A well-rested and sober person, driving the speed limit and paying due care and attention could not have managed that.

Correct but not necessarily the person in the ditch at fault. Every chance they swerved to avoid some idiot overtaking from the other lane. Let's not judge until we know the full truth.

The little culbert drainage they say they clean out is a disgrace if you are walking there you can get your foot broken easily. If your wheel come to close the the edge you could flip over easily. Nothing to warn you of the drop off. Even to enter the park is a mess. Engineering work is a mess in this territory no one is listening to the cries of the public but quick to post foolishness when something happens. Small issues that could be addressed immediately takes so long until someone is dead or injured. Don't come on here talking about you inherited it. Fix it and stop fixing your mouth with excuses you got money for everything else but the things that is necessary to help the people of the territory you can find every excuse in the world. Our lives matter stop it
