ROAD TOWN, Tortola, VI- Acting Commissioner of Police (CoP), Jacqueline E. Vanterpool, has said she remains committed to the Royal Virgin Islands Police Force (RVIPF) and the people of the Virgin Islands (VI).

Ms Vanterpool released a statement today, Wednesday, November 12, 2025, which comes on the heels of the decision by Governor Daniel Pruce to revert her to her substantive position of Deputy CoP. 

It is a decision that has sparked major backlash from Virgin Islanders and ignited a week-long protest action this week. 

I accepted the task, worked hard & committed

Ms Vanterpool said that for more than a year, she took on the responsibility of Acting CoP with dedication and a strong sense of duty, even during periods when the positions of Deputy Commissioner and Assistant Commissioner were vacant. 

“I accepted the task fully, worked hard, and remained committed to making the necessary changes within the Royal Virgin Islands Police Force to better protect and serve the people of this Territory.”

Ms Vanterpool continued that while the decision is unfortunate, she is cognizant of the fact that being the leader of the organisation is a role that she is still confident she can maintain and provide the same resilience. 

“My record over the past year speaks clearly for itself. The achievements are well documented, and the improvements within the Force, in operations, crime reduction efforts, community engagement, and professionalism, are already being seen and felt.”

Reaffirm my continued commitment 

Ms Vanterpool said she is deeply grateful for the support she has received from the RVIPF and members of the community during her period as Acting CoP and looks forward to their continued support. 

“That encouragement has meant more to me than words can express, and it reminds me of the trust that so many have placed in my leadership, and it has propelled me even the more.”

Her statement concluded that while the transition is determined to move forward, she is reaffirming her commitment to “uphold the highest standards of policing, to support the men and women of the RVIPF, and to serve the Virgin Islands with integrity, pride, and respect for the role I hold”.

As per Governor Pruce’s instructions, Ms Vanterpool is to return to her role as Deputy CoP effective Monday, November 18, 2025. 

His nominee for interim CoP is Richard Ullger, a former Commissioner of Police in Gibraltar, who has a checkered past.

    Dear Acting Commissioner Vanterpool,

    Please be encouraged in knowing that many of us in the Virgin Islands diaspora are closely observing the present situation surrounding your advancement to the post of Commissioner of Police. We recognize and deeply appreciate your years of dedicated service, professionalism, and your commitment to continuous learning and growth in your field.

    It is disheartening to see the challenges you are currently facing, particularly in light of your evident qualifications and proven leadership. However, please know that your integrity, strength, and perseverance have not gone unnoticed. You stand as a proud example of what hard work, discipline, and genuine care for the safety and progress of our people look like.

    Though the actions of others—such as those by Governor Daniel Pruce in this matter—may seem discouraging, remember that every setback can be a setup for a greater elevation. Continue to stand firm with grace and confidence, trusting that your efforts and achievements speak for themselves.

    We in the diaspora stand with you and are praying that fairness, wisdom, and unity will prevail for the good of our beloved Virgin Islands.
