RVIPF delegation to attend ACCP AGM & Conference in Guyana

ROAD TOWN, Tortola, VI- Representatives from the Royal Virgin Islands Police Force (RVIPF), headed by Acting Commissioner of Police (CoP) Jacqueline E. Vanterpool, will attend a week-long conference in Guyana.

The team will travel this weekend to Guyana for the Association of Caribbean Commissioners of Police (ACCP) Annual General Meeting and Conference, which will be held from May 12 to 16, 2025, in Georgetown. 

“I’m looking forward to it,” Ms Vanterpoool said during a JTV Channel 55 interview on Friday, May 9, 2025. 

The Acting CoP said in addition to the many sessions, there are several kiosks at the venue displaying the advanced technology and equipment that Commissioners use in their various forces. 

These include combating crime and solving crime. Ms Vanterpool said, “Gun crimes in the BVI are one of our major, major challenges that we’re working on.”

The ACCP was formally established on August 20, 1987, in Castries, Saint Lucia, by a resolution passed by 13 members.

The Acting Commissioner added that two young officers will form part of the team going to Guyana for the conference. She said it was important to bring along these officers, Mr Ryan Joseph (Intelligence Unit) and Mr Jamal Osborne (Communications Unit).

The conference, she said, is a “hub of information gathering and sharing”, and therefore Officer Joseph, who she said has great potential, would be able to gain a lot from attending. 

“In the BVI, we are no exception to crime, and every day we have to put different technologies and strategies in place to deal with crimes because criminals have definitely stepped up their game over the years…We now have to step up our game, so taking Ryan from the Intelligence Unit it will expand his knowledge.”

Ms Vanterpool added that Artificial Intelligence (AI) is now being used by criminals, and so the RVIPF must be in a position where it can identify, understand and combat these trends

Meanwhile, Mr Osborne, she explained, is a hands-on officer who can be called upon at any time of day. 

“Anything you need, Jamal is there. He knows all the equipment, he knows what to use, when to use it, how to use it…all of us know, call Jamal.”

The Actig CoP added that Officer Joseph is a sworn police officer, covering technical functions with his primary focus on investigative technicalities, while Mr Osborne works as technical support. 

‘To achieve results, both of them need to be there with me because I realise over the years the equipment they have upgraded over the years and RVIPF must get in line, must get in sync with the modern-day equipment in order to help, to combat and to fight crime,” Acting CoP Vanterpool said. 

Chairman of the Police Welfare Association (PWA), Sergeant Dean S. Robin, will also attend the conference.

    I say this sincerely and without any sarcasm...Jamal is an incredibly cool, knowledgeable, and admirable individual. He engages with everyone with a level of professionalism that I genuinely wish more people demonstrated in their roles. He never belittles anyone or makes them feel inadequate for not knowing something. Instead, he consistently shows patience, kindness, and a level of integrity that is top-notch. I genuinely hope that his skill, reliability, and character are being recognized and that he is being compensated accordingly.

    I think it is important for all the Regional Police Ommissioners to meet frequently to discuss strategies to combat crimes and drug trafficking in the Region. Despite what or where the conference is held, we must face it that crime is prevalent in the Region. As citizens of the Region we must endeavor to support the police to remove this scurge from the Region. There are some people who think that only a white Commissioner can lead the Royal Virgin Islands Police force, I beg to differ. Unless we can emancipate ourselves from inferiority thinking, we will drown ourselves into servitude.

    Let us all unite and wage a war on crime wherever it is prevalent so that our Regioon can be a better place for us to live piecefull.
