ROAD TOWN, Tortola, VI- Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7) and Minister for Communications and Works, Hon Kye M. Rymer (R5) have expressed support for the people of the Virgin Islands (VI) protesting against Governor Daniel Pruce’s decision to remove Ms Jacqueline E. Vanterpool from her role as Acting Commissioner of Police (CoP).

Governor Pruce’s decision was made public only on Thursday, November 7, 2025. Ms Vanterpool has been instructed to return to her position as Deputy Commissioner of Police, effective November 18, 2025.

In the hours that followed the announcement by Governor Pruce, various people have called for protests at the Governor's House in a show of solidarity with Ms Vanterpool and to express their displeasure with the Governor's decision. 

During a press conference on November 7, 2025, Premier Wheatley was asked whether the government would join the protest scheduled for Monday, November 10, 2025. 

“It’s not something that I have discussed with the government as yet, but I certainly have expressed my very clear position on the matter, and I would be very supportive of the people expressing their constitutional and democratic right to oppose that decision,” Premier Wheatley said. 

Decision ‘definitely was unfair’- Hon Rymer

“I just want the people of the Territory to know that we stand with you,” Hon Rymer added, “We understand that it definitely was unfair, what was done. Constitutionally, the Governor has the right based on Section 97.”

Hon Rymer informed that members of the National Security Council (NSC) were informed of Governor Pruce’s decision as it relates to Ms only two days ago, on November 5, 2025.

He said that while the NSC is a body, the membership cannot make decisions and is only there to advise. 

“The Governor ultimately makes the decision…so in terms of the uprising of the people, we support you, I support you.”

Governor Pruce revealed that the nominee for CoP is former Commissioner of the Royal Gibraltar Police and United Kingdom national, Richard Ullger.

    Protest should not occur just for the sake of protest; it must have purpose, well-planned and organized. It must be strategic , tactical, SMART, , etc. There must be a target. The Great March of November 49 was successful, for it was well- planned and organized with a well- framed purpose, strategy, tactics and it also had buy in . The economic change in the BVI has resulted in many Virgin Islanders becoming disengaged from civic, social, action and engagement, getting complacent and dependent on others to fight battles for needed change. The bottom line it is a waste of time for a handful of people protest for a few hours and then go home . And that is it, ie,, no persistence, relentlessness, no follow-up., etc. The colonialists are banking on a supermajority of Virgin Islanders getting disinterested, unserious, etc. This disinterest have embolden and hardening the resolve of the colonialists.

    Helpful persuasion is good remedy to maintain, and foster good partnership in all areas of community progress, but some people think that they are above the laws that they have pledged to uphold for the best interest of all the people of the British Virgin Islands, one of the UK'S Overseas Territory.

    Honestly I cannot see as well as when I was a young man, but I have recognized the photos of two our top local political cabinet. Base on what I have read of this topic issue, and my understanding that current governor appointed as the defense authority of the B.V.I, and that his responsibility is final as far as to choose or reject, which he already did, what made the two minister with lower political positions than him think that could overruled him decision, or are these two ministers drama lovers.

    Allowed me, Sirs, to remind you of something, just in case you have forgotten, as the majority of us do know. The sun does not rise in the West and move towards the East., neither does disloyalty privileged over loyalty, in matters such this. Them that are disloyal in small, and straight forward matters should not be trusted in large ones.

    I understand the need to stand for what you believe is unfair, and it is clear that some people believe that this was unfair and that’s fair to stage a peaceful protest. Having said that, can somebody, anybody go peacefully March with me for basic human need like water.       Those who litter the island with vehicles should be taxed. The USVI implemented the tax 18 years ago and it has made a major mprovement on the islands. The BVI needs to improve our tourism product by cleaning up all the so call mechanic shops, I.E. Sea cows bay, Huntums, all of east end, etc.

    Chinese philosophers Zhu Xi and Sun Tzu are credited with the following saying:” Dig a well before you get thirsty.” It means simply that agencies, etc., must take proactive, clear eyed, forward looking etc., actions, steps, etc, to be prepared and ready for actions , events, etc., which can or may have the potential of happening in the present and future, ie avoiding disadvantaging of human capital ( personnel). For example, in the Virgin Islands [British], the 2007 constitution provided the UK-appointed Governor with unilateral power( reserve, assent, special powers, etc. ) to be master of all he/she survey, taking whatever actions he/she desired without any legal means of redressing actions taken. No push back with any weight or power. As an example , just recently with the vacating of the Commissioner of Police(CoP) position, Deputy Commissioner of Police Jacqueline Vanterpool, an indigenous local, and an experienced, highly qualified, eminently prepared and ready candidate, etc., for serving in positions of increasing responsibility within the Royal Virgin Islands Police Force( RVIPF), was appointed by the UK-appointed Governor to Act as Commissioner of Police. The impression in the community was that she doing an exceptional, effective job, etc as ACoP. Then what is being viewed as a controversial move, the UK-appointed governor directed her to vacate the ACoP position, so he could appoint a fellow Briton to act as CoP. Nevertheless, though the action is viewed as controversial and to many perhaps even sexist and racist, and undermining good order and discipline, and good governance, the governor’s action is permitted under the constitution. The power permitted under the constitution put employees such as Ms. Vanterpool in a disadvantaging position, lacking the ability under the constitution to challenge the Governor ‘s action. Instead , they can only depend on the power of persuasion, professionalism, etc, for the governor to do the right thing.

