FAT HOGS BAY, Tortola, VI– Unity Government Minister for Health and Social Development, Hon Marlon A. Penn (R8) has announced that with the transition of public assistance grants from District Representatives and the House of Assembly to the Social Development Department, the process is flowing in keeping with prescribed reforms coming out of the Commission of Inquiry (CoI) recommendations.

The Minister, speaking during ‘Da Morning Braff’ show on Tola Radio on October 4, 2022, said the transition revealed and reduced the perception and chances of abuse and fraud in the programme, which is currently in the last month of the transitional system for HoA grants.

Grants transitioned & system revamped - Hon Penn 

“One of the things that we did, we had a framework for the transition of these particular recommendations from the CoI, under the Ministry of Health. There were two particular areas… the transition of the grants from the House of Assembly and the entire revamp of the entire grant system within the Ministry and… government,” he said. 

Hon Penn said the government decided, particularly with the HoA grants, to adopt a three-month transition period so that persons who were already receiving a grant would not be disenfranchised.

He said Cabinet also decided to approve just over $2M to administer grants for a six-month period from Social Development Department, which is now at the end of the transitional programme.

“There were a series of assessments that were done by the Social Development Department to ensure that persons who are receiving a grant fit their eligibility criteria or persons were not gaming the system, so to speak.” 

Persons getting grants from multiple reps - Hon Penn  

Hon Penn also explained that the department explored and looked into issues of persons getting grants from seven to ten different Representatives for the same assistance, which represented an abuse of the system, and to rectify those issues.

According to Hon Penn, assessments also allowed for persons to get a greater amount of grants because of their financial circumstances and living conditions, and in the circumstances under which they find themselves socially.

“So those persons had had a bump in terms of the support of the grand support that they would receive under this program,” he said.

System to address shortcomings 

The Minister said for some persons who expressed that they didn't receive their grants, the ministry, and the department will work with those individuals to ensure that those persons get the support that they need.

In addition to cash grants, grants include food and household supplies, utilities and rent, childcare, medical care, and more grants for house repairs, transportation, funeral and burial expenses, along with clothing.

      So true. Plus the ones that need it will send in they bill as proof on what the need the money. the bill will be $1000.00 and the grant will come back with only $300.00 giving you the person that need help.

      so what you think people will do go to a nect minster and try and get the $700.00 to pay the bill the need to get pay.

      but the once that does just send in a person aka friend will ask for $2500.00 and get that $2500.00 without any proof so mr. penn you need to check on the facts first before saying stuff you are not sure about.

    Yes especially when they want help for funeral expenses. THey go and ask all and different family members ask too. the system was messed up, too many loop holes.

    The ministers should have never been responsible for administering government funds in this very subjective manner unless they were using their own personal funds to assist persons. With no guidelines, what did we expect.

    Cause when election time comes all u guys come round asking people to for vote

    You are so right Minister. From the stimulus package, somr people got money from their District Rep and also from At-large members, even though they never lost their jobs or even a day's income because they were working from home and fully paid

    Perhaps if the successive governments had taken the necessary steps to strengthen and diversify our economy, rather than thinking of everyway to make things harder for small business, people would have needed the HOA grants in the first place.

    This I cannot believe, that one person can collect assistance grants from several representatives. I may be wrong, but if this is happening, Finance has to be ignoring it, because red flags should be raised in their system. The cheques also must touch down in the Clerk's Office and seven to ten cheques to one person should be flagged and stopped. So if this is happening, it was fine with everybody involved. I for one knows that it has been happening since persons living in the U.S. and not attending school collected thousands from politicians and never entered a classroom. That tells me that said politicians never even bothered to ask to see grades. There is a history of nonchalantly dispensing Government funds without assuring that recipients are indeed in need.

    So there you have it after all the hoopla they are ratting on each other. Bunch of dim wits time to shut it down. The party is over... no free hand outs no easy drug money no petty contracts with kickbacks no bush cutting scams no wonder there is nothing to show for the billions wasted over the years. Totally disgraceful especially catching the Big Box of Cornflakes red handed.
