-Minister said state still has to expend $$ on non-contributing workers when they fall ill

ROAD TOWN, Tortola, VI - Minister of Natural Resources, Labour and Immigration, Hon Vincent O. Wheatley (R9) said within the Virgins Islands (VI), many workers are still not paying NHI contributions, however, they still seek medical assistance when ill the state has to ensure they are cared for.

The Minister made the comments on JTV’s The Big Story with host Cathy O. Richards, on Monday, September 13, 2021, where he said that urgent reform is needed to remedy the situation.

Employees still deducting & not paying in – Hon Wheatley

According to the minister, part of the genesis of the problem is that employers are still deducting monies for NHI and Social Security however, not making those contributions to the institutions on behalf of their staff.

“You can’t run a country like that… you are doing bad business and you are damaging the financial base for these institutions. They are based on the population giving their contributions in,” he said.

Another issue the Minister highlighted, is that expat workers who come to the country on one work permit, are seeking work elsewhere and getting paid ‘off the books’ and hence, no contributions can be made to NHI and Social Security.

He said in the event that persons fall ill, the state still must ensure that these persons are properly taken care of.

“We have to get that problem fixed, it’s a challenging problem… it should have been fixed years [but] it has gotten so bad now, getting it turned around is a monster, as opposed to a baby,” Hon Wheatley said.

Legislative changes to remedy situation

When questioned on whether the government is willing to provide some type of amnesty, the minister said payment plans are available and that persons who have not been up-to-date since the hurricanes of 2017 are giving the option of paying in terms to remedy the situation.

According to the Minister, another challenge in fixing the issue is that because persons have not paid in such a long time, it can almost seem impossible for them to pay off the amount owed under a payment plan given.

Hon Wheatley hinted that some legislative changes may have to come to allow for an amicable solution to the problem.

      How so? How come he said the workers not paying my friend is not the workets that have to go in and pay their employer is responsible for this they must deduct the employee portion and add their own and they have to fill out the forms and submit to pay. Not the employee

        The workers he is talking about are those who are all over the place working but not for the person who bond them. Those persons are collecting money that do not pass through the person or company that have them bonded. Therefore they are suppose to pay their own NHI, Tax and Social Security. You all stop playing deaf and dumb to the things you all want to ignore.

    I have paid into NHI for a great number of years. I recently needed urgent medical treatment. NHI is a god send and I thank the governments past and present for keeping NHI going. If people don’t pay, don’t ask for treatment. If people can’t pay then that’s a different matter completely.

    Individuals don’t pay deport them. Employers keep the money and don’t pay. Lock them up for stealing.

    Sad to say, those people at NHI dont see it that way...When you are not a big name or popular name, its easy but those with no name they give them a hard time..I hope you can convince them to see it the way you see it...However, there must be a balance policy...If someone hasn't contribute for 6 months I think its only fair to suspend their benefits...

    I couldn't agree with the Hon. Minister Vincent O. O'Neal more when he said, I quote" " But if people get sick, you can't let them die." I understand that to mean, those persons that owed money to the NHI system, but is unable to pay, the present government has a reasonability to them, as to others to do all within its power to help keep them alive. That includes pay for their medical treatments. Those use of us that don't know the fact is short on knowledge of government responsibilities to its citizens, and also to our neighbors close and far.
    Hon. Vincent O. Wheatley, my political Minister and government leader, may God shower you and your family with blessings beyond your thoughtless expectations, by the magnitude, and gracefulness of his Devine love. Amen ✓

    two words about ( employers ) who has been allowed to rip off the expats for years and a whole book on employees / that means the predator is getting ready to pounce on the expats again like how he double taxing people who work honestly and he enjoying himself by FLEXING HIS MUSCLES on them and barefaced enough to call the whites racist

    Let us have the conversation again on those Employees whose salary/wages are being deducted every period to reflect all government agencies contributions as should and mandated however their employers who continuously fail to adhere to remitting these submissions to the respective agencies, whether on time or not at all. Are the rules different here for those employers? How do you classify these defaulters… and I’m speaking on the compulsive ones? How can these employees be deemed not in good standing as a result of the flagrant misrepresentation by their employers albeit at no fault of theirs yet have to suffer at the mercies of our weak system that appears to support this illicit behaviour primarily due to non-enforcement of the rules in place.


