ROAD TOWN, Tortola, VI – Junior Minister for Tourism at At-Large Representative, Hon Sharie B. de Castro (AL) has called for reform to budget allocations given to At-Large representatives in the Virgin Islands (VI) House of Assembly (HoA) as compared to District Representatives.

Hon de Castro made the calls during a presentation at today’s December 15, 2021, Budget Debates via a virtual sitting of the House.

“A point of concern for me especially as an At-large Representative is the current Budget structure as it relates to allocation. As it is presently, the District Representatives are assigned an Allocation through Civil Mitigation in the amount of $200,000.00 via the Ministry of Transportation, Works and Utilities and an additional $125,000.00 through the House of Assembly,” Hon Decastro raised.

She said ultimately, District Representatives have access to over $325K annually, “now granted, this is in addition to the fact that District Representatives have separate access to funding for various community projects; namely, bush cutting and gut cleaning." 

Meanwhile, according to the Jr Minister, At-Large Representatives who have territory-wide obligations only have access to $150 annually through the House of Assembly.

“It is clear that needs urgent consideration as all elected members in their capacity as elected representatives should have access to equal funding allocation so that each can facilitate various projects and initiatives throughout the territory.

She highlighted that when the At-Large system was introduced back in the mid-1990s, the structure of government as it relates to budgeting was not adjusted to adequately support the new framework.

Exsisting system 'archaic' - Hon de Castro 

“As such, this is definitely an archaic system that needs to be swiftly modernized. This is why whenever I hear the Opposition Members complaining about not having access to funding, I shake my head in disbelief,” the Minister said.

The Minister further said, “realistically when you examine it as members of this Honorable House, the opposition who are all district representatives, have access to more funding than most of the Government’s backbench.”

Hon de Castro added that while the Fahie Government has made a deliberate effort to no district is underrepresented, “what one district representative gets, all district representatives get.”

As such, Hon de Castro underscored that the $150K allocations given to At-large representatives who have territory-wide representation, puts both the representatives and the people at a disadvantage.

      Minimum wage is the lowest wage rate an employer can pay an employee. Minimum wage was raised from $4 to $6. Business owners don’t have to pay their employees minimum wage either. If the government change minimum wage to $20 it won’t make a difference because the landlords and supermarket will raise to.

    They should have zero funds. Put that money in the relevant department budgets - social development, public works, scholarship committee etc

      My sentiments exactly, the psychology of elected representatives giving monies leaves a sense of obligation to give them your vote. make the process neutral and place the monies where proper checks and balances can be done

    If district representatives do what they're supposed to do then I don't see the necessity for at- large. I think there are other more important issues that Ms.DeCastro can advocate for.

    The district Reps. and At Large Reps. are both underfunded and underpowered. The entire governmental system needs to be looked at and restructured for effectiveness and proficiency. One can not seriously expect a district to operate on less than a few million dollars. Over the years with increasing budget projections with little or no increase to districts allocation. How can we reasonably expect improvement in our district? Funneling almost all monies through Government effectively stifle districts' progress. Give the districts and At Large Reps. a fair allotment of monies or give them the power to generate their own money for their district. Give them a reasonable allotment, so we can hold them responsible for district growth and improvement. I am tired of the excuse that they are at the mercy of the ministers.

    The idea that the a district re (or at large rep) is allocated funds is nonsense. There is no accountability, and no fairness in how they are used. The money should be deployed by government departments for proper project not giving out for cash in hand work (i.e. votes). BVI needs a proper system of welfare to help those in need, and help people get into work. Well paid employees ought to be pay a bit more tax to support those less fortunate - if you are earning $150,000+ per year you can afford to pay more, it is civic duty to do so.

    District and At Large allocations are nothing more than vote buying scheme. It is a system/programme at best without proper structure, clear definitions and adequate controls. It is not a stretch to imagine that the lion share of assistance go to supporters. A properly structured and functioning and effective Public Work Department (PWD) should be able to efficaciously performed many of the functions the allocations supposedly funds, gut cleaning, bush cutting etc. The systems needs reformed. Similarly, the At Large system needs reforming. What is the At Large system contributing to governing? Nada. The whole west minister system is flawed.

    The problem with that is we're still trying to see justification for having at large reps at all. We haven't seen any value from them generally speaking. And who are they accountable to? What accountability will there be on the spending of the resources? I don't think this will get over.
