LONDON, United Kingdon - According to a British parliamentarian, the United Kingdom (UK) Government is expecting British Overseas Territories (OTs) to utilise their own financial resources to fight COVID-19, just as the UK is doing in their fight.

This position was revealed by British Member of Parliament (MP) and conservative, Wendy Morton responding to questioning asked by MP Stephen J. Doughty in the UK Parliament on April 27, 2020, regarding what support the UK Government is providing to OTs in health, economic, logistical and the transport effects of the COVID-19.

In the written response published today, May 4, 2020, on the UK Parliament website Morton said, "Just as the UK is doing, we are looking to Overseas Territories to make full use of their financial resources in order to address the needs of their people."

She said the UK Government is firmly committed to supporting the Overseas Territories in dealing with Covid-19 while the Foreign and Commonwealth Office and the Department for International Development are leading across Whitehall effort, working closely with the Overseas Territories governments.

"The Minister for the Overseas Territories and Sustainable Development is in regular contact with the political leaders and Governors of the Territories. The impact of the pandemic in the Territories varies, and our support is being calibrated accordingly," she also said. 

In territories which are in receipt of financial assistance from the Department of International Development, she said the UK Government will continue to provide the support needed to ensure delivery of essential services and to protect their economies.

UK will strengthen health systems where needed - Morton 

According to Morton; however, in the areas where it is needed, the UK will provide support to strengthen territories' public health systems, through the provision of essential medical supplies, equipment and personnel.

"We are also working with partners to maintain lifeline transport routes. The Government has organised flights to enable British nationals to return to the UK from the Overseas Territories and to enable a number of British nationals in the UK to return to their homes in the territories. The flights also carried medical equipment to the territories," she said. 

This UK response came as the Virgin Islands and other British OTs have been looking to the UK for assistance to fight COVID-19, in the case of the VI, to assist the Territory with accessing funds to match what the VI was making available to its unemployed population as a result of COVID-19.

The UK Government statement similarly echoes that of local Governor, H.E. Augustus J. U. Jaspert who had told the VI government that the Territory was highly capable of responding to the crisis and to use its own money for the COVID-19 fight, “We [VI] have healthy reserves and the Social Security Board Fund is very robust," he said. 

However, for the territory to use its own financial resources, it would still need UK approval.

    So tell me again why we need the UK? Independence is what we need since we can take care of ourselves. We would have complete control of our finances and tourism. Since they clearly told us to go suck lemons, we should. Independence from being controlled is the best thing that can happen to us. What are we so afraid of?       The UK has a history of this behavior. Britain was experiencing major economic issues towards the end of slavery as well however, they found money to bail out the Plantation owners at their departure from these islands, but left the slaves to starve to death. We are not as active as we should be in demanding retribution as was the Jews.

    The legal team is saying that the United Kingdom of Great Britain and Northern Ireland, and the British Overseas Territories [BOT] of the BVI are deadlocked,like a Hung-Jury, so we the people of the BVI,can now declare a mistrial.

    IT EN'T WOK.

    Persons who belong to the Virgins Islands under section 2(2) of the BVI Constitution, are also British Citizens,under the British Overseas Territories Act,2002 (c-8),which is an act of the uk parliament, but British Nationals are not BOTCs.

    Some, only "SOME" british nationals reside in the bvi, and paying taxes like work permit etc in the bvi.only "some"

    Well, legal team have multiple citizenship, associated with the UK and BOT, and the UK minister said, she will send planes [british airways] to collect all uk citizens in bvi who wants to go back uk, and bring back all uk nationals who reside in bvi, and want to go back bvi, and uk will send help,doctors nurses and equipment,etc..

    BUT, uk ent giving us NO MONEY! uk will help,but not with sterling pounds or US Dollars.

    "Jump high or jump low,uk ent givin wee dem mony"..

    BVI, we the people pay a lot of taxes,and plenty tourists coming here yearly. How much did NDP save in 8 years?

    BVI, save your own money,
    Don't take it from social security board.its for age pension.

    But with this government,we might get out of this economic DEADLOCK.

    Well a lilbitty OT Territory devastated 2years and still struggling to recover but could add 2,000 plus to their roster of entiled citizens in one big swoop, permit hundreds of unemployed and illegal non citizens of countries with plentiful resources,to remain and partake of limited resources, that OT territory is clearly sending a message that it is living large and does not need help.

      Understand your sentiments but we should not shoot the messenger. The Governor has to do or say as he is told whether he likes it or not. Diplomats are normally the "fall guys". Unfortunately, because they shield the real power behind decisions made they normally take the pounding. From a personal view, the Governor is really a "cool dude" but his Office will always come under heavy criticism.

