SEA COWS BAY, Tortola, VI- President of the VI Horse Owners Association Mr Lesmore Smith has condemned an alleged threat made against a member of the Thomas’ family currently in negotiation with government over the use of land at Ellis Thomas Downs in Sea Cows Bay, Tortola.

The government had advised the public via a press release on September 8, 2022, that “effective immediately and until further notice the portion of land at the Ellis Thomas Downs which is owned by Thomas family may not be utilised in any way by the Government, its agents and/or assigns. This includes the Horseowners’ Association, and any person connected thereto,”

The parcels of land affected were listed as Parcels 170, 171 and 246, Block 2736B, Sea Cow’s Bay Registration Section.

The ban also meant that the horse races rescheduled for September 18, 2022, would have been in jeopardy.

There were speculations that Government may have owed money on the lease of the land; however, this was debunked by Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7) on social media.

“The ministry has paid for the year. This is not the problem. More info will be made available in due time,” Premier Wheatley briefly stated.

‘Alleged threat’

Meanwhile, Mr Smith had called a radio show at the weekend to condemn what he termed a threat made against a member of the Thomas’ family.

Mr Smith confirmed this information to our newsroom today, September 12, 2022, stating that as far as he knows, the issue is in negotiation between the Thomas family and the VI government.

“My comment for concern was there was an alleged threat to Mr Ted Thomas and I called and asked persons not to do that because it’s not necessary.

“It is not necessary to go after a family member when you don't understand what's happening. Threatening the life of one is not the right thing to do and that was a concern of my call on the basis that I don’t want that to happen.”

Mr Smith noted that horse racing is a sport well loved in the Virgin Islands, but the right of another person must be respected during the negotiations and any other day, and that’s why I called and I stressed the fact that do not base the issue on the Thomas’ family. It’s in negotiation, therefore I request that the threat that was made should not be and we should not follow up with that type of behaviour because I am not going to condone it,” Mr Smith stated.

    Down there needs cleaning up its a debacle where thugs congregate in the name of horse racing and when there is time for races they have to order in horses. It needs strong rules. It's like a ghetto turf. The BVI has fallen too much into a low-class street state. We need real leaders to run this place. From the time the Hodges who may not have been perfect were no longer the horse owner president and running the track that along with the races have gone to hell.

      Both tracks are damaged and from several news article it won’t be fix anytime soon. If you want to attend horse races, your bet is other Caribbean countries or the US.

      As I’ve said before this needs to be resolved ASAP. It is the only functioning track between the three of us and this could be of grate benefit to us. The economy can benefit in so many ways from this.

    Making a threat to the landowner is the stupidest thing you can do. No one has to allow you to use their land if they have a reason you should not. Bullying will never work, especially if you are on the losing end. So to the person who made the threat, why don't you find the next piece of land you can set up on in the future, or buy a piece of land that suits you? You are an adult and things don't always work out the way you planned. Hopefully, an agreement will be made very soon.

    Its crazy how they didn't put anytime care into it since Irma but now that is clean and is usable again they want to hold it hostage. How about they pay back the people who fix their property first and then ask for money back in the contract. Its only right. Dont try to now benefit off of something you didnt help to bring back or fix.

    This is very fishy. If the Premier said they are paid up for the year then we should have race until the end of the year when I assume the lease expires. In the mean time I am assuming that negotiation is ongoing for the new lease to come in effect in January. Such negotiations should have no bearing on the current use of the land. Something is just not right. I cannot see how you can retroactively increase the price of a lease.

    Does horse racing bring in enough revenue to the economy (hotels, rentals, restaurants, etc) to compensate for the lease on this land? I heard it’s quarter Mill a year with perks. Is this rent to own? Because if it’s not the government is in a lose lose deal.

    I love the sport, but I really don't think Government should pay that kind of money to lease the track. It does not bring in enough revenue. I think Government should exhaust every avenue of finding property elsewhere such as Anegada or paraquita bay and spend the money to fix the track which will be government owned.
