CARROT BAY, Tortola, VI – It was a morning of high emotion, tears and tension at the Isabella Morris Primary School in Carrot Bay when the Minister for Education and Culture Hon. Myron V. Walwyn called an emergency meeting with teachers, parents and the school’s administration with the intention of agreeing on temporarily relocating students and teachers affected by mould, which is being blamed for a wave of health complications at the school.

The hall of the school was filled to capacity this morning, May 9, 2013 as persons turned out in numbers to vent their feelings about the mould situation, which they said should be viewed as an emergency.

Representative of the First District Honourable Andrew A. Fahie categorised the situation at the Isabella Morris Primary School as a “crisis”. Hon. Fahie used the opportunity at the meeting to call for more serious measures to be taken to address the situation.

The head teacher for the school, Mrs Sylvia Adams, reported that more than 36 students are currently being treated for complications that are suspected to have stemmed from the presence of mould in the school building. She also reported that almost every teacher in the school, including herself, has been seriously affected.

Several parents, who were at the meeting, said their children were not part of the 36 reported cases but have been having complications, some to the extent of having to seek medical attention both locally and overseas. There were also reports of cancerous conditions being experienced by at least two children and in both cases this was attributed to mould infections.

Parents did not buy into the proposals of temporarily relocating students without strong recommendations, the main one being that the proposed venue, the Carrot Bay Community Centre, be thoroughly inspected and sanitised before the move is made.

Hon. Walwyn told parents that he had only learnt of the situation at the most recent Government on the Road Community Meeting that was held in the Carrot Bay community and had taken a number of measures to address the situation but the problem kept recurring and subsequently resulted in the closure of the school for a number of days over the past weeks. He noted that the situation had reached to the point where the Department of Education was forced to look at closing the school to explore a number of possible alternatives for housing the students and teachers, the number one recommendation being the Carrot Bay Community Centre.

Parents were, however, not comfortable with the suggestion that if not tomorrow, Monday, students should be in a comfortable place, since they said they suspect that mould or other fungal problems may exist at the centre as it is more often closed than opened, there are leaks, and the carpeting is seldom cleaned or sanitised.

In addition, Hon. Walwyn had indicated that measures were taken to have the school building assessed by the relevant environmental body, which has since furnished a report and recommendations which he said the Ministry will be taking on board to rectify the problem. The minister was at pains in his appeal to residents to cooperate with the Ministry as he intends, with the support of the relevant health department, to have the situation addressed at the earliest possible time.

“Don’t think about extending the school term because I done stress to the max, I am being affected and it’s not only the children that are suffering, we as teachers are suffering, going down very sick. Minister, I don’t have a child, I don’t have a husband and I need those too and if this situation continues it's taking away my opportunity of getting any of the mentioned,” said a teacher.

One teacher, who had to be missing school for extended periods, walked up to the head table in tears and presented alleged evidence of her large medical bills incurred reportedly due to fungal infections. She pleaded for the situation to be handled as an emergency and for assistance to foot her medical bills. “Quick fix cant work, it wouldn’t work, why not just get us a new building, we are suffering, quick fix cant work.”

Parents were upset that such an extended time elapsed before it was recognised that the matter was of urgency. “Somebody would have to pay, seriously somebody would have to pay if you see anything should happen to any one of my children here in this school. I am a cancer survivor and I know what it is like and I don’t want anything to compromise my children or cause them to get cancer too, mould causes cancer. I am very serious, don’t let anything happen to my children because somebody will feel it, they going pay because I wouldn’t take it lightly,” said one parent.

There was also the suggestion by some parents that their children should be transferred to other schools for the rest of the school year while the problem is being addressed. They said they firmly believed, however, that the ultimate solution to the problem would have to be a new building.

Hon. Walwyn noted that a new school is a consideration but said considering the financial state of the government, he could not take it upon himself to promise that the construction of a new building is possible at this time.

The Isabella Morris Primary School remains closed until further notice.

Presently this mould matter is getting out of hand, while the government is playing with fire and things are getting worst and worst.     The meeting was literally a waste of time. All that talk and neither the Ministry or Education Department have come up with a resonable solution. There is no contingency plan in place for situations like this, and no long or short term solution. The Minister appears to be taking this lightly and was basically disrespecful as he tried to silence parents from voicing their concern. Nonsense! JUst about 99% of the student population are sick in some way and its been taken lightly!

