ROAD TOWN, Tortola, VI – The BVI Health Services Authority (BVIHSA) introduced its Health Information System (HIS), CELLMA, today, January 7, 2013 at a Press Conference held at Peebles Hospital.

Information Technology Manager, Mr Mikey Farara, said that the introduction of the system was not simply about hardware or software and required a number of changes system-wide in the way that the Authority operated. The Info Tech Manager explained that there would also be sweeping changes in the way the accounting is done throughout the organisation.

The project was implemented by RioMed, a UK-based company that works within the National Health Services system in the UK.

Mr Farara requested that “patients exercise patience” with the staff of the Health Services as the changes were being implemented. The last phase of the implementation process should be completed by April 2013.

Consultant and representative of RioMed, Mr Mario Mohammed, explained that the first phase of the system made ‘live’ today, was about electronic registration, scheduling and billing and pharmacy; the second phase of implementation was order communications and this included medical imaging, e-prescribing and lab requests; the next phase involved accounting implementation and the first phase of the Human Resource application deployment.

The final phase was expected to be entered by the end of March and this would see the deployment of the full electronic payment records for the clinical piece while the final piece for HR and Accounting would be run from April 1.

Mr Mohammed explained that the primary aim of the project was to ensure the improvement of the efficiency, quality and safety of the care provided to patients in the Territory.

The RioMed representative talked about a theme of ‘One Patient, One Record’ as he elaborated on the various functions and benefits of the system that has already been introduced to the islands.

Oh you forget the locals! who would run in the emergency room making a set of loud noise, or who complaining demanding promt service when the emergency room is full with emergencies or who going to call there representative to see what strings they can pull, and after they are treated they would either walk/run out of the emergency room BACK DOOR without paying.
Then there are the local who are exempeted from paying e.g police & fire officers and others, they have the most doctor visits, procedure and test done at the hospital till there records can fit in a kiplin carry on bag.
You want to talk about collect .... and what about those that come off the lovely cruise ships, are there racked up bills payed, after all this is the dumping port for elderly and critically sick patients room the cruise liners, when other island don't take them, when they dead who paying that bill, where they going to retreive the monies from, think before you flippin talk.........
They making a dam good move with the new system in place, it's about ACCOUNTABILITY, the people here know about it, some play ignorant, and don't want to adhere too ACCOUNTABILTY, all those who expect health care at Peebles to be free go back home and get your money and Insurance cards, that is no longer an accepted excuse, "bout you forget your Insurance card or money home", in this day and age, you just might as well stay home and stop wasting people time, it is about time you LOCALS pay for the services and stop blaming the expats for all your ills and short comings in this society, when the expats leave who will treat you at the Hospital think about that!!!!!
