Sir Rupert Briercliffe Hall to be demolished to store materials for Mighty Scatliffe

ROAD TOWN, Tortola, VI- The building which should have been the centre of cultural activities, Sir Rupert Briercliffe Hall, which was built with money donated from a British philanthropist Sir Rupert Briecliffe in the 1980s, has laid as an abandoned ruin for over 10 years.

The infrastructure and integrity of the building were further damaged in the two category-five hurricanes of 2017. After the hurricanes, the building was only used for homeless residents seeking shelter.

Today, what is left of the building located adjacent to the Multi-Purpose Sports Complex, in the capital city Road Town, remains an eyesore. The building is a symbol of over a decade of neglect, with overgrown weeds and trees, and broken windows, and a portion of the roof has collapsed with most of the interior left exposed to the elements.

A promise in 2019?

In 2019, then Minister for Education and Culture Dr the Hon Natalio D Wheatley (R7) told the public that it would have been demolished then and replaced by a performing arts facility,  however, there have only been token amounts placed in the budgets over the years to make this a reality, even now as culture has been placed under Dr Wheatley’s portfolio.

As of today, January 2, 2024, word is that the building will now be demolished and the site used as a staging ground for materials for the ‘coming soon’ construction of the new Althea Scatliffe Primary School aka ‘Mighty Mighty Scatliffe’.

Potential contracts were invited last week to a meeting to hear about the demolition project and general information about the bidding/tendering process.

The Sir Rupert Briercliffe Hall demolition project is spearheaded by the Ministry of Education, Youth Affairs and Sports.

Who is Sir Rupert?

It remains unclear which government body or agency the building falls under.

Sir Briercliffe was knighted by King George V in 1919. He came to the Virgin Islands in 1957 and he resided in Pasea Estate on the main Island of Tortola until the time of his death on December 2, 1975. He was 86 years of age.

The funeral of Sir Briercliffe was held at the St George's Anglican Church, Road Town, and his remains were interned in the church's cemetery. It is our understanding that he was a wealthy man and left a fortune, around several hundred thousand dollars (in 1975), most of which, according to reports, was for community purposes on behalf of the people of the [British] Virgin Islands.

    Seriously yall going to break down to turn it as storage why not make better use of that area…. A well planned n well design BUS TERMINAL WILL BE PERFECT FOR THIS AREA…. Use the festival ground as storage like what yall was doing when yall store the supplies for Irma all the building materials was placed out there

      Storage means non-government containers, some heavy equipment and some old boats. Then maybe some unlicensed food vans and car washes.

    So the premises cannot be used for storing materials unless it is demolished? It seem that this presents administration is very good at demolishing what they meet there and I wonder what is the real agenda.

    In that area is so swampy and storing materials can make it get mold which will eventually become a problem in this new building.But then again besides Mold and Sewer is the 2 leading thing in BVI.

      When that area is used for storage where will all the building occupants (Red Cross, Social development & Environmental Health) employees park their vehicles?

    It should have been demolished years ago. Every little drizzle it floods. When the time comes to rebuild, the land needs to be raised (land filled) to the level of the building next to it

    They are not going to listen or could care about the public’s input or ideas. That is an iconic building and it should be restored and the problems can be fixed in the correct manner. Why tear the building down and rebuild for storage. It makes no sense, i’s like tearing down the main Post Office in Road Town which is also an iconic building to put a parking lot.

    How much ting da school have to store so, that piece of land is a good piece and you going use it for storage ? someone mentioned a proper bus stop, which is needed, I am suggesting maybe a high raise parking.

    Events like this prove that anything given away is not appreciated. An asset given to the Territory was allowed to fall into decay through sheer neglect and evident disuse. Its operation and maintenance was probably never budgeted for. As stated in the article, the govt has token monies to replace it with a cultural center, which suggests the latter is not exactly a priority. More important to have an elevator in the Admin building

    I am begging!! For the sake of our future generations, the massive creative community within our BVI and for the preservation of our culture, heritage and traditions. PLEASE build back a state of the art performance center. A space where concerts and plays can be held. With a massive seating arrangement to properly host our local queen shows. A space to have art exhibits, a place where our children can learn to play instruments, draw, paint, act, dance, sing and let their creativity run wild! Please don't just let this site turn into a dump. I am begging.

    Don't rebuild ASPS there. Move it to the poorly used parking lot next door. Build an innovative multi story property with ground level parking to House ASPS. Utilize the Althea Scatliffe grounds to form part of centralised BVI Arts and Sports Campus. We already have the track and the sport complex in immediate vicinity. Rebuild the Sir Rupert Briercliffe Hall as an entertainment and performing arts center. Demolish all the buildings except Sugar Works and utilize that area also. We are not getting enough utility out of our land and are not thinking Let's forward think.
