Permanent Secretaries shake-ups as new Ministry emerges

ROAD TOWN, Tortola, VI- High-level senior sources familiar with the information in the non-elected portion of Government have told our news centre about the recent Permanent Secretaries (PS) shake-ups, as Premier and Minister of Finance Dr the Honourable Natalio D. Wheatley (R7) starts his new term (2023-2027).

With a new Ministry coming on stream headed by Deputy Premier Hon Lorna G. Smith, OBE and named the Ministry of Financial Services, Labour and Trade (MFSL&T), things have changed in the central government bureaucracy.

New Ministry, new PS

It is our understanding that the new PS for that new Ministry will be Mrs Petrona N. Davies, who is being reassigned from the Ministry of Health and Social Development (MHSD). One of two Deputy Secretaries at the MHSD, Ms Tasha K. Bertie, will act as PS.

There is a big shake-up at the Ministry of Communications and Works (MCW), with the removal of Mr Ronald F. Smith-Berkeley, who is expected to be reassigned to the Premier’s Office and Ms Elvia Smith-Maduro will act as the PS in the MCW.

It’s our understanding from the same sources that Acting PS in the former Ministry of Natural Resources and Labour (MNR&L) Joseph Smith-Abbott will revert to his substantive post of Deputy Secretary.

All the subjects of the MNR&L are now under the Premier, except for Labour.

There are also discussions about how the staff/public officers of the soon to be no longer in existence MNR&L will be reassigned, as most of the subjects of crown lands, non-belonger land holding licenses, surveys and land registry etc, cannot be easily transferred to the new MFSL&T.

Who is out, who is in?

All other PS will stay, including Mrs Carolyn E. Stoutt- Igwe who will stay on as one of two PS in the Premier’s Office.

Mrs Marica Potter, PhD will be staying on as PS in the Ministry of Education, Youth Affairs and Sports.

While it is not a Ministry, Mrs Sharleen S. Dabrero-Lettsome MBE will remain a PS assigned to the Deputy Governor’s Office.

It is our understanding that the Deputy Governor, now Acting Governor, has agreed to the changes; however, the proposal must still go before the Public Service Commission (PSC) for approval before it is official, according to a senior stakeholder who spoke to our news centre on condition of anonymity.

Meanwhile, Acting Governor Archer Jr told our news centre he was not in a position to comment on reports of the shake-ups.

"I will be in a position to do so on Monday at 1:15 PM," Mr Archer Jr said today, May 3, 2023.

        Natalio doesn’t want to give up Finance so Lorna created the Ministry of Financial Services plus Financial Services never needed to be under Finance and someone who doesn’t know Jack about the industry passing all these Bills into Acts without proper consultation of the industry and how it would affect the economy.

          I hate when people leave comments and have no idea about what they are talking about. The constitution needs to be amended to disallow this random creation and reshuffling of Ministries simple on a whim. These types of decisions need consideration so that they are done correctly and in the best interest of the BVI. Creating a Ministry based on the "CV" of a Minister is not necessary and a bad precedence. What happens if the Hon. Smith doesn't win a seat in the next 4 years? Another reshuffle and uncertainty in the place? The important thing is to ensure that people who are consistent are well versed in the areas and that whatever Minister is appointed can take advise from the experts in the Ministry. This change is a horrible one given her history and influence by YT expats who are going to call the shots in an already unstable financial services industry. Bad Bad MOVE!!

    Good moves. The public service is under the Governor and it has been a failure but he keeps getting a free pass while looking into everyone else to hide his failure. He needs to be called out as his COI failed to do so.

    Please seriously address Healthcare in the BVI. Address NHI and ammend it to make it work rather than only making some rich. Please address BVIHSA with the hospital on VG & Tortola & all over. The hospital needs new leadership and to be accountable. Get a new CEO and management staff. There's is too much negative things happening in our hospital and it is due to poor and wicked management. Fix these things and you have my family and I support and vote.

    Im worried this disappears with no PS a weak deputy and responsibilities buried in the Premier's portfolio. We have made specific changes for Financial Services but our natural resources are our biggest asset and Tourism our biggest employer. There should be a seperately funded Ministry of Natural Resources, without which there will no funding and the National parks will continue to fold. Is it 2 or 3 years QE2 has been closed? Incredible

    In general, the civil service is the engine that drives the public service in the territory. Civil Servants are viewed as highly bureaucratic and frequently maligned and caricatured as lazy, inefficient, wasteful, self-serving, incompetent, etc, except when needed, ie, time of disasters, crisis, etc, eg, after monster hurricanes Irma and Maria, Covid-19 pandemic.m, etc. During these times,,we are up in arms as to where is government, what is taking it so long to bring help or the help provided is not enough, etc. Further, it is healthy to move civil servants around for growth opportunities, smoother organizational functioning, etc.

