PS Dr Marcia Potter is retiring



Dr Potter was celebrated on Friday, June 27, 2025, by Deputy Governor Mr David D. Archer Jr., and staff of the Office of the Deputy Governor.
According to a social media post on the Government’s Facebook page, they “paused to bid farewell” to Dr Potter.
4 decades of service to the VI
Dr Potter received a PhD in Curriculum Planning and Development from the University of the West Indies and over the years “has guided the learning and development of thousands of students,” the post added.
She has served in the public service right here in the Virgin Islands (VI) for forty years during which time she has risen to the ranks of Acting Chief Education Officer, Acting Permanent Secretary in the Ministry of Education and Culture (2011-2013), Permanent Secretary in the Ministry of Education and Culture (2013-2019), Permanent Secretary in the Ministry of Natural Resources, Labour and Immigration (2019-2021), and Permanent Secretary in the Ministry of Education, Youth Affairs and Sports (2021-2025).
She is also Deputy Chair of the Barbados-based Caribbean Examinations Council (CXC), and represented the VI regionally on CARICOM, UNESCO, and UNICEF platforms.
Dr Potter also co-founded the VI Oral History Club.

The Ministry of Education, Youth Affairs and Sports, in its tribute to Dr Potter ahead of her retirement, described her as “a teacher, mentor, policymaker, historian, leader, and visionary”.
It added that most importantly, she has been “present for every student who needed encouragement, every colleague who needed guidance, and every moment that required courage and compassion”.
Her legacy, the ministry said, is wide and deep, thanking her for her dedicated service.
“Thank you, Dr. Potter, for giving so fully; For leading with vision; For never losing sight of your calling; And for planting seeds that will grow for generations.”
Dr Potter's retirement was announced by Minister for Education, Youth Affairs and Sports, Hon Sharie B. de Castro (AL) during the 2025 graduation ceremony of the Elmore Stoutt High School on Thursday, June 26, 2025.
