Police officer detained for ‘links to criminal group’

SANTA ROSA, Trinidad and Tobago- A police officer has been detained after a Preventive Detention Order (PDO) was issued for his alleged association with an Organised Crime Group (OCG).

The officer, who is from a specialised unit, was among two people held on Monday after officers executed the PDOs.

The two will be held at the Eastern Correctional Rehabilitation Centre (ECRC) in Santa Rosa.

Police sources told the Express that the arrests are also in connection with the ongoing investigation into businessman Danny Guerra.

The officer’s PDO has yet to be gazetted.

Guerra was detained on November 19 on a PDO dated the same day.

The PDO, which the Express was given a copy of, states that Guerra was the leader of an OCG within the legal definition of the Anti-Gang Act, 2021.

“The OCG is involved in trafficking of illegal arms, money laundering and illegal quarrying. The OCG has access to a cache of high-powered firearms. The detainee and others intend to imminently execute the assassination of a Government Minister and to escalate attacks against rival gangs in public spaces using high-powered firearms. The detention of this individual is therefore necessary to disrupt the group’s operational planning and to prevent further acts of violence that pose a clear and present threat to public safety,” the order read.

The PDO was issued in accordance with Regulation 14 of the Emergency Powers Regulations, 2025, and signed by Minister of Homeland Security Roger Alexander.

The Express understands that two other PDOs were signed and expected to be published by today.

These are for Josiah Stafford, who is alleged to be an associate of the Mt Hope faction of the Seven Gang, and Josiah Mansano, who is alleged to be the leader of the Six Gang faction of Mt Hope.

On October 9, police carried out a major operation at Manuel Congo, Guanapo, where officers shut down what they said was an illegal quarry. During the raid, a multimillion-dollar processing plant, trucks and other heavy machinery were seized. Quarry operator Guerra, his son Garvin Guerra, and 16 others were held in the exercise.

After the raid, Guerra and his son were charged with processing aggregate without the required licence from the Ministry of Energy. They each received $50,000 bail from a Justice of the Peace on October 11.
