RDA launches 3 procurement opportunities ahead of transition to VIDA

ROAD TOWN, Tortola, VI- The Virgin Islands Recovery and Development Agency (RDA) is set to transition to the Virgin Islands Development Agency (VIDA), shifting from recovery to development and has announced three major procurement opportunities.

The RDA was established in April 2018 to lead the territory’s recovery efforts following the catastrophic hurricanes of 2017. The government of the Virgin Islands (VI) announced plans in September 2024 for its transition to VIDA. 

Since its formation, the RDA has managed key recovery projects across the territory, helping to restore vital infrastructure and build resilience for the future. In October 2022, the Cabinet expanded the lifespan of the RDA to December 31, 2025. 

Major procurement opportunities for December 

On December 8, 2025, the RDA announced three major procurement opportunities for release in December 2025.

The bulletin explained that these opportunities reaffirm the RDA’s commitment to the Government of the Virgin Islands to enhance public infrastructure, promote sustainable economic development and elevate the quality of life for all.

The first is for the BVI Health Services Authority (BVIHSA) Clinic Lobby Repairs to the Major Peebles Wing. This will focus on upgrading and refurbishing the clinic lobby to enhance patient comfort, improve patient flow and increase accessibility. There will also be the installation of a new elevator. 

The second procurement opportunity is for the BVIHSA Hospital and Annex Roof Repairs. This will strengthen the resiliency and safety of the healthcare facilities by addressing structural roof repairs on the Dr D. Orlando Smith Hospital and the Annex. 

Thirdly, the Omar Hodge Fishers’ Wharf Design Consultancy will develop the conceptual and detailed designs for an efficient Fisheries Landing Site at the Omar Hodge Fisherman’s Wharf and Park in Baugher’s Bay, Tortola.  

The bulletin explained that this project will support the growth of the local fisheries sector through improved infrastructure for landing, processing, and marketing of fish with proper sanitation and data collection facilities. 

The project will also support the growth of the Blue Economy by promoting coastal livelihoods, local food production and maritime activity.

What is VIDA? 

VIDA, according to the RDA's website, will be an established permanent body that will oversee the long-term development and infrastructure projects of the Virgin Islands. The agency’s mission is to promote sustainable growth, enhance disaster resilience, and drive economic development throughout the territory. 

RDA’s Chief Executive Officer, Anthony S. McMaster, said the three upcoming procurement opportunities demonstrate the RDA’s ongoing commitment to delivering development with integrity, accountability, and transparency.

“As we transition from recovery to development, our procurement activities remain focused on strengthening essential public services. These projects reinforce the Government’s investment in health and fisheries infrastructure while creating opportunities for qualified firms to contribute their expertise to national development.”
