‘There is a chance for everyone within the public service’- David D. Archer Jr

- said focus to be placed on encouraging locals abroad to return home to contribute

ROAD TOWN, Tortola, VI - Deputy Governor, Mr David D. Archer Jr, has encouraged young Virgin Islanders to gain experience overseas, but to remember to return home to contribute meaningfully to the Virgin Islands (VI).

In his Deputy Governor’s Monthly Message for May 2026, Mr Archer said when he was Director of Human Resources, there was a programme called HR Quest BVI. “That programme was geared to have Virgin Islanders who are abroad, whether  studying or living, to come back and contribute to the wider growth of the community.”

HR Quest BVI, he said, is on the agenda for 2026. “We want to reach out to the wider community of Virgin Islanders, BVIslanders, to say consider being a part of a vibrant public service. Consider adding value, hope, and overall scope.”

Mr Archer said it means they will recognise with hope that persons who have a deep and innate connection to the VI would want to add value, ensuring the country grows in a particular way, while being in a position to understand what the needs might be.

A place for you in the public service

Meanwhile, Mr Archer, who was on his way to visit students participating in the Summer Apprentice Programme at the Virgin Islands Public Service Learning Institute, said the programme is an important one as it provides college students with an opportunity to be involved in the public service over their break.

“Every day we get a chance to contribute to something that's good, a wider community… and persons have choices. They can work in the private sector, which you promote. They can be their own entrepreneurs, which we also promote.”

The Deputy Governor said the public service is for persons who choose to add value to the public service, to develop policies, serve clients, and work in an environment where every day we can contribute to the lives of people. 

Those still pursuing their ambitions, Mr Archer encouraged them to find their paths. 

“We want you to find your path. We want you to work within industries which best support your vision, your ideals, your passion. We want some of you to come to work within the public service.”

He said the platforms that are already there are everyday steps toward achieving a world-class public service. 

“The programmes, the projects, the ideas that we work on every single day can create an atmosphere for you; whether in law, whether in science, whether in security, there is a chance for everyone within the public service and also young adults to make contributions.”

    Davis please keep it real. While it sounds good on the surface, there are some of us who came back home and were treated like shiggidy in the public service and you know this because you were a part of the treatment. Now you talking this.

    Thirty years working for the Government and the Board after which the DG and the AG said we have no status and is not entitled to a pension, and they have the heart to look in the mirror every day and go to church too. ITS a crazy world.

    Am I telling the locals abroad don't bother come back

    Nothing change

    People finish school applying for years no response from government

    People who do some how get in you will get toxic supervisors who way pass retirement but want refuse to retire because the job is them life and once that job gone they have no purpose no hobbies nothing


    Those who got in would apply for further learning via the scholarship program for government workers but even that is full of nepotism. You would state your interest in it and they will never get back to you cuz them already have them friends and family selected to take up the scholarships...don't be surprised if some of them don't even go to the school but somehow getting scholarship money lol just like COVID grants

    As for the territory itself. Nothing change. Same pot holes. Same power cutting off every other day. Same water cutting off at 6pm. Same greedy businesses increasing them prices every chance them get. Same greedy dirty politicians and them elite circle of family and friends

    BVIslanders right here can't even get a response to applications submitted! Young ladies and young men submitting paperwork to HR and online, and absolutely no response, none. This is not heresay, this is personal experience. Maybe they should be submitted directly to this DG because he seems very clueless on what is happening right here!!!!

    DG David Archer may be well meaning, but the reality on the ground is empty. Lots of Virgin Islands emigrated to the US, UK, USVI, etc., to pursue additional education and better economic opportunities. They are encouraged to return to contribute to the BVI’s growth and development . Nevertheless, the reality is when they come back, they are treated like $hit, ignored, frustrated, punished away, etc. There is a level of jealousy, threat, self-hate, etc. Virgin Islanders don’t support their own, especially those who emigrated and returned, preferring to promote others over qualified Virgin Islanders. Consequently, frustrated, disgusted, etc, they bolted with Usain Bolt speed. Stop crying crocodile tears. Be aware of false friends. Virgin Islanders like other people are communal, wanting to be back in BVI enjoying the quiet, enjoyment, etc. But the Antartic , Artic level cold reception and embrace is keeping them away. The homeward embrace is fake.

    Mr. Archer you sounds good for the media but BViilanders are treated like sh** in there own country . You have people from other countries taking the good paying jobs and a qualified BVI islander who is back from the UK after pursuing degrees in accounting and finance just home sitting down. She made application to FSC and they don’t even had a good mind to say I acknowledge your application.
    How is our talented student are going to make it in the BVi. A lot of persons in government don’t want to retire and you are afraid to retire them.
    On another topic, please pay me my upgrade on my pension.