    When persons fall sick, they have an issue because their status reflects outstanding contributions; persons’ passports are being withheld by Immigration because they have exhausted the extendable time granted on producing their good standings and work permits in limbo due to the obvious. Also to add salt to these wounds, the employees’ wages are deducted for loss time they have to make these additional trips to immigration/labour for renewal on time and/or SS/IRD/NHI to check up on their statuses due to these very deceitful employers.
    What makes this real sinickle is that these employers are not your regular mom and pop businesses – these are some of the so-called high players in our community – “the untouchables”. So does that make it right for them to mistreat their employees? No! It should not separate them because there are provisions in place to assist those that may have a financial issue or setback but some of these employers who feel they are above the law, too hifalutin with pride to go and ink a document to state they need time to settle their dues. Yet it would appear that their employees are only good enough for pushing the work but to ensure that they receive due compensation as rightfully mandated, is a heavy burden. Who are looking out for these individuals. Why should they have to be running around like chickens trying to sort and make sense out of a problem that was created by their non-compliant employers and tactfully massaged by the system for the lack of principal ethics. They, the employees have too because no one else will – it’s only whispers and chatter for fear of victimisation and reprisal.

    Gosh this disgusts me and defies all common humanity.

    U all talking about person owing most person work for a employer. And it that employer deducts it from your pay and don’t pay it in how is it the works fault u person here comment out of hate instead of seeing where the issue lays so person who picking on the expat are not helping because if some takes your money from u and don’t pay its stealing and all these years it’s been happen and now the innocent have to pay for the guilty. To get there work permit renew Wheatley you need to do better with these oppressive laws u implementing in your ministry.

    When things like this happens is easy to jump to conclusions send them home but some of those people are just take advantage of I met a guy some days ago with tears in his eyes when you see a grown man cry you must know his story was he has been going for time he has receat just for the employer to confirm that he has his to prove but not doing so so his pormit can't relice Mr minister do not think this is advantage God have mercy

    Hon Wheatley said if persons get sick the state must make sure they are taking care of. The question remains though can the state afford to take care of the elderly and children who do not have to contribute to NHI plus these other persons who are not contributing which i understand is quite a lot, I do not think so.

    It is very sad that many that are living among us are so selfishminded that they are unable or refused to understand the true role of a government responsibilities to its is to defend the rights of all of the citizens under its rules, in every area of need. Regionall swabbling among people of the same, similar, and different skin colour in the Caribbean, the Virgin Islands, and other countries of this world is as evil as mental and practical rasism. Political biasness is no less evil.

It is clear to all that read some of the unkind positions of some in our midst, that our Country is locked in confusion.     @unfair and others who like to pull down locals calling them lazy and do not want to work, most locals will not work with an employer after finding out that their contributions are not being paid in to the respective institutions. Locals will not tolerate the abuse that expats tolerate. Locals are called all kind of names and expats support it and jump to get the jobs so stop complaining. It is the expats who encouraging these things.to happen to themselves. Emoloyers are taking advantage of your desperation that is why they prefer to higher expats over locals. When the general working population is underpaid and cost of living is very high it brings down the standard of living. Realisticly, If the locals who will spend money in the country are not working they will have no money to circulate back in the country, while the expats send most of theirs to their home country. If we keep up this trend it will not be long before this country's economy calapse. It is simple economics. When Hon. wheatley and other ministers make decision for the long term good of the country they are called racists and hell brimstone and fire is called on them and the BVI but it is called running a country and doing what is right so in the long run there will be a BVI to benefit all not just a few.

    Many years ago before debit cards most BVI merchants would post near the entrance door all the bounced checks received in the last month with the debtors name in plain view. Perhaps it's time for the NHI to post on their website all the employers names and amount that they are in arrears each week then update the list each week. This continued secrecy by NHI and SSB concerning these criminal employers is not helping to solve the problem.

    Minister!do you mean employers and not employees right? The last time I check is that the government wasn’t satisfied with what they are already taking from the off island people so they decided to rob them by taxing the money that they send back to their family. So minister please go find those employers who’s not paying their employees fees.
