CARROT BAY, Tortola, VI – The Minister for Education, Youth Affairs, and Sports, Honourable Sharie B. de Castro (AL), has announced that Isabella Morris Primary School in Carrot Bay is one of the priority schools damaged by Hurricane Irma that the Ministry of Education plans to rebuild in the future.

Hon de Castro made this announcement during an appearance on Virgin Islands Voice, which aired on various media platforms, including Facebook, on Wednesday, September 10, 2025.

The minister stated, "I'm a proud alumnus of the Isabella Morris Primary School's Class of 2002. Big up to my class, and I'm very excited to move forward with the repositioning of that school. It is something that we intend to do in terms of our future infrastructure works, but that school has not come back since the Hurricanes."

According to a Virgin Islands News online article dated January 14, 2020, it was reported that the hurricane-damaged Isabella Morris Primary School in Carrot Bay would be rebuilt by a donor, as stated by then Premier Andrew A. Fahie (R1). While this news was promising, the then Premier did not disclose the name of the donor.

Additionally, former Premier Dr. D. Orlando Smith mentioned that there were plans by his administration to establish a junior high school at the facility in Carrot Bay.

However, Smith’s National Democratic Party (NDP) government faced a significant defeat in the general elections held on February 25, 2019.

'We are almost there'

While speculation continues among Virgin Islanders, the education minister assured Virgin Islanders that the hurricane-damaged Isabella Morris Primary School will be repositioned.

She further stated, ’’So those would be all the schools that are left, so we are almost there.’’

The ministry embarked on major infrastructural work on several school buildings across the Virgin Islands during the summer break, in preparation for the 2025-2026 academic year.

At least two public schools damaged by the hurricanes in September 2017 have been rebuilt by donors: Enis Adams Primary School, which was completely rebuilt from scratch, and Bregado Flax Educational Centre on Virgin Gorda.

    Use the tax payers money for the benefit of the people rather than traveling here and there

    When the schools are rebuilt. And not in 2050 either. They will be rebuilt soon. You all will find something else to call down because that’s all some of you can do. The world laughs at all of us when they read these comment! The dictionary doesn’t have a word to describe you all.

    Unless Leonora Delville school is going to be a Junior High, there is absolutely no reason to rebuild this school..They don’t need to rebuild Althea either. All the students are in school. If anything, make the expand the existing schools.