    Hon. Minister Walwyn if you are reading this blog you can contact Environmental Concepts INC of ST Croix they did a job for the BVI Health Service Authority in the Glencina George Building in the Dental Unit and just a about two week ago the Adina Donovan home these guys are good at what the do and its dealing with mould. They also did the Quincy Lettsome building too just as ''old saint nick'' said but the Minister of Health didnt have anything to do with the guys the did DR George building the contact number for ECI is 1 340 771 4681 the guy name is Maxcess Armantrading if anyone is reading this please past it on to the Minister

    There was no reason to lock up that school to put A/C. It is close to the ocean and very breeze. I went to school in Carrot Bay and there was no air condition and the school was fine without it. People trying to build homes as open as possible and Government locking up the school to put A/C and no maintenance. A waste of tax payers again. Remove the A/Cs and open the windows and doors for that matter.

    Humm, I keep wondering why it have two schools in that area. They need to combine those to school (Capons Bay and Carrot Bay school) as one big school. Some of you on here talking like the Minister created this mould problem? Mould is every where and it i not a just come something. This problem was there before the minister took office a year and half ago. He is doing his best to sort out the problem. He hired some persons before and the job was not done properly...you cannot blame him for that for that is not his field. some of you going on like he can build a school in a week...come on people, be more understanding. Maybe if allu take off those A/C and let fresh sea breeze come in it will help with the mould problem. All I hear most of you all do is complain, complain with no suggestion for a solution. This is not just minister problem, its a country problem.

    Since all of a sudden the classrooms are too hot for the kids to learn and air conditions are installed for better learning, you might be comfortable for the moment but now the end results are showing whats the benefits of airconditions. what about fans and opening the windows and let nature do it course? that dont happen any more. eventually our hold island would be covered in mold.

    Its not his problem but the $99,000 plus spent would have helped address the problem. These Ministers playing around too much with our tax dollars, we need to start taking legal action and i'm sure the problem would get rectified right away. We have the nerve, with soooo many contracts being given away to NDP friends and families and a situation as important as this, which affects the health of our teachers and students, is no excuse. The Minister should have came to the meeting prepared with a solution or recommendation because we paying for persons to advice and write him on what to say. This goes to say, these Ministers are really dumb after all!

    Mold cannot be just cleaned it has to be killed through methods like fumigation. I heard that Environmental Concepts INC of ST Croix is 1 340 771 4681 good at taking care of this job. VINO, please do in-dept articles on mold, the dangers of it to one's health and interview some doctors who are trained in dealing with this issue and who know first hand about this situation and the dangers of it and the cure of it so that people can be educated about this matter. If our schools, government and private buildings are so infested with mold, we are looking at a very sick and unhealthy population in a few years. This is no joke! People's lives are at stake here. What is the Health Department doing about this issue??? Who in Health is addressing this??? Are they going to wait until children and adults begin dropping dead at school and at work before it is addressed???? There is hardly a building you go to in Road Town that you don't look up in the ceiling and see the moldy tiles or smell the mildew when you walk in from the leaky AC units. People can die from mold infestation. This is a serious situation in our land. This is no joke!!!

    Bear this in mind. Mold is airborne so if you take stuff that are exposed to mold into an environment that does not have mold, the mold will find a wet area to grow and multiply. So taking stuff from one mold infected place to an uninfected place cause contamination. I hope they fumigate the places that these furnishings are transported to or they will have problems eventually in the relocated buildings.

    So, its not just a matter of moving the school from one place to another, bear in mind the consequences after this is done to the people in the infected buildings after they leave.

      EVERYTHING IN THAT SCHOOL NEEDS TO BE CLEANED BEFORE THEY TAKE IT TO THE NEW LOCATION FROM THE BLACKBOARD TO THE PENCIL THEY WRITE WITH. I SAW THE HON. MINISTER ON FRIDAY AND I GIVE HIM THE BUSINESS CARD SO THAT HE CAN CALL ENVIROMENTAL CONCEPTS INC OF ST CROIX THE FIRST THINGS HE ASKED IF THEY ARE GOOD AT WHAT THEY DO AND MY ANSWER WAS YES.     Mold and airborne pathogens are not to be taken lightly. What is wrong with our representatives? 36 students and parents affected and the minister is calling for patience. If his child or spouse was affected, he would not hesitate to make immediate corrective actions. the school should be gutted and treated with the proper chemicals to eradicate the mold. If the estimate for gutting, treating, and repairing the school rivals the cost for a new school, then rebuilding the school is the best option in the long term.
