ROAD TOWN, Tortola, VI - Chief Inspector attached to the Royal Virgin Islands Police Force (RVIPF) and the current Chairman of the Police Welfare Association (PWA) Mr Dean S. Robin has now distanced himself from a petition for the removal of Commissioner of Police (CoP), Mr Mark Collins as the head of the RVIPF, despite reportedly signing the petition.

In a letter addressed to Governor John J. Rankin, Mr Robin said while he has served in the RVIPF for the past 20 years, he now feels constrained to address the issue of the "Private Petition Calling for the Removal from Office for an Independent Investigation into Allegations of Misconduct in Public Office in respect of the Commissioner of Police Mark Collins" which has since been made public with 55 allegations against the CoP.

In the letter dated December 13, 2023, and seen by our news center, Mr Ronin said, “I do not purport to herein provide evidence to counter each allegation as it would not be appropriate for me to usurp the function of an independent investigation should your office deem the same necessary in response to the Petition.”

He said however, that while he has worked under the command of Commissioner Mark Collins and has had the opportunity to observe his character and leadership, he believes that thoughtfulness should be exercised in the manner in which this matter is addressed.

Allegations still serious - Mr Robin 

Mr Robin further added, that while the allegations are serious, the Governor’s office must now address the same in the manner that the law dictates, “However, I wish to offer some context which I think would prove helpful in this matter.” 

“As a factual matter, some officers who would have countersigned the Petition were not aware of the fullness and severity of the same at the time of signing. Given the nature of our daily duties and our overarching responsibilities to the BVI community which we serve, we often experience inordinate levels of frustration when matters do not progress in the way that we envision or when the outcomes do not align with what we perceive to be fair and/or desirable – I Imagine that many other public officers often experience similar frustrations in the execution of their duties.” 

Mr Robin said the maligning of Commissioner Collins' character and the unsubstantiated personal attacks on his ethics and overall conduct which seem to be the consistent undertone in the Petition as is such, that is being rejected by the PWA and himself.

"As indicated above, I have worked closely with Commissioner Collins for the past 3 years. I have a sound understanding of the demands on his role and have witnessed his execution of his duties and responsibilities he nor the PWA supports the Petition calling for the removal of Officer Collins from the office of Commissioner of Police."

He further added, “I concede that certain processes can be examined and improved in order to allow for greater transparency and efficiency within our organization, and in furtherance thereof, I stand ready and willing to lend my full support in any way possible,” Mr Robin said.

Our news Centre understands that the PWA Secretary has since responded to the letter rebutting Mr Robins’s claims on behalf of the PWA and other officers who signed the petition.

    So as a Chief Inspector he signed the petition and then turned around and saying that he's in support of the Commissioner. Something is not adding up. It's either he's incompetent or he's now being used to retract his signing of the petition. Any which way it goes, that's a sign of a very weak Chief Inspector. If these are the types of people who we are expected to lead us in crime fighting then heaven help us.

    A poor leader and untrustworthy wet noodle, brownosing weakling. What, if any, alleged meritorious manumission(s) are in mortar. The colonialists always find the weak , weak link in the chain who sacrifice group progress and growth on the altar of personal trinkets. Columbus bought off the Caribs and Arawaks for trinkets;,tribal leaders in Africa bought off with trinkets. Slave masters bought off some slaves with trinkets. How bright are we, for we falling for the same old tracks. Insanity. We have no racial pride. The divide and rule doctrine developed supposedly by Willie Lynch is still active and works. It is an effective weapon and opiate for controlling, buying off Blacks cheaply.

    Sadly the Royal Virgin Islands Police Force has descended into an abyss of greed and power struggle. Officers...let me correct myself and say most Officers are more concerned about salary, increments, promotion, and attaining immigration status rather than serving the People of this country, believing that we need them since our people are unwilling to join the Organization. With all the talk of self-determination and independence, this is an area that should be addressed. Our people should be at the helm of any ship whose voyage is responsible for internal and external security within the Territory. With a proposal to increase the salaries of Civil Servants come January 2024, the government should prioritize value for money and this should ensure that the RVIPF step up to the plate and do their part in curbing the increase of crimes on the Islands. Furthermore, recruiters should work to target B.V. Islanders or belongers, persons with intimate reasons rather than those mentioned earlier to serve. There should also be a pause in recruiting Police Officers from any other Force unless that person is bringing certain skill (s) that is not available on the Islands. Just a footnote. Over the years several Officers brought lawsuits against Commissioners of Police /Governors/ Governments for promotional issues not one of these persons have been a B.V. Islander. Notwithstanding, I wish to recognize the many Officers from overseas who served this country with honor, dignity and pride. Some have not acquired material gains but have retired and are living respectfully among us.

    I am so so disappointed in this officer.
    Firstly i must say that with my understanding that as Chair man of the Police Welfare Association ( PWA) he is out of place to write a letter defending the Commissioner in these internal matters.
    At least he is representing his self because no other officer signed it and most of the time he is saying " I" "I" "1".
    Divide and concour. That is the english/ British way. Now the officers are so Hungry.
    As chairman of the PWA he is to represent the ranks of constable to Chief Inspector. That's his duty.

    This officer is a fraud to the Police Welfare Association. He had no interest in the Job he currently holds as Chairman of the PWA. He literary withdrew his application from contesting the recent PWA election and was told by the current person he is defending; I shall not name because they were going to suspend the then Chairman, who is currently on interdiction for simple gossip deemed by the Court in the process of obtaining a warrant. Knowing the former Chairman was the only voice of resistance for the voiceless and unjustly treated officers. Without divulging into the whole mess, all the information in the petition is TRUE.

    Another day of us moving further from the lord. I hope you dad had prayed for you, old people say a double minded mani is unstable in his ways. Let me say integrity is stay with your word, no backtracking, no apology. You are either in or out, as there is no middle ground. When you are in leadership you stand your ground, now this show a huge weakness on your side to lead person who you are in connection with and those who looking on won’t trust you.

    The Collins dictionary define "trust" as your belief that they are honest and sincere and will not deliberately do anything to harm you. What the chairman of the PWA did, goes contrary to what he was placed in the position to do. One of his responsibilities are to lobby on behalf of the men and women of the RVIPF from the rank of Chief Inspector and below. To penned a document to the Governor on behalf of the RVIPF and the PWA executive without having a meeting with the members about his intention tantamount to being disingenuous, self serving and two edged sword. There is absolutely no problem if the chair wanted to write on his behalf, but to include the masses in a document in wrote without a meeting is unacceptable. What makes this situation more troubling, is that this said chairman signed the petition. How can you sign a petition, then turn around and throwing persons underneath the bus? This type of leadership is dangerous and he can no longer be trusted to continue to fight for the affairs of those who elected him. Dean Robin, I think you need to do the honorable thing and resign your position as the chair of the PWA until the dust on this issue is settled. At this juncture, you have no moral authority to speak on behalf of any member of the RVIPF. Thanks

      I was fortunate to see the petition myself and every allegations mentioned in the document was clear and certainly not ambiguous. Even a dunce reading that document could have understand the contents. There's no false pretense once the document was read and I know for a fact he read the document, understood what he read, held conversation about what he read and then signed to document. What the chairman shouldnhavendone having signed the petition, should have said to the Givernor, Sir I signed the petition and in hindsight I should not have done so having a retrospective view. I saw my mistake but this is now my position on the matter. That would have shown that you weren't disingenuous. To write and not informing the Governor that you were a signatory to the petition is dishonest. He needs to apologize to the men and women of the RVIPF.
