ROAD TOWN, Tortola, VI – Former Managing Director of the BVI Ports Authority Claude O. Skelton-Cline has vehemently denied any links to corruption on his part in the execution of the Cruise Pier Development Project and threatened to sue anyone making such allegations against him.

He was speaking on April 12, 2016 at a press conference that he called to “set the record straight” surrounding his contract non-renewal by the National Democratic Party (NDP) Government of which he once strongly supported.

“Nothing went wrong with the project. There was no mismanagement or mishandling of the project. There was a procurement and procedural process in place. With every action that we took there is a resolution attached to that action that gave us the authority to act,” he said. “Nothing went wrong with the project after it was given to us.”

He said all of the clouds and the murkiness after he and his team worked so hard are not based on anything factual and this he found disheartening.

I didn't divert project workers to work on home

During questioning, Skelton-Cline denied diverting contractors and workers from the ports project to his private home.

It is not clear how these reports came about but has since been widely circulated.

“It has no basis in fact. That is part of that is wrong with our territory...is to make something good, bad,” he said.

“The way that you build a house in the BVI or anywhere else that we have been is that you first make sure you have some jobs and have income that you can afford [to build], then the [bank] takes you through a debt to income ratio and based on this they qualify you for what is affordable based on your income and if you qualify they will give you a mortgage with which you construction your house. So when it comes to myself and my family I will not give in to anyone that will make such an accusation. They will have to justify that in a court of law,” he said.

Skelton-Cline said everything he has done at the Ports Authority was above board and in order. “Nothing has gone wrong and nothing will go wrong as relates to me and how I conduct myself and my business,” he said.

Hugh Darley? Who Darley?

When asked how he would respond to the allegations of corruption and no value for money by former project developer Hugh E. Darley, Skelton-Cline said he would not dignify those accusations with a response.

Skelton-Cline described Darley as a person who did not work on the project during the time when he was at the helm of it and therefore felt Darley was in no position to make such accusations. “So I have no response to that...I can't give that any credibility.”

He shot down allegations of breaches of the procurement process in the project saying that at the time that the Auditor General's Office and the Public Accounts Committee did their assessment of the project, the procurement regime was a different one.

“The procurement process to which you are referring has nothing to do with the procurement process that brought about this development. You are talking about the old procurement process that they address. That was a whole different procurement process that never came to fruition,” he said.

“What you see out there now has nothing to do with the process that you are referring to,” he continued.

Skelton-Cline currently has the Government in court over his contract non-renewal, citing their abuse of power and “overreach” and hitting out at them for not allowing him to continue as Managing Director of the BVIPA even though he 'soldiered' for them during the 2011 and 2015 general elections.

    Hugh Darley has no business making opinions On the Pier Project. He was not hired; shut the hell up and go home. Only in BVI these Edomites trying to have a voice -- one rock in he mouth. Find your place, bwoi.

    Nothing went wrong with the project? Not even the $ 3 mill over run claimed on a $ 79 million project budget he alleges? $ 3 million is a lot of money (even though the way it has been reported the over run was close to $45 million plus). What about the missed deadlines? What about the construction defects that have started to emerge? He was the managing director, was he not? If so the buck stops with him.

    This whole Pier-Gate fiasco needs illuminating now as the damage being done is over the top now. Up to now the BVI Gov. have not declared whom will execute the audit of this project (Premier we are waiting). This needed but ridiculously costing project was embroiled and mirred with conflict issues from the get-go. The issues from the awarding of the sea-side construction was fraught with issues; so much so that the UK had to step in and re-tender the project. Then the land-side became an issue for the PPP as the "P'rivate consortium had financing issues. That resulted in the project switching to a public offering that never really amounted to much (maybe 7% of construction costs?) while tax-payers funded the entire fiasco (loans). what irks me is that the land-side cost amount to shoddy workmanship, sub-par materials, and that the total buildings were reduced; the built structures (simple structures at that) were just shells with the internal fit-outs up to the tenants! So how come the cost of the project increased so astronomically? The BOQ's you guys said were flawed, yet the project team (GOV side) during negotiations, design phase etc. did NOT flag these 'inaccuracies' early enough? The project steam-rolled forward to much pomp and circumstance - fireworks for unfinished project - GTFOH! From the get-go one with little project management experience could see that this MEGA project would be rife for corruption and RISK. All the key players from inception should be questioned and the entire scheme audited from the cost-benefit analysis to the EIA. In 2016 with technology and the global stage we are on these things need to be minimized as far as practicably possible and the blatant cronyism must stop NOW!

    I did not like the tone of that press conference. Too harsh for my delicate ears. I guess I expected better from someone purporting to be a man of the cloth. It should not be all about money. Contract expired. Word of mouth 'transactions' should not offer anyone hope, for they are like castles erected in the air or buildings on sand without solid foundations. Gentlemens' words of honour went out the door years ago, and promises are now, more than ever, seen as comfort to ools.

    There is so much more work to be done than continuing to beat a dead horse. Lets' move on.

    I am becoming more and more concerned about the closeness between the Governor and our politicians. As Governor he needs to be a bit more careful. Perception goes a long way. Remember the Stockholm syndrome effect.
