CAPOONS BAY, Tortola, VI – At Large candidate for the National Democratic Party (NDP) and Minister for Health and Social Development, Honourable Ronnie W. Skelton challenged Opposition representatives of districts to say whether the Government gives them money for projects in their districts.

“To say that they don’t get anything at all is a lie,” said Hon Skelton during a speech in support of First District candidate for the NDP Shaina M. Smith at Capoons Bay on Tuesday May 12, 2015.

“Ladies and gentlemen each one of us, those in the districts, get $120,000 a year to spend in their district. The At Large candidates get $115,000 and we spend the monies in all the districts. I can tell you exactly where I spend mine,” he said.

The Minister said he spends his allocation in the areas of health and assisting seniors in the territory. He said most of his monies go in this direction. He also said he assists in education.

“Ask the rest of them where they are spending their money. But to say that the Government hasn’t given any money for their projects is a lie and they have to stop it,” he said.

Cut down or shut down

Opposition district representatives – Honourable Andrew A. Fahie (R1), Honourable J. Alvin Christopher (R2), Honourable Julian Fraser RA (R3) and Honourable Ralph T. O’Neal (R9) have all complained at some time or the other of not being given the resources necessary to get certain things in their respective districts done.

At other times also they complained that the Government would undertake projects in their district without as much as a word of consultation with them. They have also said projects have been shut down or cut down in Opposition-led districts under the NDP administration.

That`s the premier concern Ronnie--focus on your task which have been falling apart--failing hospital--ineffective hospital board--service care--disrespect for your workers--nursing increments--Your failure to make NHI a reality.--That`s your task. Leave the premier and minister of finance focus on money.

Ronnie knows better than what he is spouting out. Can $120,000.00 address projects like; cut and pave a new road, repair and refurbish a building, [ e.g West End Police Station], build a community center etc.? What happen with the ground breaking ceremony at Jost Van Dyke? Ronnie please!!

Can you read? He didn't say that money could pave roads, he simply asking what they did with it. Stop using distractions. What did Fahie, Fraser and Alvin do with the money, that is all he is asking. Can someone please answer?

The $120,000 or $115,00 which he is referring to is District funds so that the representative can assist with other things outside projects work. He is in power and has funding options outside his allocation which the Opposition has no access to. Did he put any of his in the Spooner's project, hospital project, VG basketball court, the roads that are now paving and on and on? No! He made that clear in his statement, see it there above? The Opposition relies on the inpower government to help with projects. When District 7 was the only opposing district remaining how did the representative get his projects done? Good question! He did not have to touch his $120,000 to do projects. That we are asking about what people did with their funds, let all of them say what they did with theirs. It is very biased to be asking only 3. For the most part Skelton's answer was meant to distract from the question of "Funding for Projects" and bears no ground on the funds given to District representatives to assist in their districts (medical, assisting seniors in the territory, education, etc. - I did not say it Skelton did so see above).

I would go a little further "Light Bulb" he is trying to distract from telling us where the 65 million was spent.
Tell us how you spent 65 million then we will tell you how we spent One Hundred and Twenty Thousands.

Youre so correct. The cost just to repair the Police station at West Ebd was estimated at $168.000 and that is one building. How much did it cost to refit West End dock with rails and roof? I won't bother to guess cause it is usually an exorbitant amount. By the way how it took so long to get the money to repair the station? How is it that they could find money now to throw at the dock? Just wondering out loud.

And the Rep for West End was in power when that station needed its roof repaired and when the dock needed attention. A plan was suggested for West End dock and they (opposition) criticized it until it's on a back burner. They only make noise when they can't get to give jobs to their voters and exclude the man who might be better for the job. So when you wonder out loud, wonder that..

Come better than that. The manner in which the cruise ship pier was being constructed was also criticized by them (opposition) but the cruise ship pier was not placed on a back burner. Not the cruise ship pier itself but the manner in which it was being done. I apologise because the concerns of the Opposition are what were put on the back burner. If that is the case then the concerns of the Opposition on the West End dock could have been similarly treated. Go figure!

They did not give any money to the elected 2nd district Minister. They had that cruise pier man handling the money and now they have the preacher boy handling it.

    You people are so ....,
The money given to them was not for major projects but for small district projects like bush cutting, drain cleaning , etc. I am not a V.I.P or N.D.P but someone who loves this country and for the sake of me I can't see why we as a people can't put political differences aside just for one minute and really annalize the facts and see what is really best for this country. V.I.P has done a tremendous job of bringing us to this point and still have some good candidates that can be very beneficial to the success of tjs country. Truth be told , the NDP at this point has the personal in place to lead the country forward. Be honest to yourself and imagine a VIP governent . Are we ready for that?

Ronnie why you putting VIP reps in such a tough position ? You know they can't answer that question!

    That ain't fair.

There is none in ndp to take this country forward. They had 3 and a half years and did not. They introduced chaos, racial tension, VI vs island people tension, party tension, family tension. They are unstable disrupting lives. They are rude and bullies. Look at their pompous behaviour in legco. They are stingy and greedy. They are mean and evil and for the one or two ndp who say they are not, please remember you are known by the company you keep. They created a welfare begging system. That is normal for where they come from but not for the kind gentle giving people of the VI. They bought proverty and a begging mindset. How can we attract wealthy people to the place when they see impoverishment? These people go to St Bart's and places of happiness.
So yes we don't mind a VIP. We will take both PEP and VIP where respect can be restored. Where this country can flourish.

This was clearly a partisan shot at three opposition members. For the issue of membes allocation to have any credibility, he should have asked the other 9 members. As an engineer (should have been MCW) and former Director of BVIEC, he knows the difference between operation and maintenance (O&M) and capital projects.

O&M and capital projects differ in both scope and cost. Capital projects are funded, developed, constructed and inspected under the auspices of ministries. An example of a capital project is the repair of the West End Police Station. The condition of the WE Police Station, a public safety facility, is a national disgrace and a lack of prioritization. The repair cost is less than $200K. In a $300M budget, this is a drop in the budget. Would the project have been funded if it were in D-4? Of course. District allocations are not intended for capital projects.

Main issues up to this time is not being mention like raising the Minimum wage, 2- having price controlling on food, rent, electricity, 3- reducing these high cost on bank loans and mortgages, 4- a child right being born in the Virgin Islands and both parents are not from the Virgin Islands. You cannot build a country and Do Not build the people
