The VI has extensive porous border with mor holes than a sieve. Undoubtedly, the border meds to strengthen to gain control of immigration. As night approaches, transporters and illegals exploit the border weaknesses. The breach of the border is a slap on the wrist. At worst that illegals face is repatriation back to their homeland. This may be a deterrence but not strong enough to avoid taking the risk..The best time to breach the porous border is at nightfall when and where the border is wide open and left to the honest broker. The border is not self protecting. The BVI needs in invest technology, manpower, stiffened penalties for deliberately breaching the border, etc There must be strong maximum penalties to dissuade and minimize illegal entries. These must also be strong penalties and punishment for people participate in hiding illegals., etc.

just close the border to outsiders so they don't get hurt here. then every one else except belongers will be safer.
