ROAD TOWN, Tortola, VI- Following recent allegations of the use of excessive force by ranks of the Royal Virgin Islands Police Force (RVIPF) during arrests, Commissioner of Police, Michael B. Matthews has again defended his officers.

The most recent lambasting of the actions of police came following a video showing police struggling with a young man and subsequently throwing a man to the ground before handcuffing him on September 27, 2020.

The video, which was widely circulated on social media, had seen persons agreeing that the young man was resisting arrest; however, some also felt the use of such force was not necessary, especially since the man was initially stopped for a traffic violation.

Some had lamented that police are beginning to use excessive force and causing matters to escalate as has been seen in many incidents in the United States of America (USA).

Commissioner Matthews; however, had given his officers the benefit of the doubt and had gone as far as saying his officers can lawfully use reasonable force as necessary.

“Officers are by law entitled to use reasonable force as is necessary in any given circumstances. If a person detained does not comply with instructions, officers may use reasonable force to gain such compliance whilst seeking to avoid as far as possible injuries to any suspect, themselves or the wider public,” Mr Matthews told Virgin Islands News Online.

Public outcry

Ever since police have been tasing persons during arrests, the public has been questioning whether the tasing and sometimes use of force have been necessary.

It was in April 2020 that a video had surfaced of police tasing a homeless man even while the man was on the ground and appeared to not posing any threat or danger to officers.

The incident had occurred a week after a young man from Long Look, Tortola, had accused officers of using a stun gun on him “for no reason”. In a video circulated in the public domain, the handcuffed young man was tased while also not appearing to be a threat.

The man arrested on September 27, 2020, was also reportedly tased before being placed in handcuffs.

When asked about the latest incident, Mr Matthews said: “As I have stated on many occasions previously, I do not judge officers based on a clip from social media that has no context.”

Body cams

Mr Matthews also disclosed that his ranks are now equipped with body cameras, which would help to determine whether officers are in violation of any law.

“Officers now wear body cameras that capture exactly what happens at the time of an arrest and if a complaint of undue force is made against the police then the body camera footage would be examined as part of the investigation.”

Mr Matthews also said he was unable to make any comment on the video clip “as this is a live case and so far I am not aware of any formal complaint in relation to it.

“You state ‘persons’ have been complaining about excessive force but again the complaints actually reported to the force do not bear this statement out,” Mr Matthews also claimed.

    Funny how people don't try to encourage others to obey the law,but are quick to bash the police. Society became lawless and have no respect for authority....but,let someone rob your house and we'll see if it's not the same police you'll want to find those responsible SMH

      The CoP has done a reasonably good job, but many of his officers are rude, arrogant, aggressive and lazy. They have seen what police in the US get away with, and are copying it. Policing should be by consensus, but our police officers are not trusted and they police by force. It does not bode well for the future.

    Don’t mind the noise the host of C**t D**P is pushing making it look each time as the Police Officer is wrong and her goons are correct. If you going with a bunch of $hit the police have all rights to add pressure. In the video we can see he wasn’t Operating; but according to her post her “hands are feeling much better even trigger happy”

    While the police may not have been wrong on all occasions we must not turn a blind eye to this matter as it must never be allowed to get out of control in the BVI.

    Matthews , they have NO manners and that’s the problem. For simple tings they act like PIGS and ABUSE their power so when ppl resist and push back at them theY want to use excessive “necessary” force???     COP we support you and your officers in the fight against crime and violence in the BVI.No police officer will take down a member of the public,who did not resist.This man resisted the police violently,he was not brutalized,the officesr used lawful and reasonable force to restrain him.
    Society must not condone violence towards members of the public andtowards members of the RVIPF.
    The UK COP must stay and UK appointed Governors will stay or bring back Governor Savage to lock up corrupters.
    Uk will not make a mistake,to put the safety of the bvi citizens in the hands of these locals.

    the commissioner always with his piss making these public statements over petty offences.however his mouth shut when comes to updating residents on uprising in gun crime and unsolved murders: using extra force when the person in question have no weapons but walking loose/free among you and me are many killers: when mr man(the commissioner)time up he will pack his bags and depart while you and me have live among hardcore criminals: 24 square miles and some how the commissioner of police not coming up with answers other than asking the public to share info which is a good thing. criminals comfortable and so comfortable they now tying you up when they enter your house: criminals so comfortable they shooting/committing murder in broad daylight yet the set of arm police all over this 24 square miles and no results. how can people continue to move so much dope and firearms in and out of the territory but police can only find and beat up on the ones who refused to give names. it is amazing and when you talk some a&& think you have ting against police

      Mr Commish, are you aware that some of uour same cops are on most of our Criminals's payroll? Some are even protecting the Hitmen some of them bringing in. They get paid to sometimes turn a blind eye. Thats big money and seemingly no indulgence whatsoever.
      Oneday our darkness will be caught up by the bright daylight and what a day a glorious day thats going to be. Buy you would still br in denial.

    Them people on the ground would have been gone in the US you wouldnt even hear about it. Yet this is what people want to normalize in these Islands.

    We need to carefully consider these things and put out public relation training for officers because you as the one authorized to use force should utilize every civil & polite means to handle the situation. Not get people worked up to take them down.

    True, at times Police Officers do oversteps their bounds. if proven, they also need to be delt with a cording to the law of our Country. However, no one has the right to fight the law their way, but instead, the lawful way. God, our Creator originator of righteous Laws. That says that lawless behaviors are Godless behaviors. Being in subjection to righteous laws are being in subjectiong to our righteous Creator. If the truth is being told, we should admit that the majority of people that lives else where, and in this Contry are practical law breakers. It is right to obey the laws of this Country. our Country's laws, are not greavious. They are right.
