HODGE’S CREEK, Tortola, VI - The rehabilitation works on the Paraquita Bay Road, specifically the section of Blackburn Highway from Paraquita Bay to Hodge’s Creek, are in its final stages.

Hon. Kye M. Rymer (R5), Minister for Communications and Works, provided this update during a live Facebook interview on Thursday, August 20, 2025, when work resumed on the project.

The project involves the construction of 3,813 linear feet of concrete roadway from Paraquita Bay to Hodge’s Creek.

Hon. Rymer stated, “We are in the final stages, with today’s work focused on grading and preparing for the main surface concreting.”

An over $2M project

The Government of the Virgin Islands awarded Northam Construction a contract totalling two million, three hundred eighty-six thousand, fifteen dollars and ninety-nine cents (US$2,386,015.99) for this project.

Hon. Rymer added, “There will be additional works, including earthen drains and cross drains. However, we are close to completing this stretch of road.”

The Minister of Communications and Works noted that motorists will soon be able to navigate the area more safely and comfortably.

He urged motorists to be patient and thanked them for their understanding as the project enters its final stages.

The road is anticipated to be fully accessible by Wednesday, September 3, 2025.

    Hmmm you called that near complet that concrete road hmm while some of you all going to the clubs and spend taxpayers money buying cars ???? for the girls and going santodomingo building houses ???? why you all don't go and get advice on how to build proper roads.

    Everything is almost finished, it was 11 months behind 3 months ago with a 2 month completion timeline, dude you are incompetent, just admit you have failed the people of the VI, roads suck, water sucks, Power infrastructure sucks, airport situation sucks all under your watch, in other words you suck as a Minister, can't lead a camel to water!

    If they too the opportunity to run sleeves to put BVIEC lines underground when they have enough funds to do so. And if they too the time to run the sewerage lines (and do the connections) so we may one day have Paraquita Sewerage Treatment Plant operational.

    If not soon(ish) we will see PWD/W&SD/BVIEC cutting the roads again...

    "...Roadworks near completion..." This statement is coming from the man who said the VIP built a "world class" bridge to connect Tortola to Frenchman's Cay. BVI Public you drive there and let me know if you see a world class bridge. I am so embarrassed to see what you signed off on and handed over as world class. This means we will soon have a "world class" road in Hodge's Creek; one that will be unfinished, dusty, bumpy and unsightly!

    Honourable Rymer said, “Work is set to commence on Thursday, September 26 and we anticipate that these works will take approximately six months. We appreciate the patience and caution of motorists and residents as we continue ‘Building a Better Road Network One Project at a Time.’”

    So it would seem it has taken a year to to get to this. One Project at a time and we are never going to have roads, water, sewarage, electricity.

    Chief of Infrastructure and Development in the ministry Mr. Duane Fraites, stated that while the project was originally scheduled to begin earlier this year, design modifications necessitated some adjustments. The project scope includes:

    Demolition and excavation to remove the existing asphalt layer
    Construction of manholes, interceptor drains, piping, and drainage systems
    Building retaining wall structures
    Earthworks, compaction, and installation of road base
    Construction of a new reinforced concrete roadway and entrance pavement
    Coordination with utility and telecommunication companies to ensure service continuity

    If Northam were to keep their worker on the site and the Government vehicles they are using to do the job things would go faster.

    Not Blaming the Hon Rymer but that road has far way to go ....

    Just hope you're more careful giving Contract to those same person........Didn't do a good job at as for the worker they are a bunch of lazy men.

    This is a clear example of the result of lack of adequate planning. Had the project been carefully thought out from the start, there would have been more efficiency. I am totally unimpressed.

    Peeking from the streets of Athens I find this project interesting, sensing nuff road users frustration. Whiskey, Tango , Foxtrot! Ras mon, mehson ! This section of road has been under reconstruction for so long that I forget what the held the minister’s statement was about. Oh, it was about how long this reconstruction project was taking. Was this a design build project? What was contract completion time on this project ? Was there liquidated damages (LD) on this project? If so was the penalty per day for missing the complete and useable completion time? Was the penalty so low and without teeth that it was in contractor’s interest to pay the fine vice meeting the completion date? Was the contractor out his depth on this project? Who is at fault for the pain staking delay? How many times has the subgrade needed to be reworked? Was the base ‘ proof roll to determine if there were any soft spots which needed to be fixed before proceeding? What is the distance between horizontal construction joints? Are dowels being used between old and new pores? Is the crown of road higher than surrounding areas? Where is the collection and flow in road side ditches discharge to? Is payment on this project based on approved work put in place? Is there retention clause in this contract? What is the cure time on this project after laying down the concrete? Is there a full time inspector on this project?