    So if you play with fire. . . People have memories, even dogs have memories. Do the BVIslanders have memories? Does Governor Jaspert have the financial details of the Social Security monies? Who actually controls the investment of the Social Security monies and why don't we the people of the BVI ever hear about where the money is invested and how those investments are doing? 2009 no one told us, huge market losses with Covid19 and no one is telling us how those investments fared. But UK and Governor Jaspert want us to spend the money that we put away for our future. Wait, what? Well Well, why are the recipients of Social Security starving if their is so much surplus money. Please raise the monthly pmts to those who paid in to the Social Security scheme and stop letting those funds be spent here and there. Prices getting higher and higher for everything in the BVI by SS payment stays ridiculously low. It seems seniors don't need phone, internet or vehicle, or home so move over kids, we are coming to live with you.

    @Legal team: yes, social security money is for the people pension however, millions were taken from it to build affordable housing ( for which only some would benefit). 15 million was also pumped into National Bank. This was also the people money for pension. Now, it’s like we can’t find a way to help the people who need help (from their own money). The powers that be are stating that the rate of contribution would have to be increased, laws would have to be amended etc.

    In my humble opinion, if the Social Security Board wants to assist the gov’t to assist the people, they would get in done; just like they did those two transactions mentioned earlier. It’s not that UK doesn’t want to assist, it’s that we can help ourselves in this instance.

      Yes they can but the government will have to make the proper legislation to have assess to the funds and still need permission from the UK to borrow from Social Security, about 4 years ago they had over 600 hundred millions in bonds i stand to be corrected.

    The Caribbean OTs, as well as other OTs, are small, disaster-proned and vulnerable to economic and environmental shocks normally. Additionally they are also heavily travel dependent, ie, tourism. Covid-19 has shutdown the economies in the whole region, including the Caribbean OTs (otherOTs also need help) i.e., VI, Anguilla, CI, TCI, Montserrat and Bermuda, reducing employment and exacting hardships on these single economy countries, exacerbating already challenging conditions. These countries need help, for Covid-19 is wreaking havoc on them countries and their populations. Particularly they need help with their health systems to prevent them from being overwhelmed. They need structural assistance, not only help with disposable items. Mia Mottley, PM of Barbados and leader of CARICOM, iin an interview with CNN Christina Amanpour rightly asserted that global leadership is needed and that Caribbean countries, especially eastern Caribbean countries, cannot be left as invisible and dispensable.

    These countries are already suffering economically and the projection is for the global economy to worsen. If advanced economies tank, it is an open secret what will happen to small developing countries. No surprise that MP Wendy Morton is responding similarly to the response provided by Gov A. Jaspert. It would have been earth shattering news if response had differed. These comments don’t happen in isolation. Anyway the UK needs to provide a Marshall Plan-styled package for OTs. After WWII, the US Marshall Plan(US taxpyes) bailed out the UK to the tune of approx $5B.

    @E. Leonard, it seems like you are advocating for the UK taxpayers to bail out the VI and other OTs. The UK has its own funding challenges and Britons first. If the BVI does not like UK’s plan it can get to stepping. The BVI needs to demonstrate more financial management effectiveness and efficiency. Its government functions and assignment is highly flawed. People are assigned responsibility for things they don’t shit about. As Gov Jaspert says, the BVI has a healthy consolidated fund and a robust social security fund. Appropriate some of the consolidated fund and borrow some money from social security. The BVI have to borrow some money to get out this situation. Residents that depend on government for every damn thing must prepare for some pain, ie, additional taxes to pay off the debt. The project can have a sunset clause in it, ie, when the debt is paid off the tax goes away. Government must increase some taxes and fees and create new ones. Everyone must pull the red wagon, not just ride in it, to fight this war. Yes, the UK got US Marshall Plan money but it was part of the Allied forces. What has the BVI done other than extend its palms looking for freeness. Barbados PM talking a lot of flowery language talk but what is CARICOM bringing to the table. The BVI needs to get its la...y a..s and do some work.

    When the governor speaks once, you notice he does not go out there and clarify any details that may result inany public outcry. So the leaders can rail up as much as they want about UK helping or not helping whatever the Governor says stands. So begin to think how your team can stretch the SS funds, to help out the situation, yet have enough to pay out to those reaching 65 and over, those unemployed and those needing death benifits. That is the strategic plan you should be putting into gear.

    All this could have been solved or avoided if our leaders NDP / VIP were leading.. The Hurricane clearly indicate the need for an unemployment fun that pays a percentage of salary for people who lost their Jobs.... Put rules and the laws in place deduct a small contribution from salaries for this purpose...For example ..My suggestions ..U get fired from your Job you get 2 weeks unemployment help ( We do this short period to avoid bad behavior on the jobs )....IF u get laid off you get 6 weeks unemployment help.. If you lose your job or get laid off during a disaster your employer must give u a third of your salary for 3 weeks, ( You do this because u do not want employers to lay off unnecessarily lots of that happened during Irma and usually happen during disasters ) after that the unemployment help stepped in with an 8 weeks assistance.... However, if these people find emlployment during the help... the help will stop... This can still be considered.. never to late..
