Patricia Blaize-Adams appointed Deputy Secretary in Ministry of Education

ROAD TOWN, Tortola, VI- The Ministry of Education, Youth Affairs and Sports has confirmed Patricia Blaize-Adams as Deputy Secretary in the Ministry of Education, Youth Affairs and Sports, effective February 2, 2026.

A release by the Ministry of Education stated that Ms Blaize-Adams is an experienced Human Resources professional with more than 20 years of experience, having most recently worked as Human Resources Manager for the BVI Ports Authority. She has also worked as HR Director and Regional Learning and Development Director, Caribbean, as well as Regional Head of HR for Cable and Wireless (FLOW).

'Advice & support' to PS

In her role as deputy secretary, Ms Blaize-Adams will provide advice and support the Permanent Secretary in the formulation of policy for the Ministry and its Departments. She will conduct research, develop policy proposals and liaise with ministries on a wide range of issues while providing direct leadership on special projects.

Acting Permanent Secretary, Mr Claude A. Kettle, stated, “Patricia Blaize-Adams’ appointment as Deputy Secretary marks a strong commitment to a people-first approach in our ministry. With decades of leadership and human resources expertise in the private sector, she has guided organisations through significant change, aligning strategy with culture, capability, and performance. I am confident her proven track record of transformation will accelerate our reforms and strengthen the delivery of quality education for every student.”

'I endeavour to lead with genuine empathy & care'- Blaize-Adams 

The new Deputy Secretary Blaize-Adams highlighted that she is pleased to join the Ministry’s leadership team and effectively contribute to the ongoing transformation. 

She said, “I look forward to being a part of this progressive Ministry and working alongside an innovative leadership team.  My Leadership mantra for many years has been a quote from Theodore Roosevelt - "People don't care how much you know, until they know how much you care." As I take up my new role as Deputy Secretary for the Ministry of Education, Youth Affairs and Sports, I endeavour to lead with genuine empathy and care.”

Blaize-Adams has an Executive Diploma in Management from the University of the West Indies and a Master of Science in Business Management from Manchester Metropolitan University and has also been awarded multiple certifications.
