Report on Belongership & Residency tabled in HOA

ROAD TOWN, Tortola, VI- The “Review of Policy and Processes for Granting Residency and Belongership” Report, which was recommended following the United Kingdom (UK) Commission of Inquiry (CoI), was tabled in the House of Assembly on Thursday, September 7, 2023.

The issue of Belongership and Residency has been of particular interest to Governor John J. Rankin, CMG, who in April had already expressed dissatisfaction with what he said was the delay in the processing of applications for residency and belongership.

Premier and Minister responsible for Immigration, Dr the Honourable Natalio D. Wheatley (R7) said during the Continuation of the Third Sitting of the First Session of the Fifth House of Assembly that the recommendations within the Commission of Inquiry’s Independent Reviewer’s Report on Belongership and Residency in the Virgin Islands offers a distinct opportunity in shaping the trajectory of progress in the Territory.           

Premier Wheatley noted that, “The recommendations of this review have now been presented to us, and I wish to emphasise that this presents us with a unique opportunity; an opportunity to shape the future of our beloved British Virgin Islands in a manner that is firmly grounded in respect for the law and recognition of the privilege granted to individuals who wish to make these beautiful Virgin Islands their home.”

Changes must reflect evolving needs & aspirations of the people’- Premier

The Premier also stated that the independent reviewer's report will function as the basis for proposals and recommendations that will inform the necessary amendments to legislation, and the formulation of relevant policies.

“We understand that these changes must reflect the evolving needs and aspirations of our people and the challenges we face as a society.”

The report emphasises the need for considerations within the following areas for the creation of a more effective immigration policy: Economic needs; social and cultural impact; security concerns; legal framework; capacity and resources; political considerations;  and international relations. Essentially emphasizing the focus, which must be paramount for the Virgin Islands to meet its Sustainable Development goals and needs in the interest of its people.

The independent report also highlights the significance of addressing pervasive issues surrounding immigration.

    I agree with one of the recommendations that applicants need to be advised on the status of their application. How could you have an application fir over 12 months in the Immigration Department and no one has contacted you since as to the status.

      While on the surface I agree with you the bigger countries like US & UK are no better. The only difference is they acknowledge receiving your application and make you feel good by replying and giving a date for interview and possible processing which is usually 3 to 5 years down the road. So I guess for the Governor it is not what you do but how you do it. SMDH.

        The bigger countries have 100s of thousands of application with a population of 100s of millions yet they are more efficient than us. When you inquire in the big countries about your application they respond , they at lease once a yr will update you. Here in this small place they totally ignore you.The big countries abide by the process and the laW. Here they pick and chose depends on relationships and connections. Hence a lot of good deserving people get left behind...My dear lady, these are facts..

          I agree the big countries are more efficient with response but the person is correct. The only difference is they make you feel better through constant communication while giving you an appointment way down the road years later. One thing you can say is you have received a response and an interview date but it us when that date is.

    This should be an issue neither the Governor nor Elected Officials should be involved in or pushing in any direction one way or the next. Clearly the Governor has his selfish motives for constantly pushing this issue and it is not in the best interest of the BVI nor Caribbean people.

    Residency and belonged status should be halted until we get our house in order. Crime is a result of giving status to the multitude , not venting some and putting a strain on the economy. There should be a quota for every five or ten years. The population is growing too fast and not enough work to accommodate its growth. Britain nor the governor should not be interfering with that. The locals who have to live with it are the ones who are being affected. W e have lost our culture, our morals and the love which we enjoyed. Do not hurt the sons and daughters of these islands anymore.

      Our population count has remained the same for many years so you need to get your facts. I agree we are losing our culture but that’s because we as parents are so busy making ends meet that we aren’t taking the time to teach our children our culture. We give them an electronic device or turn on the tv to keep them occupied and out of our way. What do we expect will happen? The music we allow them to listen to, the access to YouTube and what it exposes them to with no supervision, is what’s steering us and our children in the wrong direction. We have lost the pride we used to have long ago. It was beautiful back in the day. Each village would be a constant fellowship with everyone in our neighborhood. We all looked out for each other and helped where we could. Now we are negative and busy cutting each other’s throats. Our youngsters are becoming gangsters looking for attention anyway they can because it’s lacking at home and in our neighborhoods. Only ones who can make a change are ourselves. So let’s all take a look in the mirror and start making that change. Stop blaming everyone but ourselves for our downfall.

          For your information I sure am a VI blogger. Because I have opened my mind and can think rationally, unlike you, you want to come on here and tell me I’m not a VI blogger. When was the last time you traveled? When was the last time you read a book to learn something new? Do you hang around with likewise small minded people like yourself, all the time? If you stay stuck in your narrow minded thinking, you will always stay the same. Like I said in my previous post, time to take a look in the mirror and make that change.

            Who would claim a mindset like yours as a Virgin Islander? You are not thinking logically, and everyone can see it but you, only they would never say it to your face. Even those you wish to open our boarders to if they would be honest to you knows that you are not using 'common sense' in this matter. Why, because they would never do the same for you in their counties. They would never open their boards to the world, no matter how socially and culturally in decline their countries may be.

            1. Who would say that our population count has remained the same for many years? The last census report was completed in 2010 and each day you see a new face in the land.

            2. If you are stating that our home is not in order, what is wrong with this statement? (Residency and belonged status should be halted until we get our house in order.)

    So rather than deal with the backlog and a sensible policy (say work permit exemption 10 years, residency 15 years, belonger 20 subject to immigration board approval) we'll beat around the bush with a bunch of consultants reviews and more policies while the backlog grows. I am BVIslander but worried about the decrease in population after Irma (from 45,000 to 30,000?). Economic growth is closely linked to population. Concurrently we need a world leading education system but whilst that is put in place (and shame on government for not continuing the impetus that Lavity started) hard working people that have lived over 15 years and love these islands should be treated better.

      How are we going to allow all that you have mentioned when we cannot get our Labour Code in order? Over 60% of the population are on work permits or exempted. We are not rotating our sending away the labour force and many of these individuals are staying indefinitely.

      We are a small dot on the map with little resources and all if not most of our labour force's countries are far larger in land mass and resources than these Virgin Islands. There could only be one reason why these individuals are sticking around so long...'because the grass looks much greener on their Neighbour's lawn and our gate is wide open with little restrictions!'

    There are children who enter tortola sense 1998 go primary school and high school i don't think thay should apply for status immigration have record to Grant then there status u don't have to agree with me but that is how i feel it have people who walk in here yesterday get status

      This is a labour issue…why did the parents of these children stay so long on contract in the territory? A contract is never indefinite! We have to fix our Labour and immigration policies to favor Virgin Islanders. This has gone on much too long! Enough is enough! We even have racist people from the north and South Africa making themselves at home in our country!

    Once again the Governor and UK are trying to put us against each other through this and other matters. They know there are more people not from BVI in BVI than those from BVI so they are playing up this issue to create a divide which works in their favor. Let us not fall for this evil plot.

    44 yrs, no conviction, never out of work, came here as younf person being unfairly oppressed by the system. Made application 7yrs ago cannot get a response, or as much as an update. Hurts to hear people who's being here just around 20yrs who's apication are less than 2 yrs old saying they spoke to this and they spoke to that official and they got their status. Have to think are application being misplaced, or ignored, is there hatred and bias against certain applicant...
