ROAD TOWN, Tortola, VI - The concerns of Virgin Islanders regarding the signage of the Dr. D. Orlando Smith Hospital Building may soon be addressed as upgrades to the signage have entered a new phase.

The Recovery and Development Agency (RDA) has announced that it has received tenders for the facades, signage, and clean-up services associated with the Dr. D. Orlando Smith Hospital Building.

In a Facebook post on Wednesday, October 8, 2025, the RDA stated that these bids will now undergo an evaluation process, after which a contract will be awarded to the successful bidder.

The hospital's signage has been a topic of political debate in recent years, with lawmakers raising concerns about the proposed costs during discussions in the House of Assembly, questioning whether the project represents good value for money.

However, the Ministry of Health and Social Development reaffirmed its commitment earlier this year to improve the territory's healthcare infrastructure, to include the facades, signage, and clean-up services of Dr D. Orlando Smith Hospital Building project.

Scope of work

According to the RDA, the project includes "the design, supply, and installation of two (2) new building signs to be located on the south and east elevations of the hospital.” The work will also involve cleaning and resealing the building’s exterior facades to ensure the durability of the installation.

This initiative is part of the BVI Health Services Authority (BVIHSA) Infrastructure Improvement Project, which aims to modernise and strengthen the territory’s public health facilities.

Through this project, the RDA stated that the "Dr D. Orlando Smith Hospital will receive updated signage and façade enhancements, improving both the functionality and appearance of the facility."

The company added that, "This effort will contribute to the overall goal of ensuring safe, effective, and accredited healthcare for the people of the Virgin Islands."

    But charities will still need to pay for laundry to be done and for bed pans to be emptied.

    Better that money is spent on signs and HOA salaries really.

    That worthless Peebles chap was really a terrible good for nothing that should be eradicated. No expense spared.
