Opposition Member suggests Government in breach of Protocols
Hon. Fahie expressed during the budget debate in the House of Assembly on December 17, 2012 that this is contrary to what is required by the Protocols for Effective Management, a document signed by the current National Democratic Party (NDP) Government in April 23, 2012 that essentially acts as a guideline for the fiscal operations of the Territory.
“The rate I’m seeing all these projects I have named that will put us over the borrowing guidelines… I’m just hearing on the radio all the time, they going going, going, going, going, going towards this, going towards that, signing, signing and nothing coming to this House…” Hon. Fahie said.
He added the Protocols mandate that these projects now have to come to the House of Assembly for discussion before they can be executed. “If they are coming to the House of Assembly after they [are] signed and after they [went] out, what is the sense?” he questioned.
Fahie was insistent that the Protocols were not just for the Opposition but have to be for the Government as well, “If you sign it you have to abide by what you sign.”
According to the First District Representative, the actions of the Government thus far, regardless of how “nice and crafty” they seemed, suggested that this was not happening.
“That concerns me,” he added, “because it will put us all in trouble…” Hon. Fahie said that it is no longer a situation where persons can pay no mind to what the Government is doing or not “study” them, as “when one go wrong here” everyone will have to pay for it.
The Opposition Member also encouraged the Premier Dr. The Hon. D. Orlando Smith to “look for his true prayer warriors” and to “put them to pray in a battle”.
