BAUGHERS BAY, Tortola, VI- The Human Rights Commission Bill and the Freedom of Information Bill are among the new legislation to be announced for the Virgin Islands (VI) during the Speech from the Throne today, Tuesday, January 13, 2026.

This was revealed by Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7), who was the guest on Talking Points on ZBVI 780AM on Monday, January 12, 2026. 

“[These bills] will help to strengthen our governance framework and transparency framework to ensure that we become a model nation as it pertains to good governance and a model democracy.”

He added that a great place to live, work and invest is what the VI needs to become.  

Governor Daniel Pruce is set to deliver the Speech from the Throne during the First Session of the Third Sitting of the Fifth House of Assembly (HoA) at 10:00 AM. The speech he will read was prepared by the Virgin Islands Party (VIP) administration. 

The Speech from the Throne outlines the government’s legislative agenda for the year. The session will be carried live on the HoA’s YouTube page.

There’s more work to do

Premier Wheatley said his government will focus on the many things that need to be done in the VI now that the Commission of Inquiry (CoI) is over, and a promise from the United Kingdom for the Order in Council to be lifted in March 2026 was received. 

“We have a lot of work to do, but I believe that we are on the right track. Now that we have passed the Commission of Inquiry stage, we want to turn maximum attention to rebuilding our infrastructure.”

He acknowledged that there is work to do in rebuilding the VI’s road network, improving the water infrastructure, and getting the sewerage network fully functional.

“I am pleased that we are heading in the right direction in those cases,” Premier Wheatley said.