    Moreover, the next constitutional review needs to correct the flashing red light flaws in the constitution, increasing the power of local government with the hiring of employees . .It is of note that the VI has been self-supporting financially since 1979, coming off of UK grant-in-aid. Further, the UK has had full control of the VI since 1672, and the UK representative has always been a white male . Additionally, to date no woman has been appointed as CoP. No Virgin Islander can be appointed Governor of the Virgin Islands. Odd,,odd.

Leonard, a good, informative read but why you didn’t say if you embrace and support the March or touched on the aspect of self-determination, ie, independence, integration, or free association. If the BVI has been financially self- supporting since 1979 why is it still acquiescing and behaving in a dependency mode. Is the legacy of slavery, colonialism, etc, still influencing BVI behavior? Does the BVI people believe that colonialists knows what best for the people? Does the constitution provide the ability to collect a minimum number of signatures of the electorate to recall a governor who is behaving in autocratic manner? What role, if any, does the Foreign, Commonwealth, and Development Office ( FCDO) play in this miscarriage of justice? Is the FCDO a rubber stamp for whatever action is taken by Mount Olympus? Is this miscarriage of justice an issue for the UN C-24 committee? Is Governor Pruce’s egregious behavior meets either the spirit or intent of the UK’s tasking as the administrative power, assisting the BVI towards a full measure of self-governance? Is Deputy Commissioner of Police Jacqueline Vanterpool a poster child for modern day colonialism? Is there something more in the mortar than the pistle? Has the BVI people disunity brought its pig to a fine market? Should the Premier’s special envoy report this issue to Parliament and to the useless, paper tiger UN? Should the BVI people be persistent and march every week until positive changes have occurred? Looking forward to your take..

DCP Vanterpool is a victim of colonialism racist, sexist behavior, and attitude, ie, might is right, white is right, brown stick around, and black get back egregious mentality.       Ok. So in the 21st Century, no Virgin Islander can be appointed or elected to be governor of the Virgin Islands ( British). Our friendly neighbor to the West, the USVI, which is also is a non-self governing territory, local can be and is being elected governor of the USVI. It also has a non-voting delegate in Congress. Similarly, why can’t the BVI perhaps a non-voting MP in Parliament.? The BVI is experiencing colonialism at its worse and in our face. For example, the last two Emancipation Celebrations he find it convenient to be out of the territory during the celebration instead of being with the people he is supposed to be representing.     The arguement should not be based ONLY on basic that ;
    1. The subject is a BV Islander
    2. She is a woman who is set to make history.
    This should be based on rule of law and the constitutuon.
    The PSC rocommended that the candidate met all of the requirements to fill the post. This should be acknowledged but was it based purely on these requirements or were they based on the two points mentioned?
    Why did the Governor refused the descision of the PSC? that is what I am waiting to hear.
    One final question..what is the age of the candidate? If she is 64 or even 63, give or take vacation and other leave due to her, it could take how up to 65 years. Oh, one final question.if this is so, how long could she serve in this post, that could justify an appointment that would benifit the territory on a whole? Unless we agree to appoint her on the basic that she is a woman, a BV Islander, daughter of the soil wishing to make history.

    The UK is in charge of security. The governor through the constitution has the power to revert Ms. Vanterpool and put who ever he feels has the ability to handle the crime situation in the BVI. Ms Vanterpool was not running the organization and the governor knows it.
    People remember that the “Order in Council is still active”. You can protest but it will reach nowhere. The governor can close down the HOA. Wheatley and Rhymer you are only in support because election is around the corner. If I was the governor I would allow her to act until her 65 birthday which is very soon.

    "She deserves the chance like the others." Why should a foriegner be chosen over her given that she is equally qualified, competent and experienced? This is avery gross example of injustice perpetuated by the UK's political machinery.
    This would be a grave injustice to her, the coumtry, all the women who look up to her, those she has inspired to join law enforcement and those who believe in right, good morals and integrity. There is nothing right or righteous about this decision.
    It has also violated the Virgin Island labor code where when there is a qualified and competent local, that individual has a right to be given first preferrence.
    Perhaps someone can quote the law in more details foer this matter?
    Let us have a nation wide boycott and sick out for an entire day. Salute to the warriors of our home land.
