ROAD TOWN, Tortola, VI– Chairman of the Board of Directors of the Virgin Islands (VI) Recovery and Development Agency (RDA) Mr Ronnie W. Skelton has reminded the Government of the Virgin Islands that the RDA is not a maintenance agency and as such, maintenance system should be put in place for projects delivered by the Agency.

Mr Skelton was at the time speaking at the opening ceremony of the Elmore Stoutt High School Redevelopment Project on January 3, 2023, when he added that the Project cost millions to execute and has now been handed over to the Government.

“The RDA is not a maintenance agency, we get projects, finish them and hand them off.”

He continued, “The government's responsibility is to maintain these projects. If you don't maintain them, they will fall apart, so I beg you to put a maintenance team in place.”

Mr Skelton added that should the need be there, the RDA can also assist the government to ensure systems of maintenance is in place.

Purpose of RDA  

The RDA on its website described itself as an agency that executes recovery projects on behalf of the Government of the Virgin Islands and for every project, RDA follows proper project planning practices, a rigorous procurement process, and best practice management during the delivery phase.

The RDA added that by managing the budget, schedule, and results, RDA ensures the greatest benefit is delivered at the lowest possible cost and in the shortest possible time frame.

    He is talking sense. It was a good thing for the country to put Mr. Skelton head of RDA. He and his team are doing well.

    We need to stop doing projects out of the maintenance budget. The chairman is on point, but most organizations refuse to properly fund the maintenance of buildings and vehicle fleet.

    The Government did the right thing selecting Ronnie and the others for the RDA. Our people are more than capable of doing good things despite what some others and the modern day slave masters think. Also, at least vino and the other online site "platty" post all blogs whether good or bad. The other site that has BVI in its name is totally control by the slave masters and a few of his imps locally that intend to portray us to the world as idiots and no good people at all times to aid in their attempt to take over. Someone needs to expose what that site is doing.

    Yes indeed. R Skelton is in the best job for him. And if any new government budgets for maintenance of the existing infrastructure they'll already be better than any previous gov that we've had.

    If you build it, you have to maintain it for it to effectively function to meets its design intent and design lifecycle. Governments not only in the BVI but also it seems everywhere are not committed to or prioritizing what facilities they owned but instead invariably elects to build more. The maintenance neglect results in facilities falling apart, failing to function as design, deprive citizens of service, and require replacement in a timeframe sooner than design. Another facility ownership sin is governing taking appropriated maintenance dollars, if any, and repurpose them for capital projects. Public works should be the default unit that should be properly funded. The RDA can be used to develop and contract out major maintenance and project. A definition is needed on what is maintenance, what is repair and what is construction. Don’t expect what you don’t maintain and inspect.

    what finish you are talking about sir, there no electrical outlets outsides walkway of none the building, pipes are still sticking out in many on finished, no cabinets i really wonder if this man walk into all the rooms building isnt completed but they just wanted the school to be open, but honestly it's not fully completed plus those fancy stuff they bring in you can't find them here in the territory if something go wrong , and we all know spending is a key to keep up .

    Mr Skelton and his lack of maintenance of the BVI while he was part of the NDP Government is a major part of why the BVI is in such poor shape. The projects are under less scrutiny at the RDA but it still costs the Government Millions to have the RDA. Go look at their website and educate yourself on the costs of staff plus a board and look at who all the people are and their connections via Rotary and the Masons. Now go look at who gets awarded contacts. The standards are high for the work but it is not a independent body.
