Promises fulfilled; D2 moving forward – Hon Melvin ‘Mitch’ Turnbull
The Representative was speaking to residents of the Second District, including the sister island of Jost Van Dyke, last night February 6, 2016 at the Cane Garden Bay Park during his 'State of the District' speech.
Honourable Turnbull acknowledged that his National Democratic Party (NDP) team may not always get the plans right but that is not to say they are not committed to seeing them through.
Noting that he was happy that Premier and Minister of Finance Dr The Honourable D. Orlando Smith was there in attendance, Honourable Turnbull said he would continue to lobby for the finances to develop the District.
Sewage treatment plant
Honourable Turnbull said a priority for him is the removal of the sewage treatment plant in Cane Garden Bay as it presents a clear and immediate danger to those who live and dwell in its proximity.
“We have had a site visit as recently as about two and a half weeks ago with the Minister for Communications and Works Honourable Mark H. Vanterpool (R4) to remove the sewage situation with the plant that is behind the Ivan Dawson Primary School, which is hazardous to the health of the children of that school and of the teachers, even the neighbouring preschool and day care in the Cane Garden Bay Baptist Church area,” he said.
According to Honourable Turnbull, the works are slated to begin very soon.
He said he has also met with Minister for Education and Culture Honourable Myron V. Walwyn to address some of the issues raised by the teachers and principals of primary schools of the district.
He also said that his pet project for the district is the completion of the basketball court in the Diamond Estate area. A target date for the completion of this facility is June 2016.
According to him, works would be done on the road from the ferry dock on Jost Van Dyke to the junction at Foxy’s. This will begin around March this year and should be completed not too long thereafter.
Further, the facilities at the Brewer’s Bay Park, including the restroom facilities, are slated for construction. He said that the drawings for this have been floating around for the last five or six years.
Historical sites to be restored
Hon Turnbull said at the end of February a project to restore and beautify historical sites in the district will begin. “It is one thing to bring tourists to our beaches but this Second District of the BVI is so much richer with the history that is tied not only in our seniors but in the sites that are available so when we take the tourists on tour they will have the full experience of the BVI,” said Honourable Turnbull.
Christmas in April
The first termer said the first annual Christmas in April will be launched in April this year. He also said there would be more information on what he described as a community project, which will give and share collectively with persons in the community who are less fortunate.
Further, the District Representative will be holding meetings with businesses in the district to assist with business development initiatives and form alliances and partnerships to allow for training of youth of the district.
The District Two Representative said that it is hoped that he meets with his constituents at least once quarterly to report to them about the progress in the district.

Captain, this ship is sinking
Captain, these seas are rough [oh yes]
We gas tank almost empty
No electricity, we oil pressure reading low
Shall we abandon ship?
Or shall we stay on it, and perish slow?
We don’t know, we don’t know
Captain you tell we what to do.” [Woh woh]
