POCKWOOD POND, Tortola, VI- Word reaching our News Centre is that Tortola Paving Ltd, a local company, has won the tender to provide asphalt paving from West End to Road Town on the main Island of Tortola.

The company, which is owned by long-time prominent businessman M. Ashley Ritter, beat out four other companies.

Tortola Paving Limited's bid was in the amount of fourteen million, eighty-eight thousand, six hundred and twenty dollars and two cents ($14, 088, 620.02).

There were three other bids lower than Tortola Paving Ltd, however, the Government is not obligated to accept the highest or lowest bids.

Bad roads being paved?

Residents and motorists have complained for the past five years about the poor state of the roads, especially in the Sea Cows Bay and West End areas of Tortola.

It is unclear when the contract will be signed and when the work will begin. The Administration of Dr the Honourable Natalio D. Wheatley (R7) has secured a $100M loan to help with infrastructural and other pressing needs of the colony.

Efforts to get a comment from the Minister for Communications and Works, Hon Kye M. Rymer (R5), and his Permanent Secretary (Ag.), Ms Elvia Smith-Maduro, were unsuccessful up to publication time.

    Interesting choice given the numbers.

    What were the SECRET criteria for the decision?

    There must be a time period. You can't bid on a project and not know the time frame. Material prices will have changes in 8 years.

      Yes, about time! I hope Tortola Paving gets on to it quickly. We've been through what seems like a dozen years, a couple election cycles, since anything has been done other than quickie patch jobs that last an eye-blink. The Hon. Mr. Rymer has been the minister in charge for what, 7 or 8 years, and done little, aside from the prolonged excavations around Paraquita Bay.

    Am I missing something here… you got companies bidding 10,11,12 million and you give it to someone bidding 14 million.
    Great that the local company is getting it, but you could’ve taken the 10 million contract and piled the extra 4 million in to other community initiatives.

      Sometimes these companies bid low to get the contract. Halfway through the job they ask for a variance to get mire money that could end up making their bid more than the highest bid

    Despite the recommendations of the COI report, this administration is hell bent on continuing to run the country based on party politics. It is apparent that as long as you are affiliated with the VIP, your bread will be buttered on every side. It also shows the blatant disregard for transparency and accountability. If this level of cronyism is happening now where they are supposed to be held accountable, then tell me what to expect when the country becomes self sufficient. I’m concerned!

    So lets get this straight now before a single peice is laid.
    The 14M investment to improve the BVI will have water, Power, Internet, Drainage and all the manhole covers level with the top of the road. Road Markings are clear and safe for road users.
    This will be for the long term investment of the BVI and a one time fix. Or just a 14M band aid.
    Please can you realease the complete works contract before anything is started.

The Pariquita Bay didn't teach us nothing, that newly built Road is Horrible, like a sixty yr old Road, That going to takw so much Asphalt to look good and eun smoothly...hmmm.

    Sounds like PWD Asphalt Plant is not operational (are any of you surprised?).
    I guess Tortola Paving brings material from USVI...
    Anyway, I would like to see the reasons behind going for such a higher bid (compared to the others). I am sure the $ difference could be used to pave even more roads... not that we need! :-P

    POT holes pop up? pave over. road falling apart? pave over? sweage runningo the road ? pave over. last a few months then is back to the same poor roads. we need freshly built roads built by experts not someone who wants a quik buck to do a poor job so they can come back a few months or year time to do it againnnnn. like everybody in on the ponzi scheme man wth

    Ayo sound so foolish ayo should check out the reputation of those companies ayo want Government to do business with. Then how foolish ayo could be....those companies in addition to the bid will need another set of money to relocate all their equipment to the BVI or use the Government"s plant and equipment. So in the end, Tortola Paving really was the cheapest and best option. COMMON SENSE AINT COMMON

    Tbh, Ashley's team is the only one I would trust on this type of project. Ashley has a far better operation than even PWD. Up to date batchplant, trucks can't done, pavers, etc..
    Given it to any other local person would just be a waste.

    The road is up along the ridge between Montosari school and the brewers bay junction. Looks like just a water pipe going in. As it all up and will need completly resurfaced. Is it not better to put everything under the road in once. Water, tick, Electricity, Internet, Sweage, Drainage. And rebuild the surface once.
    Or is this just another bandaid.

    Ok. The BVI roads are poorly designed, constructed, maintained,, repaired,,etc, so this contract is welcomed, putting a dent in the deteriorated condition of roads. Nonetheless, I have a few Socratic questions:

    1. Three other bids were lower than Tortola Paving, so why one of three lower bids was awarded the bid?
    2. What type of contract was this acquisition, ie, low, responsive, responsible bid, or best value?
    3. What is the scope and scale of the contract, ie, removing and stabilizing the subgrade, the subbase ( if applicable), base, surface course?
    4. What is the cross section of the reconstruction?

    5. Will the road surface continue to be flat as a pancake? Will this work engage surveyors to put in place a) proper crown, b) proper cross slopes, c) proper road side drainage?
    6. What is the lifecycle of this road project? What level of warranty is in this project?
    7. Are there liquidated damages and retention included in this project?
    8. What portion of the project is asphalt and concrete if any?

      @ Socrates, good probing questions, but that will grow into one ear and out the next. All will happen is that some poor ingredient asphalt will be slapped on a deteriorated condition failed road with poor drainage, including a flat crown. This process will result in road failing in shorting order, wasting $14M, squandering scarce/limited resources. What is the pavement condition index (PCI) of the project covered area? Seems like lot of labor brokering……
