ROAD TOWN, Tortola, VI – Governor of the Virgin Islands (VI), H.E. John J. Rankin has flagged as ‘deeply concerning’ a number of findings in the report on the audit of VI Assistance Grants, awarded for the periods 2019-2022 in the VI, while singling out one grant recipient without providing any reason as to why the individual received the grant.

The Governor in a March 10, 2023, statement said the funds were for the most part, not governed by any financial rules or eligibility criteria and were hence, not consistently distributed on the basis of need.

He revealed that in one instance, a senior public officer and their immediate family members received grants totalling $217,900 over the period, however, the Governor did not state the reasons for the large grant funding. 

Audit report tabled in HOA

The redacted version of the Audit Report on Assistance Grants has since been discussed in the House of Assembly on March 9, 2023, and is now available to the public. The report was conducted in response to Commission of Inquiry (CoI) Recommendation B12, and covered Assistance Grants issued between January 2019 and May 2022.

“Over the last three years, the Government awarded a total of $23m in Assistance Grants across three ministries and the House of Assembly. The Premier’s Office accounted for 47% of the total awards given from these programmes, while the thirteen members of the House of Assembly awarded 39%,” he said.

The Governor added, “All of the programmes were absent of documented objectives and the audit highlights that individuals within the orbit of the political arena may have received preferential treatment in the awarding of assistance,” he added.

Programme lacked control - Report 

As such, Governor Rankin said the audit concludes that the Assistance Grants Programmes lacked “controls that would promote equity, transparency and accountabilities” and that the programmes were allowed to “operate unabated at the whims and pleasure of elected officials”.

He said the operations of these programmes, for the most part, did not serve to resolve any socioeconomic deficiencies and were largely utilized to satisfy individual wants and desires.

Already members of the House have defended their issuance of grants, as monies that was needed by those who benefitted. 

According to the Governor, the payments considered for this Assistance Grants audit were also separate from the $16m issued in Covid-19 Assistance Grants and are separate from funding for local district infrastructure projects.

For the separate $16m issued in Covid-19 Assistance Grants, he said a report will come on the audit of those funds at the end of March, which will be laid in the HoA within three months, in accordance with the Audit Act 2003.

Report blasted as one-sided

Most members of the house blasted the report as one-sided and an attempt to take away funds from students who need scholarships and assistance. 

Two members of the House of Assembly, in particular, the Premier Dr Hon Nalalio D. Wheatley (R7) and Hon Carvin Malone (Al) noted that the scholarships were not enough and that the scholarship policy need reviewing. 

This report on the grants was also the latest in what many consider one-sided and biased reports done by the Auditor General without extensively interviewing persons who receive funds. Many of those who received grants also provided receipts and justified the need for the money.

      It was indeed a free for all and people that needed it could not get a penny. I recall my home was severely damaged after Irmaria and I met every criteria there was and did not get a penny after submitting my heart and soul to them, just for them to have their belly full of laughter. This was painful for me as I was never before in such a position. I like to work hard for what I want in life, but was at a low point and really needed assistance. I guess they looked at my last name and denied me, but thank God for Jesus, I made it through although I am still working on some repairs after all this time. At least I am not a spectacle like some of the greedy bunch, some of whom are still trying to keep their hands in the cook jar.

    Not only are the Governor and Britain allow these bad and wrongful acts to happen, they are allowing them to continue.. Its clear we cannot Police ourselves properly and its not for lack of opportunity, Our people have being given, opportunities after opportunities and chose to stay on the off course gravy train,,.All the Gov and Britain is doing are barking, talking, barking, no active solutions..They are all complicit in the destruction of these beautiful Islands.

    This kind of BS is very upsetting. That is why they were giving the auditor such a hard time. Same way the former premier was carrying on about the governor because he wanted the country against him. So when the evidence comes out we will say the governor made it up. This was not his money to give away as he saw fit. There should have been protocol to follow. Yet there are bloggers on here still throwing blame at the governor and the u.k. .Andrew needs to be indicted when the u.s finish with him. Whenever that is!

      I'm a public officer making less than 50,000 a year. I never asked for help for my children. They applied for scholarship the legal way and got a grant and a student loan. I will never rob poor tax payers! Some of you feel that the BVI make its own money or have a rich uncle somewhere. It's the poor people who work that put money into the givt coffers and that money was to fix roads and build schools and pay we our increments. Live within your means and you wouldn't need to beg politicians for anything. Let the money be used for its intended purpose. Social development is there to assist the poor and needy NOT regular working people.

      if the funds are genuinely needed, then is should not be a problem to account for it just as those of us who were granted commercial assistance during lock down. BUT, if you need assistance because you cant afford your 60,000$ car repayments or to fuel your pleasure boat, then thats just funding your lifestyle choices and it should be investigated to the fullest.

      for one person and their family to receive that amount of funding is inconceivable, when an average employee was granted 1500 for their " assistance" from ssb during lockdown is shocking.

      What has happend to those employers who were found out to have NOT been paying into ssb for their employees which caused the employees to not get ANY assistance....have they been charged for theft ??.. of course not.
      its government looking after their voting families and its wrong.

    ALL public officials who abused the system should be immediately FIRED for gross misconduct. No severance pay. No pension. No option for re-employment in the public sector. See how they get on in the private sector. If the government were serious about doing right by the people at this time - this would be done.

      that is absolutely what should happen. so many times in our government, people do the wrong thing and eventually its just brushed under the carpet and forgotten about...or the culprit is " moved asside" into another office....but they still suckle on the governments tit for years and years until they retire and then get rewarded for being deceitful. as you say, if the government are serious about cleaning up, show us you mean business....

    Everyone keep asking why the previous years not being audited. Obviously they were and if fault was found it would have been flagged, duh. The auditor did not just start auditing in her life today. It just started for the VIP term because them bugger was not cooperating
