ROAD TOWN, Tortola, VI- Residents of the Virgin Islands will soon learn what the Government has planned for 2027 as Premier and Minister of Finance, Dr the Honourable Natalio D. Wheatley (R7), prepares to deliver the 2027 Budget Address under the theme 'Turning Progress into Prosperity: Building a Sustainable Nation', on Tuesday, October 27th, 2026, at 10:00 AM.

The address is expected to outline the Government’s priorities, policies, and investments for the coming year, with a focus on converting recent progress into tangible prosperity for residents, businesses, and communities across the Territory.

A continued development agenda

The 2027 theme continues the Government’s long-term development message of “Building a Sustainable Nation,” which has guided recent budget presentations. The National Sustainable Development Plan has shaped previous addresses, 'Vision 2036: Building a Sustainable Virgin Islands', which identifies six priority areas: the economy, infrastructure, health, education, the environment, and governance.

Premier Wheatley’s 2026 Budget Address, delivered on November 6, 2025, focused on 'Pillars of Progress' and highlighted plans for economic growth, infrastructure resilience, social empowerment, environmental sustainability, and strong governance. The 2027 Budget Address is expected to build on that foundation by presenting the next phase of the Government’s development agenda.

What residents can expect

The address is anticipated to detail how the Government intends to strengthen the economy, improve public services, support families and businesses, and advance major national projects. It is also expected to explain how public funds will be allocated across key sectors, including healthcare, education, infrastructure, public safety, and environmental protection.

As Minister of Finance, Premier Wheatley will present the Government’s fiscal plans and priorities for the new budget year. The Budget Address traditionally provides residents with an overview of the Territory’s financial position and the Government’s strategic direction for national development.

Residents, business owners, community leaders, and public-sector workers are encouraged to tune in to the 2027 Budget Address to hear firsthand how the Government plans to move the Virgin Islands forward in 2027.
