'Transition in the police service is smooth & inspiring'- CoP Ullger

ROAD TOWN, Tortola, VI – The new interim acting Commissioner of Police, Richard Ullger, has described his transition within the police service as both smooth and inspiring, expressing gratitude to the officers of the Royal Virgin Islands Police Force for their professionalism and hospitality.

His remarks came during an update on the investigation into the armed robbery at the House of Luxury jewellery store, which occurred on Tuesday, December 2, 2025, at the Cyril B. Romney Tortola Pier Park.

'Smooth & Inspiring'

"I also want to give special thanks to the men and women of the Royal Virgin Islands police force, whose professionalism and hospitality have made my transition both smooth and inspiring," Ullger stated.

Following the announcement of his appointment as acting commissioner and the decision to remove local Jacqueline E. Vanterpool from her position, controversy arose in the Virgin Islands. However, Ullger noted, "Since arriving on the beautiful island of Tortora, I have been deeply touched by the warm welcome extended to me by so many residents."

Officers are dedicated and committed 

Ullger, the new interim acting commissioner of police, emphasised that in the short time he has been in office, he has already observed the dedication, commitment, and courage displayed by the officers and staff of the Royal Virgin Islands Police Force.

He further remarked, "They serve this territory with pride, often in challenging circumstances, and I want to commend them publicly for the work they do each day to keep the Virgin Islands safe."

Policing evolved in the 21st century 

Ullger acknowledged that policing in the 21st century has changed significantly. "Much of what we do today is unseen, and noticed, and at times, unappreciated," he explained.

He commended the Royal Virgin Islands Police Force for tackling serious and organised crime, including financial crime, cybercrime, and the increasing reports of domestic abuse and child sexual exploitation.

"These are crimes that harm individuals, families, and communities in very real ways. Every investigation now carries a digital footprint. Our officers and staff are working tirelessly, seizing and retrieving electronic devices, analysing CTV, body warm footage, and much more."

Confidence in police officers

He highlighted the demands of the job but expressed confidence in the police officers’ commitment to ensuring that justice is served and that offenders are held accountable.

"This work is demanding, complex and often invisible, but it is essential to safeguarding the people of these islands," Ullger concluded.

    Kudos are due when and where kudos are due, but in essence. In law enforcement, ALL officers from the top down and up, must aspire to act and be seen to be acting within the legal aspects of the law at ALL times. With that in mind, law enforcement MUST aspire and endeavour to develop a culture where the corrupt officer fears the incorruptible officer and not the other way around. Good luck. Be Brave.

    Dear Commissioner,
    Please demand accountability from your Officers. Too long most have shown up for work and eight hours later, they sign out did nothing and there is nothing realistic to measure their performance.
