ROAD TOWN, Tortola, VI - Minister for Natural Resources, Labour and Immigration, Hon Vincent O. Wheatley (R9) has called for more flexibility in the public service regarding hiring new staff.

According to the 2022 reports of the deliberations of the Standing Finance Committee, Hon Wheatley said COVID-19 and the ways of doing business will have to change as there should be a little more flexibility within the Public Service.

“Currently, there is an issue in Labour Department, as there is a large number of Work Permits to be processed, that no one expected and the department is severely short-staffed; they have been requesting extra staff, even if on rotation for at least two weeks and it has been months now and not even one officer can be assigned.”

Hon Wheatley then questioned how a system can be so rigid.

According to Hon Wheatley, he receives calls from persons who say that if they don’t get people to work, they will have to close their business.

The report added, “He gets those type of calls on a daily basis because the department cannot process the number of permits with the current staff. Labour Department is in a crisis right now because they cannot get persons to work; this can be found across the entire service where departments are short-staffed.”

The Minister added that maybe the sector is applying old methods to the new era and referred to the transformation of the Public Service, but he is unsure that there is transformation because things seem to be ‘getting worse’.

The Minister for Natural Resources, Labour and Immigration and Member for the Ninth District made mention of the HR report “2021 Public Service Workforce Data At A Glance” where the government has increased employment over the last year or two from 2500 to 2600; however, he said he was now seeing it, in terms of the output of these departments.

The report added, “The AG’s famous words are, she needs more staff. The government has been transforming for years now yet the same problems persist; we are not delivering what we are supposed to deliver.”

Hon Wheatley suggested minor adjustments and flexibility in the system will allow for the addressing of some of the issues.

    Is another foreigner coming to take over the Labour Dept? As the so called good governance agenda is said to be taking place across the public service. We are sounding very incompetent at this point.

      The way things is going it would not surprise me if another is coming to run Labour Department. You know they always start out with the YADA, YADA AND EXCUSES THEN BOOM IN YOUR FACE AS IF ONE CANNOT READ BETWEEN THE LINES. EVERYONE IN THE BVI IS NOT STUPID, SOME ARE BUT NOT EVERYONE.

      My view is that the labour commissioner is not functioning effectively and neither of the turtle staff who have become complacent and lazy and yes feel entitled to stay in the dam jobs since they work deh donkey years and got lines. And dont do shit but go to lunch and be on phones.

    The minister said the work permit process was slow because he needed to fill locals in the private sector. But in a department which he is responsible for he can't find locals to fit in there over a year now. You can't fill your own positions but talking about others. You can't find locals for labor but want them to mop floors.

      Im glad you said it cause this is EXACTLY what i was comin to say! short staffed for how much years we hearing short staff but never once u see an ad or flyer going out about open positions to fill. In the same breathe, I kno of SOOOO MAANY young ppl(local) that are constantly complaining they looking work or actively looking for work and for whatever reason arent gettin call backs or even acknowledgement for their applications. Is it that, the locals dont want to hire locals or the locals that are lookin dnt want to work for anybody?? The math isnt addin up

    How about this? If if is a Renewal, and all correct paperwork has been provided by the Employer and Employee, then do an Automatic Renewal, collect the money and move on. If the Employer is willing to renew them, trust their judgment and knowledge about their business needs. Stop making it harder to keep our struggling businesses open!

    It also doesn’t help that pretty much no one can get work permit exemption these days, work permit exemption, what is that exactly? Oh yea, it’s that thing where people can be here for 5 minutes, marry a local and get awarded work permit exemption! Meanwhile those of us that have been here for years working the same job will continue to clog up the system with our renewals.

    Just like water and sewage dept. This department is an unmitigated failure of biblical proportions. Lets look at a few hypothetical numbers. 30k population, 50% on work permits, thats 15k permits. If the department operates for 50 weeks per year that means 300 permits per week to be processed or 60 permits per day (most are renewals). Could 6 people in an 8 hour day spend 45 min reviewing each permit? Is it really that complicated of a process to figure out? What happened to the online system they started but then dropped? This is just another case of gross incompetence in management.

      19 years here and my status is the same as day 1 in the VI. Every year I stand in-line for my permit, if they had any sense they would realize how time wasting this is…

    Problem with the BVI is that no one wants to work anymore. We have some 4,000 civil servants, how can any department be understaffed

    Just a week or so ago the paper wrote that , the labour department were doing due diligences with work permit. Now you are short staff, and the work cannot get done, as no new staff has been hired. Transparency is the biggest red flag here. Next , poor communication, then mistrust of leadership. Now Mr. Minster have you notice any of those in your department? These red flags can be easily fixed.

    1.To solve the problems send the whole staff to other departments. Waste Management, they might do the same.
    2. Engage them in a sense of security
    3. Let them know that they are the ones to finish certain amount of work permit per day.
    4. Communicate the expectation to all. No personal phone calls of chatting and gossiping
    5. Provide training for their self doubt and entitlement.

    I called Labour and they said they are not hiring within the department so why are they making noise about being under staff?
