ROAD TOWN, Tortola, VI- While congratulating those persons and businesses for adhering to social distancing guidelines, proper hygiene and wearing masks as the Virgin Islands (VI) began its phased reopening of the economy today, April 27, 2020, after a month of lockdown, Premier and Minister of Finance, Honourable Andrew A. Fahie (R1) has said he has also received news of persons and businesses “breaking the rules.”

“I must point out that breaking the rules is breaking the law, and I would hate to see us reaching the point where hard measures become necessary or where we have to put in the reverse gear and re-institute the 24-hour lockdown, just because a handful of irresponsible persons insist on being stubborn and putting all of us in danger,” Premier Fahie mentioned in a statement this evening.

The Virgin Islands has had 6 confirmed cases of COVID-19, with one death, while three have some far recovered.

Some 199 persons are in quarantine.

The one-month lockdown was to prevent community spread of the virus and although the Government decided to begin allowing persons out for a limited amount of time to do business, they were to adhere to strict preventative measures.

No masks & unapproved businesses

According to Honourable Fahie, although official announcements were made and communication sent out, “we have heard about persons, albeit the minority, not wearing masks and businesses that are not on the Cabinet-approved list opening today.

“We have heard of instances of persons gathering in groups and not taking any precautions, and some taxis not ensuring their passengers were properly spaced apart.”

Premier Fahie emphasised that businesses and individuals will be held to account if they are caught breaching the orders.

“The BVI did not come out of 28 days of 24-hour lockdown just for a handful of persons to throw our progress away."

“We did not sacrifice our freedom to move about; we did not close our borders, shut down businesses, and ask persons to endure the economic fall-out as the world is currently experiencing; use our own tax dollars to keep us all safe; just for a handful of persons to throw our progress away.”

Unapproved businesses pose a danger

He added it is important to note that businesses on the approved list have gone through a process of being certified by the Environmental Health Division for receiving customers, therefore businesses not on the Cabinet-approved list would not have gone through the certification process.

“Those unauthorised businesses were not inspected and approved by the Health and Social Distancing Task Force to ensure that all the necessary measures for protecting your safety are in place.

“So people are in danger at those businesses,” he said.

Approved businesses

The businesses receiving Cabinet approval for reopening are Supermarkets, Bakeries,  Fishers and Farmers, Pharmacies, Banks, Fuel Stations, Ferries (inter-island transportation only), Buses and Taxis (limited passengers), Construction companies, building and concrete supplies businesses;  Laundromats, Home delivery services, Insurance, Legal and Financial Services that cannot be carried out remotely, Office supplies, Automotive parts and repairs, Manufacturers of hand sanitisers and PPEs, Water and ice production and deliveries, Emergency household and business repairs, as approved, Medical Establishments, Legal Establishments, Telecommunication companies, Hardware, cleaning and sanitisation stores.

All businesses are to operate between the hours of 6:00 am and 1:00 pm.

“If a business type not listed decides to open up without approval, you will be held responsible for your actions,” Premier Fahie warned.

He said the rules and protocols that have informed the Territory’s reopening strategy were devised by the local and international professionals in the public health field, working with scientific data and research.

“These rules and protocol are designed to keep us moving forward towards the eventual full reopening of the economy.

“Disobedience pushes us in the opposite direction.”

    The governments own health department is approving businesses not of the prescribed categories to open. If government can’t follow its own rules what do think the people will do. Dozens of businesses opened today with approval that have nothing to do with that list. Just pray Bvi don’t have more corona cause ain none ayo practicing social distancing

    Sir, I respectfully suggest, that persons should have been allowed to come out as suggested in your last proposal, District by District, then a gradual easement for all in the second week within the curfew hours. It was always obvious that people would have rushed for the door today. I was really concerned about some of the things I saw. While most persons were at least trying to abide by the rules, others were acting without a care in the world. To be honest it was almost impossible to maintain the distance as stipulated in some business places, even with the Galant efforts of the Staff. I couldn't help but concede that if we do not change our attitude, all the hard work that you and team.. all of us, have contributed to prevent the further spread of COVID 19 within our Community would be wasted, thus exposing us to the cruel throngs of this dreadful disease. I, therefore, call on us to continue in the fight. When we protect ourselves, we are protecting each other. As you would say "CODVID 19 is not playing with us, therefore, we should not play with it".

    I don’t believe in the government nor do I put my trust in the government, God forbid those mask that y’all buying are tainted with the very virus, yea I’m paranoid like that plus I rather the fresh air that nature provides, I’ve been locked in my home for x amount of days

      We are in ttouble because we are not thinking or using our brains....if we open up tomorrow or next year the challenges will be the same.. It will not be a perfect opening up, we will have to fix and adjust as we go slong and so the longrr we take to open up the deeper we sinking economically, mentally znd socially, thats why it makes sense to open up ASAP and tackle the challenges early..

    Why are businesses that are not on the list being approved for operations? Restaurants taking orders for pickup? Barbers and Hairdressers making appointments? One popular band singer and school teacher boasting about it on FB. Premier you started this when you budged to allow for hairdressers and barber shops to open in the last go around so now they feel that they could do what they want.

    I really understand that a lot of small businesses are hurting believe me I have one too but if you are going to allow one to get away with it then how the others going to feel? It does not help that the Premier is yet to come up with a solid plan to assist businesses in distress so they have no choice but to break the law and open.

    Donkey say the World nah level.

    I am waiting to see them enforce these laws but I would not hold my breath. Just another set of political pandering if you ask me. Anybody in need of a haircut?

    for many many many years, the issue in the territory is the enforcement of the laws: we relying on the police to do each and everything. Under the current heath crisis persons from the health department have to randomly show up at business establishments throughout our territory and make sure the laws & guidelines are adhere to: close those businesses that are in violation down but everyone in responsible position wants to sit in the office: the ministry of health must step up to the plate because these are very serious times in the Virgin Islands and we expect the ministry of health to safeguard the residents from harm

    Yes a few people may die from the virus. But people die from scooter accidents too, did you ban scooters?

    People die every day from heart disease. Did you ban fried chicken? (Yes fried chicken is bad for you).

    You don’t care the people die. As long as it’s not by Corona.

      @ cost is to high....once you born you have to die; there is nothing new about death: as you stated in your blog persons die each day from various causes however with the advent of this COVID 19 there is a substantial spike in the death rates globally no other illness or daily accidents have caused such catastrophic lost of life and the evidence is right before your eyes....if those more established countries such as United States and United Kingdom have great difficulty coping with health care against COVID 19 what about our territory, we do not have the Health Infrastructure in place to cope should there a serious outbreak of COVID 19 therefore an ounce of preventing is far better than a pound of cure: now if you are a citizen of the territory you should appreciate the purpose on the curfew: now if you are in the territory for the purpose of making money then you God be with you....this is the first time in the history of our virgin islands that residents have restricted movements(after a hurricane????)

          If I am going to error in my judgment I am going error on the side of caution: one of the few times one see high death rates is after a natural disaster such tsunami, tornado; earthquake or hurricanes and “some” of the fidelities are associated with the natural disaster(so I understand your conclusion)....i 2 ask the question, we have a population of thirty thousand and out of the thirty thousand residents only five cases(do the maths) yet all are entitled to curfew!!!!!