    Moreover, PSs are senior civil servants who should be non-partisan advisers to politicians. They are expected to provide their experience in public affairs and technical knowledge and skills to politicians who invariably and necessarily of limited expertise and tenure, to develop and implement effective policies. Politicians may be averse to hearing this, for too many believe that their election through a popularity contest make them immediate experts in all things.

    The following is an excerpt of a 1994 UK government document which defines the values that are expected of civil servants:
    A non-political, permanent civil service which sets high value on integrity, impartiality, and objectivity which serves loyally the government of the day of whatever political persuasion-and which recruits staff on principles of fair, and open competition on the basis of merit.

    Moreover, the civil service in the VI is a unique and interesting beast. It falls under the purview of Governor, ie, the Deputy Governor, but the local government provides day-to-day supervision, and I think conduct annual evaluations, provide raises/increments. Civil service is not firing on all cylinders but Mount Olympus seems to get a pass; whereas, local government is crucified and nail to the cross for its failures. The RVIPF is also not firing on all 8 cylinders but Mount Olympus also gets a pass, ie, one sided CoI . Mount Olympus is accountable only to itself; it is a case of might is right. IMO, the civil service should fall directly under the control of local government. It should have recruiting, assigning, supervising, training, performance review, etc, responsibilities. Some may this is already the case and that there will be too much nepotism, favoritism, abuse, etc. so it is better under Mount Olympus watchful eye may be. The function and responsibility go together .Well, Government must perform as a professional organization which is held responsible and accountable by voters. Perhaps some vertical integration may improve things. On another note, Voters should have the ability to recall elected officials for cause,,poor performance, no performance, etc. They should not have to wait until the next general election. Hopefully, this is a recommendation form the constitutional review committee.

      Thanks for not taking the low road, criticizing the PS’ Instead you focus on what PSs, the most senior and experienced civil servants, should be doing. To be a PS should have some relative basis level of technical skills for ministry that they are in, along with being strong in public affairs.

      Political analyst, you are a dreamer like the mythical character Walter Mitty. The BVI is a dealer Hope but Reality is another tory. The election for the most part didn’t produce the change makers scores of us were hoping for. There is no experience critical mass. We are trying the best with what the popularity contest yielded. For example, the BVI has a solid waste crisis but the need was not match with an experience leader. The assigned leader photo op threads became the spotlight, not the problem/crisis magnitude and fixes. People need to earned positions of increasing responsibility based on prior performance. We dealers of hope!!!

    PSs are accounting officers and administrators. The technical advice to the government is supposed to come from subject matter experts who should be professionals in their respective areas.

      @Political Analyst, thanks for the feedback. Your feedback though has ignite more questions. If PSs, Senior permanent civil servants and reservoir of corporate history and history in ministries are not the go to technical advisors or subject matter experts(SME) to ministers who are? Ministers come and go so I would think he/she needs a steady advice source with corporate knowledge and history to lean on. Does each minister who comes in has to hire outside technical consultants? Additionally, who provides advice on public affairs?

      Moreover , in regards to accounting and based on some municipal experience, I will assume( that is a bad thing) that the BVI would have a finance and accounting department director who would will manage such functions as payroll, income, expenses, budget, economic analysis, accounting, etc. Further, I will also assume that other departments would have budget analyst to manage budget allotments, expenses, etc.

        It is my view that PSs, the most senior civil servants, should acquire technical skills and knowledge climbing the service progression ladder or acquired it outside of civil service elsewhere. The point that PSs should be steady and consistency advisor stream with corporate history and knowledge. Their technical skills, public affairs experience and corporate knowledge and history is an invaluable asset to elected officials who may be lacking in the skill sets, and public affairs. Though getting the technical expertise outside of the civil service, there should be in-house expertise. Look like the top level of the civil service needs to be revamped. Further, elected officials are the legislative arm and government and opposition should have adequate staffing to do the research on bringing bills to HoA.

    According to Shaina Smith looks like we just moving people around regardless of their expertise. You move someone from Health to Financial Services. So no matter what we can’t find someone from Financial Services who knows the industry to fill the post ?

      The problem is not the PS them and that is historical fact. It's the Ministers and their instructions and what their supporters want and they feel obligated to the group. Ministers need to let the public servants do their jobs as simple as that.
