ROAD TOWN, Tortola, VI - In an effort to improve the working conditions for judges in the Virgin Islands, plans are set in motion to demolish the dilapidated Estate House #2, commonly known as Oleander House, located in the heart of Road Town.

This important development is aimed at replacing the current structure with a modern facility suitable for judicial accommodation.

The Estate House #2, which has a history of serving as the official residence for the Chief Minister, has deteriorated significantly over the years.

Regrettably, the building has reached a point where it is deemed unsuitable for any senior government officials, prompting the government's initiative to provide an appropriate and safe working environment for judges.

Tendering process initiated

To facilitate this project, the Virgin Islands Recovery Development Agency (RDA) has initiated the tendering process, seeking qualified contractors to undertake the demolition of Oleander House, including the removal of its foundation. The RDA started accepting tenders from Friday, October 17, 2025, and will do so until Friday, September 31, 2026, at 10:00 AM.

In a recent announcement on their Facebook page, the RDA outlined that the procurement method for this project will be conducted through the Limited Competitive Domestic Bidding (LCDB) process. Interested parties who wish to gain access to the full tender package, which includes a comprehensive scope of work and other essential documentation, are encouraged to submit their requests for more information.

This redevelopment aims not only to enhance the working quarters for judges but also to revitalise the area, contributing to the overall improvement of government infrastructure in the Virgin Islands.

    TEARING DOWN BUILDINGS AND WON'T REBUILD WHATEVER THEY SAY THE ARE GOING TO DO , THEY TORE DOWN THE SCHOOL NEXT TO THE POLICE STATION JUST LIKE CULTURAL NEXT TO IT AND AS WE CAN SEE / IF THEY REBUILT THEM , THEN THEY GOT TO BE INVISIBLE , THE COMPLEX & THE THE BUILDING THAT THE OLD POST OFFICE WAS IN , CANNOT BE FINISHED REPAIRING AND A LOTS MORE ETC MEANWHILE THEY SQUANDERING TAXPAYERS MONEY ON RENTING BUILDINGS OF THEIR FAMILY & FRIENDS AND HS BECOME THE

    it is not safe for judges to be living close to the main road. It is an easy access to anyone in spite if they do build it and camera.

    Hard to believe this will get done before the rebuilding of Althea Scatliffe or the Isabella Morris Primary School which is on the Government PRIORITY list that has been closed since 2017.

    Laundry in the hospital is done by charity and Government wants to build luxury accomodations for Judges.
