OECS condemns ‘strongly’ Governor’s efforts to undermine legitimate VI Gov’t

- said Governor’s request for additional powers is undemocratic & unwarranted

CASTRIES, St Lucia- The Organisation of Eastern Caribbean States (OECS) has said Heads of Government of the OECS has “noted with alarming concern”, the evolving situation in the [British] Virgin Islands (VI), regarding the request by the Governor for additional powers which will allow him to bypass the Territorial Government, and implement unilaterally, the recommendations of the Commission of Inquiry (COI) for governance reforms in the territory.

The unelected governor appointed by the United Kingdom (UK), John J. Rankin, CMG during a press conference following the publication of his Fifth Quarterly Review on the implementation of CoI recommendations on January 5, 2024, said he would be requesting additional powers from the UK to hasten the implementation process.

The Government of the Virgin Islands, the Opposition, and many residents have objected to the attempt by the governor to bypass the democratic process.

COI Reforms have strengthened VI’s systems & institutions- OECS

The OECS in a statement today, January 16, 2024, said it has “Condemned strongly any efforts to undermine the legitimate Government of the BVI and expressed solidarity with the Government and people of the BVI in the undertaking of the process for reforms.”

The OECS also “commended the considerable diligence” exercised by the democratically elected government and people of the VI and the progress made thus far in implementing governance reforms, “which have no doubt strengthened the BVI systems and institutions, following the elections” which were successfully held in April 2023.

The regional body also said it is aware much work remains to be done in the process for the reforms as recommended by the Commission of Inquiry, and called on the United Kingdom to provide the Government of the Virgin Islands with any required technical assistance to support the process.

The OECS at the same time reaffirmed its willingness to provide technical and other support to the VI [as an Associate Member of the Organisation], in its governance reforms process.

Request for additional powers is ‘flagrant disrespect’- OECS

According to the statement, the OECS has “Noted with deep concern” that efforts to bypass the elected Government of the VI demonstrate a “flagrant disrespect” for fundamental principles of democracy which aim essentially to preserve and promote the dignity and rights of the individual, respect the will of the majority, foster economic and social development, strengthen cohesion of society and to maintain/enhance national tranquility.

The OECS noted “further concern” that the Governor’s request for additional powers is undemocratic, and unwarranted and that such powers could only serve as a deterrent in the ongoing reforms process and would jeopardise the progress that has been achieved; and undermine the democratically elected government of the VI.

It said it has concurred with the views expressed by the Government and people of the VI, that granting additional powers to the Governor is a ‘Colonial Act’ and one which has no place in modern democratic governance in the OECS region.

Respect democracy- OECS to UK

According to the OECS, the historical responsibility for strengthening governance in the VI must rest on the shoulders of the elected representatives and the people of the VI; and “that ultimately will be the guarantee of good governance, and full and transparent accountability; and that the inalienable right of the people of the British Virgin Islands to self-determination, as enshrined in the United Nations Charter, must be preserved.”

The OECS “strongly urged” that the Government of the UK “refrains” from granting the undemocratic powers requested by the Governor.

“This act will hinder democracy in the BVI and destroy existing trust between the Government and people of the BVI and the United Kingdom,” the OCES stated.

Premier and Minister of Finance, Dr the Hon Natalio. D. Wheatley (R7), in response to the Governor’s surprise announcement had said he would write to the UK Minister for Overseas Territories (OT), Hon David H. Rutley, for support ‘to stay true to democracy’ against the Governor's plan for additional powers the VI.

It is unclear if he has yet received a reply from Minister Rutley.

      The BVI will never satisfy the Brits even if they met the deadlines. They have a plan to get what they want and that is all they care about. It is about the money and not the people. The UK see the people of the Caribbean as possession and not people. People of BVI better wake up and stop willingly let these colonial decievers fool us into slavery thinking it is a better life under their direct rule. Check the world where they did this before many times. It never worked and it will never work for the people only for them.

        We are a British Dependent Territory - they have the power to do what the f (within reason) they want. We are Dependent NOT Independent! We screwed up and hav3nt shown any real attempt to complete the COI requirements that we begged them to let us do.

    This is so sickening.. These people like to use people for their own convenience..I wonder if these OECS leaders if the story is true know these people only like themselves and no one else..Look how they insulted Attorney brown an Antiguan living in the BVI over 50yrs served in BVI police force for over 30 yrs a naturalized BVI citizen just for speaking his mind, and his conscience. And for asking a legit question. Imagine the average caribbean man & woman with no clout..

    Whoever fights for the freedom of the people of the BVI from modern day slavery and anti democracy tactics (people like Carvin, Najan, Myron, Sam, Fahie, Wade, and others) has to go up against the ancient spirits of the colonial illuminaties programmed to put us in bondage. You must be strong and remain in prayers to do so. These UK cabal official people are not easy. Only if God is on your side you can defeat them. The people of the BVI must choose to be real soldiers for freedom and do not let them make us live in fear of them.

    Our leadership has just proven to be corrupt over and over. We will get what we have earned.. Want it different? Stop the nepotism and drug dealing lawlessness, prostitution and otherwise incompetence. Until then we should just be glad someone is even willing to oversee the territory.     I wonder if the premier has any idea about the type of water that’s running through the pipes. I am tired of having to bathe with dirty looking smelly water. The stench from the water is disgusting, it’s now 2024 and I can’t believe we really have this type of situation in the B.V.I

    Listen , these independent countries have there citizens living under fear or dictatorship by leaders in st Lucia, Antigua ,Dominica are all police state control by the prime ministers, not even the judiciary can tell them what to do, you have to go all the way privy council for justice which they still ignore , but these independent Caribbean thieving PM have there business and secret stash loot of money hidden in the BVI offshore companies.

    Here we go again Natalio. D. Wheatley the cry baby ran again to his friends for help. These people are always sticking their noses in the BVI business. I am sure they know what’s going on with the UK and Natalio. D. Wheatley bottom line he give his word that he would complete the COI recommendations in a given time he haven lived up to his word even with a few extensions now that the hammer is down he is crying to whoever will listen and give him hope. OECS you don’t know anything about the BVI stay out of our business the man is wrong.
