BAUGHERS BAY, Tortola, VI- The Ministry of Education has taken steps to improve its approach to school maintenance, aiming to enhance the quality of technical work performed on schools within the Virgin Islands.

Minister for Education, Youth Affairs and Sports, Honourable Sharie B. de Castro (AL), shared this information during the Umoja programme on ZBVI 780 AM on February 19, 2025. She revealed that the ministry has engaged technical experts to assist with school maintenance.

'Trained individuals'

"We already started to work on fixing our approach to school maintenance. One of the things that has helped us is that we have some technical experts in the Ministry of Education, specific to education."

The minister mentioned that two positions were created within the ministry: Chief of School Infrastructure and Building Supervisor, both filled by engineers. This initiative has significantly supported the ministry's infrastructure mandate over the past two years. 

"These guys are trained individuals who know what to do, and so we are actively responding and shifting," she added.

'Electronic platform for maintenance reporting created'

Hon de Castro noted that an electronic platform was also created for maintenance needs, where the school principals can access to report issues.

The minister emphasised that the ministry is working to ensure that school maintenance is carried out during the Easter break and the summer months. 

"So we have been reviewing our approach to school maintenance because we have a very short window in the summer where we can get work done, and that is why we have thoughtful funding upfront in the budget."

    Hear dis ya! School maintenance is not rocket science. The first order of business is an accurate inventory of buildings, structures, systems, etc. Second, conduct a comprehensive facilities Condition Assessment( FCA). Third, determine which asset condition is a) urgent, b) deferrable , etc. Fourth, set up a central Work Order Reception Center( WRC) with contact number. Administration. Fifth, acquire a work order management system; there are many available, eg, Maximo. Sixth, set maximum response time for different categories of work orders. Seventh, maintain a rolling priority list of Capital projects. Eighth, hire and train inspection, maintenance, and repair staff. 9th, establish routine, preventative maintenance inspection ( PMI), etc schedule, ie, monthly, quarterly, annually, etc. Maintenance and repair can be performed either a) in-house or b)outsource, ie, managed competition . There is cost creep in outsourcing, so some capability should be maintain in-house.

      @ Rattler, good read. Facility management/engineering is an important business function, which often is not treated with the same priority as Human Resources, IT, etc. It is often treated not as a revenue center but as a cost center. This is a falsity. All of the other functions need facilities to operate effectively and efficiently. What is it?

      Facility management/engineering is about the people, places, processes, technology, etc, driving the safety, functionality, and effectiveness/efficiency of work processes.l, output, outcomes. Moreover, every agency should have a facility master plan and should include a recapitalization plan.

        @ E. Leonard and Rattler. First, E. Leonard, got a bone to pick with you and many others in the VI Diaspora. You y’all does go away and only come back to visit or for special events, loving the BVI from afar, vicariously. Rattler, hear dis ya! Really. lol

        Leonard, you bringing an experienced, higher level take, IFMA trained and certification to facilities management. IMO, though, as we always debate, what is first needed first is adopting the attitude that if we build it, we must effectively maintain it. The public sector as you know does not properly maintain what it owns but has a passion to build more, adding to the neglect. Rattler, you have laid a free plan and approach for managing facilities. Further, the BVI is too small for every department, division , having its own facilities management unit. As Rattler noted, a centralized unit should be able to serve the needs of the whole territory, capitalizing on the economy of scale and scope. Rattler, I assume that your Phrase Hear dis ya is intended for us to pay attention. True, your suggested plan of action is a good working template. Having an engineer leading the facilities is good but the efforts can also be effectively led by knowledgeable, experienced, facilities folks.

    She needs to get the schools together. The principals are treating the teachers like sh** in some of these schools and the teachers have no one to complain to because the principals and those in the ministry are best of friends .

    Does this move indicate the local facility professionals are not up to the task? If so what has government done to prepare locals to train , prepare locals for assuming the responsibilities? Have any scholarships been awarded to address the shortages in this skill set? Effectively managing facilities is more than craftsmen perform the craft skills? As some other bloggers noted it is an important business function. Hear is a news flash. Engineering and Facilities Management require different skill sets. Engineers design, inspect facilities, provide technical guidance, advice, etc., Facilities Management manages the capital budget, procurement, operations, inspection, maintenance and repair; service delivery, facility/space churns, etc., of facilities.

    The problem essentially is lack of funds to execute the planned maintenance and assets replacements. All thr best designed and laid out plans arr worthless if funds are not available in a timely manner to procure materials/equipments.

    What works in theory does not translate here on these shores due to the fiscal issues. So if the money ain't there then the infrastructure suffers as is evident daily.

    What the heck is this lady talking about????! The new buildings in ESHS have plumbing issues, the windows in some of the classrooms are kept open with books and rocks. And the L-shaped building has plumbing issues too. She cant keep water in the school so toilets can flush, but she talking about maintenance. Really?
