had failed to Britain disapoointment...Nothing about a new election was prdsented to Britain by those officials when they sdnt before Mimling, If that was ordsented that may have well been accepted....Hope I explain it so you can undersstand...

        So who would have called elections when they sat with Milling? Only the Premier can call for elections and our premier was in US custody? What part of this do we not understand.     Somebody is lying but whom . Let’s us see the document. Someone has a disdain for telling the truth. At one time, it was against law and protocol to challenge any statements made by a white person. Is the Governor’s still operating on principle and fells it does not have to tell the truth. it seems as if the Guv is caught in some untruths.

We are accustom of taking care of our self for decades and we are still surviving. They are our motherland and we got to beg them for help. They pick and choose the help then they tell us we have to borrow. Worthlessness and slavery never done for them. They milk us of all our wealth. The sweat, blood and tears of our people will soon be their down fall. The man who sees and knows all things will deal with them to much dictatorship and lies. One thing is sure whether you and I like it or not the words in the bible and prophecy must be fulfilled. Tired of these lies and dictatorship. I had a lot of respect for the Governor but truth be told I'm seeing between the lines I've lost a lot of confidence in him. It Don't take long to see people true colors.     I am inclined to believe the Premier on this one. The UK and HE were hell bent on suspending the constitution and imposing direct rule. In that scenario what elections would have been held. As Short Shirt said in song, "they pulling and tugging we, we so colour blind we can't see".

    If I know the UK quite well, they have the recordings to prove or disprove this fiasco. Have noticed that the Governor has remained mostly silent about a lot of things that are being said and done? They are recording and waiting for the right moment. They are reading and weighing public opinion through published matters based on the likes and dislikes. They are taking note of what every person ..well at least what some people are saying. The next person who step into your Office, business place or the passenger from one of the visiting cruise ship who is asking seemly innocent questions could be more than what he/ she is letting on and this is no conspiracy theory.

    UK accepted Unity Government because they had their agenda and realized they could use a weak group. They are after these islands because of greed.. what have they contributed to the development of these islands? Nothing. Now they want what our fore parents and parents built.. How many of their police are here. Taxpayers money. After two years they want status. No different to Putins behavior.

    Led up the garden path again. Once the national unity government was formed it was agreed no early elections. Prior to this it was on the table.

    As I can remember the premier said a few weeks back that election would not be until the unity government term is up and they turn around and make it look as though someone is trying yo take their rights away from them but we are our biggest enemy our own local so called politicians who is out there doing whatever they want for power but we will all leave this world e we ith out the power that we are fighting for keep the lies alive

    John Rankin, CMG, credibility is in the outhouse, caught in many lies. It seems if his lips are moving, he is lying and not in the horizontal position. Colonialism and racial supremacy is a big lie so the lies must continue to try to sustain the BIG LIE. The Foreign and Commonwealth Office, Rishi Sunak, King Charles or whomever needs to send us a genuine replacement for lying John. The UK has controlled the BVI since 1672 but not even by accident was its representative was not a person African descent, woman , other minority, etc; always a white man. When will the BVI people be given the opportunity to have input on whom is assigned as governor to represent them. Is the governor representing the UK or the BVI people? UK. The U.K. appointed governor is a parasitic strain on the BVI taxpayer . The U.K. pays the Guv salary but every other expense is a burden on the BVI taxpayer. Some may call that crusading, paying to be controlled.
