Opposition Member suggests Government in breach of Protocols

ROAD TOWN, Tortola, VI – Opposition Member Hon. Andrew A. Fahie has said that the actions of the government would “put us all in trouble”. The First District Representative was at the time making reference to what he claimed was the signing and execution of projects without them being first brought to the House of Assembly.

Hon. Fahie expressed during the budget debate in the House of Assembly on December 17, 2012 that this is contrary to what is required by the Protocols for Effective Management, a document signed by the current National Democratic Party (NDP) Government in April 23, 2012 that essentially acts as a guideline for the fiscal operations of the Territory.

“The rate I’m seeing all these projects I have named that will put us over the borrowing guidelines… I’m just hearing on the radio all the time, they going going, going, going, going, going towards this, going towards that, signing, signing and nothing coming to this House…” Hon. Fahie said.

He added the Protocols mandate that these projects now have to come to the House of Assembly for discussion before they can be executed. “If they are coming to the House of Assembly after they [are] signed and after they [went] out, what is the sense?” he questioned.

Fahie was insistent that the Protocols were not just for the Opposition but have to be for the Government as well, “If you sign it you have to abide by what you sign.”

According to the First District Representative, the actions of the Government thus far, regardless of how “nice and crafty” they seemed, suggested that this was not happening.

“That concerns me,” he added, “because it will put us all in trouble…” Hon. Fahie said that it is no longer a situation where persons can pay no mind to what the Government is doing or not “study” them, as “when one go wrong here” everyone will have to pay for it.

The Opposition Member also encouraged the Premier Dr. The Hon. D. Orlando Smith to “look for his true prayer warriors” and to “put them to pray in a battle”.

    Project after project going out the door with no bids what so ever! I am ashamed to say I voted for the NDP party. Why not have these contracts for the airport, port projects and other government projects go through the bidding process???

      Because he in an intelligent, educated man that is why he can have 2 jobs! If you and those youth you mention get up off your backside, get an education and become a valuable member of society then you too can have 2 jobs, blogging nonsense all day is not a job, i wonder if you are a government employee and this is how you spend your time!

      yes lets pick up those boys of the street and put them to deal with fsc's IT infrastructure. nevermind fsc is responsible for bringing in 60% of our revenue, lets just give jobs out because they from here and need one. it will work fine.

        slight correction: The financial services commission does not bring in 60% of the government revenue; they are responsible for regulating the industry in the BVI, admittedly an important part of attracting business. The companies which offer the financial services bring in the money and pay fees to the treasury.
