ROAD TOWN, Tortola, VI— The Minister for Education, Youth Affairs, and Sports, Honourable Sharie B. de Castro (AL), has revealed that her ministry has not yet secured funding for the completion of the basketball and sports facility at Diamond Estate on Tortola.

The project, intended for schools and youth, began in 2012 but remains incomplete, despite several remedial works conducted by the District Representative.

On Tuesday, September 16, 2025, during the Question and Answer segment at the Eighth Sitting of the Second Session of the Fifth House of Assembly (HoA), Minister de Castro stated that, despite the ministry's advocacy and the support of members, no funding has been allocated for this project during the last two budget cycles.

The minister acknowledged and appreciated the increase in investment in recreational infrastructure across the territory over the past two years; however, she emphasised that this particular facility has not yet benefited from such allocations.

'Renewed focus necessary'

Given that the project was initiated over a decade ago, she stressed that renewed focus is necessary.

Honourable de Castro reaffirmed the ministry’s commitment to engage in detailed discussions with the Honourable Member for the Second District to determine the current scope of work required and added that her ministry fully recognises the importance of completing this facility for the benefit of the community and the youth.

"Once the necessary funding is secured, we are committed to working swiftly and effectively to see the project through to completion," Hon de Castro stated.

She noted that assessments have not been completed in terms of understanding the work required and the quantities.

"We, unfortunately, have not been in a position, based on our allotment, to really focus on this project because the funding would have been allocated to other recreational facilities. So once funding is made available through SAP or through the upcoming budget cycle, we are very much prepared to move the project forward," Hon de Castro added.

She stated that in the meantime, the ministry will take this opportunity to engage with the district representative to determine the necessary works that will be carried out, which may include a phased approach depending on the availability of funding.

    2027 we will remember the salary increase and all the projects that no funds can be allocated for the X will speak this time around . i honest think we need to suspend government ministers position for awhile until the counrty gets it priorities right. Im not for UK control but if this its what need to happen to stop this waste and greed by our politicians so be it. Maybe we need to learn the hard way if means suspending the constitution UK needs to do it , after all the COI didnt teach them anything.

    Lack of funding, yet ayuh getting big pay increase. Some workers aintbget a decent increase in 20 years. The poor college ,staff. I'm surprised they ain't staged a ait out yet. Don't talk about government staff. Boy VIP.. Vandals In Power. Not again. NDP, don't want ayuh either.

    The representative for the district would have the plans for the building. It’s quite possible that the past representative had one also. Just get in with it for goodness sake. Monies were found to do other courts (not too long ago). (See the court at Huntumns Ghut). So how come since 2012 no funds could be allocated for this project?
