PROSPECT REEF, Tortola, VI- Requests for Proposal for the development of Prospect Reef Hotel and Resort will be issued in December, Premier and Minister of Finance Dr the Honourable Natalio D. Wheatley (R7) has announced.

Noting that his administration is committed to strengthening tourism linkages to boost economic activity through cultural events, museum workshops, restoration projects, and festivals that support national identity, Premier Wheatley said major upgrades, including the redevelopment of Prospect Reef Resort, are planned.

“The Board has submitted recommendations for bidders, with Requests for Proposal to be issued in December,” Premier Wheatley disclosed during his Budget Address at the Twelfth Sitting of the Second Session of the Fifth House of Assembly (HoA) on Thursday, November 6, 2025.

According to the Premier, this development aims to grow the tourism sector and create jobs and business opportunities, “highlighting our commitment to building a resilient and competitive economy”.

'4-star or higher-rated hotel' envisioned

Premier Wheatley had indicated last month that redevelopment work on the long-awaited Prospect Reef Resort could begin in 2026

Government previously said it was seeking firms capable of developing, financing, and operating the resort for a minimum of 50 years—a facility meeting or exceeding the standards of a four-star hotel, offering consistently high-quality service and amenities.

“We envision a four-star or higher-rated hotel, with at least 150 rooms and modern conference facilities capable of hosting up to three hundred delegates and offering exceptional service and amenities catering to leisure and business travellers,” Premier Wheatley stated during his 2nd Annual Territorial Address at Maria’s by the Sea on Tuesday, May 20, 2025.

The Prospect Reef Hotel and Resort was purchased by the Government of the Virgin Islands for $6 million in 2005, but plans to have it redeveloped never materialised. It was already in decline when hurricanes Irma and Maria devastated it in 2017.

    20 years since.ce it was stolen from investors.

    Why would anyone want to invest in the VI if they know a greedy HOA13 Government could come again and steal their investment?

    Why do we not have a Trade Commission?

    Why is Government disappearing $5 million dollars into bankrupt banks and missing $20million from Government funds building $45million dollar housing with no buyers and proposing a $BILLION airport no one wants needs and theire is no business case or reports for.

    Why is no one investing in the VI???

    Just look what happened to overseas investors at Prospect Reef in 2025 at the hands of a VI Greedy Government.

    Please do something about the stagnant pond at the entrance forcing pedestrians into the Road. Why are we paying a statutory board out of tax payers money when there is absolute no oversight (Usually $800 per month Chairman and $600 per month committee members about $100,000 a year for nothing)

    If y’all really want a 4-star hotel or higher-rated hotel, make it look like one! Just tear down Prospect Reef and build it right from scratch with decent landscaping too .. something the BVI tend to lack.
