Public officer Lorna Stevens charged for Breach of Trust

ROAD TOWN, Tortola, VI- Information reaching our newsroom is that public officer Ms Lorna Stevens has been charged for Breach of Trust by the Royal Virgin Islands Police Force (RVIPF).

Our newsroom was informed that the charge is in relation to investigations into the Elmore Stoutt High School wall that was commissioned during the tenure of former Minister for Education Mr Myron V. Walwyn.

Stevens was reportedly arrested and charged on October 20, 2022, and was subsequently granted bail.

Reports of Stevens being charged were confirmed by Police Media Liaison Diane L. Drayton this evening, October 21, 2022.

"I can confirm that Lorna Stevens was charged for Breach of Trust by a Public Officer. She was granted bail. No further information is available at this time," Drayton told our newsroom in response to queries on the matter.

It was only on October 11, 2022, that the Royal Virgin Islands Police Force (RVIPF) announced that Director of the International Affairs Secretariat Najan Christopher was charged for Breach of Trust and False Assumption of Authority.

Police said Christopher’s charges stem from the diplomatic note sent from the Premier's office.

Stevens is 2nd person charged

Meanwhile, Mr Kelvin Thomas, 55, of Chalwell Estate, Tortola was the first person charged in relation to the ESHS wall project investigations.

Thomas was charged in June 2022 with Obtaining property by deception;  Making a false statement to a public officer; and Possession of the proceeds of criminal conduct.

In 2021, a specialist investigative team was appointed to conduct a full review of the investigation conducted by the Police in 2020 into the wall project.

According to the RVIPF, this was to ensure that all instructions and further actions requested were complied with and that there was a thorough, and fair investigation.

    Someone is turning up the heat and it’s time for who can’t stand it to pack up and leave.

    Retirement for anyone standing in the governor’s way. Things are taking a serious turn in the VI.

    I suspect there is other matters outside the COI being investigated. Have reasons to believe UK has approved for agents to work in a number of government departments.

    There are going to be more arrests and that’s what the governor has been saying for a while now, prepare for more insiders to be put away.

    So that's the only the charge on the books they can get? Just get a good lawyer and u beat that charge easily Lorna and others. Most of these charges are based on feelings with no real evidence but just to appease the c.o.i , that special investigative team is just a waste of time and tax payers money, call the feds instead to do a proper investigation. They can't even do a proper investigation in the uk but they come here like they know sh**, the local investigators would have done a better job but because of the politics inside and outside of the force.

        She was the head. Based on the COI interviews, she was allowed to assume roles that should have been performed by other officers. The person that was responsible for managing the project funds was side stepped and Ms. Stevens placed in full control. She was a key player. If the consequence had been anticipated, things might have been different. This is just a perfect example of how top management can become compromised when the checks and balances are allowed to be overlooked for an extend period.

      She did a poor job of answering questions during the COI. She deflected and was obviously secretive. The minister on the other hand, was open and clearly put the ball in Ms. Steven’s corner.

      At the end of the day, the lesson to be learnt is to ‘Serve with integrity.’ Do what is right regardless of what the minister’s wishes maybe. The job of the civil servant is to deliver a reasonable service to the public…….not to do the under the table dealings of the ministers.

    What I found to be interesting, is that Ms. Stevens got a promotion at the end of the COI. SMH! I am not saying that she should have been fired but why promote someone who was engaged in possible professional misconduct? Again, we often reward people based on the wrong principles.

      Public Officers, please know your rights. The Permanent Secretary is the accounting officer for any ministry. They must be able to give account of any monies spent. Waiting and still waiting to here from the permanent Secretary for education to be questioned at COI. Why was she not called.
