UK Director of OTs engages with wider VI community ahead of constitutional negotiations

ROAD TOWN, Tortola, VI- Mr Robbie Bulloch, Director for Overseas Territories at the Foreign, Commonwealth & Development Office (FCDO), concluded his visit to the Virgin Islands on April 30, 2026.

According to the Office of the Governor, the purpose of Mr Bulloch's visit was to discuss plans for constitutional negotiations that will be carefully evaluated by the United Kingdom (UK) Government, to hear about the progress in implementing good governance reforms, and to gain a better understanding of the security challenges facing the Virgin Islands.

Following his initial meetings earlier in the week, including a courtesy call on Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7), Mr Bulloch held discussions with Government Ministers, Members of the House of Assembly, the Attorney General, Deputy Governor, law enforcement leadership and senior officials.

“These conversations further explored constitutional review, progress on good governance reforms and shared priorities around security, policing and public service delivery,” the Office of the Government stated on social media.

Community engagement

The visit also included community engagement at an evening reception where Mr Bulloch met representatives from Mentoring Anointed Leaders Everywhere - MALE, H. Lavity Stoutt Community College, VI Alzheimer's Association, National Parks Trust of the Virgin Islands, WIN British Virgin Islands, Creative Waves BVI, Association of Reef Keepers - ARK, Lemonade BVI and the newly formed BVI Young Women's Association.

Mr Bulloch also spent an afternoon in Virgin Gorda where he met local security stakeholders and learned more about environmental and community‑led initiatives at the Green VI ecopark. “He also enjoyed ribs, rice and peas at Hog Heaven Bar Virgin Gorda.”

According to the Office of the Governor, open dialogue and continued collaboration remain essential as the Virgin Islands and the UK Government work together on shared priorities.
