‘Our [political] system is nothing but a legal dictatorship’- Hon Fraser

- says HoA is a rubber stamp

SEA COWS BAY, Tortola, VI- Following his surprise move to endorse the Progressive Virgin Islands Movement (PVIM) for the 2023 General Elections, incumbent Third District Representative and Chairman of Progressives United (PU) Hon Julian Fraser RA went on to refer to the political system of the [British] Virgin Islands as a legal dictatorship, while accusing its House of Assembly (HoA) as being a rubber stamp.

Hon Fraser made these statements during his official campaign launch at Finc Building in Sea Cows Bay on April 1, 2023.

He said he had proposed an all-party system before the Commission of Inquiry, which had found favour with the idea.

‘Legal dictatorship’

“I told them that this system that I have proposed, will eliminate something I call a legal dictatorship which is what we have as our system. Our system is nothing but a legal dictatorship and the dictator is the Premier or the Chief Minister or whoever he is at the time,” Hon Fraser said.

He added: “All this campaigning you see out here going on, where a bunch of guys get up on a stage and say ‘elect us’, ‘vote for us’, as soon as the campaigns are over and elections are had and a government is formed and one guy is chosen as the Chief Minister or the Premier he becomes a god…That is wrong. He’s such a god that if when he see weekend come like Saturday and Sunday, your phone rings and you look and see its him calling don’t answer it. You don’t know what he’s going to tell you. Like ‘I’m firing you’ kind of thing…Like ‘I’m taking away’ something from you.”

Hon Fraser said the House of Assembly is nothing more than a “rubber stamp” for what takes place down in the Cabinet as he pointed to a lack of accountability by executives.

All-party government

The veteran legislator also said the decision to abandon the concept of a one-Party government in favour of an all-Party government was his idea and one he presented to the Premier then later to the Governor and Minister for Overseas Territory.

“And that idea, even though understandably rejected by the government, was without question the one thing that made the deal acceptable to the United Kingdom… I am afraid that any decisions at the polls that result in a single Party winning a majority will not be pleasing to the United Kingdom government, especially if that Party is the Virgin Islands Party…given that hey were the ones who had to abandon the concept of a single Party government in order to avoid subjecting the territory to the embarrassment of having our constitution suspended and the governor taking control of the country,” he said.

Meanwhile, it is unclear why PVIM, known to many as NDP 2, has chosen to align itself with Hon Fraser, who led the Virgin Islands Party (VIP) to the 2015 General Elections and was soundly beaten by the National Democratic Party (NDP), 11 seats to 2.

Hon Fraser is now being challenged in the Third District by VIP candidate Kevin C. Smith aka ‘OJ’ and NDP candidate Aaron F. Parillon.

        24 years at anything is a darn long time. With all those years under his belt Frazer RA government should have never have the problems we are having. I mean through his leadership, ensightfulness, genius, ability and respect.
        Same goes for the Dr from the 7th. I suppose his Travel experience (has been every where there's an airport)

    What the British Government desire must be work out with a one party or unity Government, why did you seek the endorsement of a party then, why not wait until after the election to form a unity Government. The way I see it the COI recommendation need to be meet by which ever Government.

    Most of PVIM At-Large & other candidates and their family lives in District 3. It is all about self. Fraser is trying to secure his district vote by trying to fool the people of the BVI that he is uniting with PVIM for the best for the country. Note he is not joining PVIM although he has no one in his party but himself. IT IS ALL ABOUT SELF!

    I don't like party politics. We need good individuals to lead at the district and at large . The third district should give Kevin OJ Smith a chance to modernise that district. I believe that he would do a much better job than Fraser. Fraser has become comfortable doing nothing. It's time for OJ. Young fresh blood with passion and ideas are needed. Vote OJ. No, I'm not with any party.

    The Westminister system devised by the UK is a flawed system. The system entails a head of state, a leader of government affairs ( Prime minister, Premier, chief minister), an opposition, a parliament, HoA, etc. It is structured around the party system with the party winning the majority of seats normally forming the government. The leader of government business is elected by other elected members, not directly by voters. The system is inherently flawed, for the legislative branch and executive branch are supposed to be independent but in a reality there is no day light between both branches; thus the view that the legislative branch is a rubber stamp for the executive branch. Some members are included in both branches. Further, under the party system, collective responsibility is required, ie, members are required to support the party’s platform. Moreover, the government leader is viewed as a dictator because the other members let him or her be a dictator out of self-interest. They don’t want to lose their appointment as minister,etc. it is all about personal self-interest so all the blame cannot be on the leader. The leader behaves the way other members permit him or her to behave.

    Moreover, I’m not too sure about the all party system. I’m also not a fan of the first to the post voting system, ie, a candidate winning by a plurality of the vote instead of a majority of the vote, ie, 50% of the vote plus 1. This will entail a runoff as needed. Further, suggest that the territory advances toward a proportional representation system. Currently a party can attain 49.99% of the vote but gets no representation. The Constitutional Review Committee must take a strong review for constitutional changes. Why would the UK be unhappy if a party wins at least 7 seats and forms the government? This would be consistent with the constitution, would it not? Is this about sour grapes, fear, distrust, envy, crab-in- bucket mentality, etc ?

      Proportional Representation: Simply, the percentage of the votes cast for a party translate into the number of seats allocated in the legislature, resulting in a fairer, equal, and more diverse representation in the legislature.

    I am wondering if Hon. Julian Fraser is getting senile because he is speaking as someone who is suffering from dementia. I don't see any sign of dictatorship in the Territory. Perhaps Fraser needs to do a mental checkup. From his contributions in the House of Assembly one can see clearly that there is signs of deficiency. Therefore I want to urge the voters in the Third District to vote for Kevin O.J Smith and send Fraser on a vacation from politics.
